Regional Medical Manager

Responsibilities
Essential Duties & Responsibilities:
The RM is a combination of leadership and clinical care position. It involves management of resources such as staff, infrastructure, equipment, finances; building and maintaining strategic partnerships; reporting and ensuring highest standards of care in the program. Ultimately this role entails day-to-day operations, quality assurance and decision-making in liaison with appropriate managers/directors
Leadership and Management
Oversees all AHF operations in the region with support from the Line Managers to efficiently and effectively deliver quality services in the region in coordination with the Counties MOH.
Ensure AHF as an organization is visible and respected in the region through appropriate networking and representation of our work as necessary among key stakeholders
Provides technical support to the Prevention and Treatment program ensuring linkage of outreach activities to treatment and care program through well-established processes of patient linkages and service integration
Attends key technical partners meetings and provides feedback to management
Builds and maintains partnerships with key stakeholders in the Health and HIV/AIDS sector e.g. with MOH, NASCOP, NACC, etc.
Ensures that CMEs are conducted in all sites and participates in the facilitation of CME sessions. Ensure participation by the medical staff in regular CME seminars and working with the In-charges, recommend CME programs based on identified needs
Leads the development of work plans for the sites within his/region and ensure set targets are achieved
Participates in staff needs assessment, interviewing, and induction of newly hired staff.
Participates in staff performance management including goal setting, staff appraisal and disciplining, and conflict resolution.
Ensures adherence to AHF financial guidelines and procedures for proper utilization of resources with discipline and integrity.
Ensures a high quality of clinical services are delivered all the time in all AHF supported sites in the region. Leads quality assurance initiatives in the region
Provides periodic comprehensive support supervision and reports, adhering to the tools provided by AHF
Promotes the implementation and use of standard operating procedures for all activities relating to good clinical practice and ensures functional QI teams are in existence at site levels
Supervises and implements quality management activities and quality benchmarks monitoring, facilitation of quality assurance and quality improvement sessions.
Ensures optimal operations of the laboratory services, including functioning of sample referral networks at regional level
Provides on-site technical support and mentoring to the field staff and coordinates M&E of the project
Ensures effective patient flow in all sites, especially those with high volumes of patients and coordinates the time motion surveys to monitor performance
Oversees the timely collection, compilation and reporting of routine and specific data to guide decision making at site, regional and country program level.
Remains updated on current trends and standards in clinical management of HIV/AIDS and related illnesses, may participate in or lead training activities as may be required
Monitoring of set annual targets and ensure that they are achieved in the region
Maintains adequate provider staffing in the healthcare center to ensure smooth flow of patients. This will include coordination of vacation schedules for all staff to ensure effective coverage at all time.
Leads in AHF Advocacy activities in the region including providing periodic advocacy updates to staff
Ensure all AHF supported sites are adequately branded and have promotional Materials as per AHF set standards
Serves as AHFs advocate in the region
Supervisory Responsibilities
Provides direct supervision and mentorship to clinical officers, nurses, laboratory technologists, pharmacist, pharm techs, health records officers, etc. working in the different facilities in the region to ensure continuous growth and learning
Ensures timely compilation and submission of monthly drug inventory reports in coordination with the Program Pharmacist
Works with the program pharmacist to ensure that pharmacy operations are in accordance with good pharmacy practices
Identifies and promotes operational research at site level and builds capacity among the staff in case presentations and elaboration of scientific papers
Clinical care
Supports in management of difficult cases, in addition, identifies early warning resistance indicators and put effective intervention strategies. Provides clinical care in conjunction with other team members
Spends at least 2 days per week providing direct patient care
Responsible for patient chart review and peer review following the guidelines established by the Policies and Procedures Committee
Ensuring effective implementation of static and outreach services
Attend medical provider meetings (at minimum, once a month) to discuss difficult patients and mortality cases.
Qualifications
Must be a Medical Doctor from a recognizable institution. Additional qualification in Health systems management or public health will be an added advantage
Minimum of Five years medical/health service experience preferred with a sound knowledge of basic medical disciplines to allow for accurate diagnosis and appropriate management of clinical problems.
Three years or more of recent experience with HIV/AIDS treatment; two years minimum of administration and program management experience with knowledge of clinical protocols and procedures in the management of HIV related diseases
