M&E and CLA Director Contracting /Grants Manager Social and Behavior Change Manager

Responsibilities
Provide overall vision, leadership and guidance of the project’s Monitoring, Evaluation, & Learning (MEL) plan approach for project staff in Kenya, partnering organizations, host governments, investors, other donors, and stakeholders.  
Assist the Chief of Party in implementing an adaptive management style which will allow the project to review activities and abandon, modify, or redefine them in order to achieve the desired outcomes. 
Manage the process of project learning to ensure knowledge and learning is effectively shared and applied throughout the activity’s offices and activities.    
Organize and facilitate regular staff meetings (regional, cross regional, and national) to share experiences and lessons, and brainstorm ways to apply new learning.   
Spearhead evaluations, selected research activities and baseline surveys by providing the necessary program and organizational support. 
Work directly with the Priority Area leads to plan, design, and or/manage specific CLA strategies and activities, such as supporting incorporation of technical, contextual and experiential learning into technical strategies, interventions, and processes.  
Leverage a mix of informational sources and research methods – project M&E and other partner data, observations from staff and partners, primary and secondary market research – to (i) analyze project progress towards goals and learning objectives, (ii) communicate those findings externally (e.g. to donor, external partners) and internally (e.g. to project staff), and (iii) apply that learning into improved work-planning and project activities. 
Track and analyze project indicators and other useful statistics and prepare high-quality and timely reports using the recommended formats and communication channels. 
Participate in regular senior management planning meetings, and provide analytical feedback and support to inform technical decisions by senior management and the technical component leads. 
Coordinate regularly with ACDI/VOCA’s headquarters office in Washington, DC, especially the program management M&E teams.
Qualifications
At least 5 years  of practical and management experience  in the performance monitoring plans, evaluation, collaboration and learning, preferably with knowledge of USAID’s CLA approach and measuring systemic change.  
Bachelor’s degree in a field related to monitoring, evaluation, knowledge management, and learning.  
Experience with USAID programs and knowledge of USAID rules and regulations desired.  
Previous experience working in Kenya or East Africa strongly preferred. 
Demonstrated ability to apply analytical methods practically in the complex setting of the day-to-day lives of project beneficiaries highly preferred. 
Proven experience leading project teams in the process of incorporating flexible and adaptive management for the purposes of collaboration, learning, and adaptation that generates, captures, shares, and applies information and knowledge to support and improve development outcomes strongly preferred. 
Excellent oral, written, and interpersonal skills. 
Fluency in English required.
