JOB LEVEL 3 – REF – HCA/SCM/HSCM/5/2017
The Head of Supply Chain Management will be expected to provide strategic leadership in the efficient and effective delivery of supply chain management services and be the adviser to the Chief Executive Officer on matters relating to procurement and supplies.
Duties for the Head of Supply Chain Management Job
Reporting to the Chief Executive Officer, the successful candidate will be the Head of Supply Chain Management Unit and will be responsible for:
Leadership and Strategic Responsibilities
Coordinating the internal monitoring, evaluation and reporting of the Supply Chain management functions.
Developing the Unit’s operational plans, annual operating budgets and quality objectives.
Preparing procurement and supplies policy documents.
Training, coaching and mentoring staff to ensure adequate skills and succession management in the functional area.
Advising management on all matters relating to procurement and supplies.
Coordinating annual and periodic board of surveys.
Ensuring performance management in the Unit through a target based system.
Managing risk in the Unit.
Implementing the quality management system in the Unit.
Ensuring compliance with the Public Procurement and Asset Disposal Act, 2015 and Public Procurement and
Disposal Regulations in the implementation of the unit
Liaising with the Public Procurement Regulatory Authority and other relevant bodies in matters relating to procurement and disposal.
Tactical Responsibilities/Tasks
Submitting quarterly reports to the Public Procurement Regulatory Authority, the Ethics and Anti-Corruption Commission of Kenya, The National Treasury and the office of performance contracting and coordination as appropriate.
Implementing procurement and inventory management strategies that will ensure value for money.
Coordinating periodic market surveys to monitor market trends that might have an impact on the organisation.
Coordinating continuous registration of suppliers and updating the Suppliers Register.
Conducting due diligence on prospective suppliers to ensure quality supply of goods, works and services at optimal
Overseeing the management of projects and contracts.
Recommending appointment of adhoc evaluation committees and the disposal committee and coordinating the implementation of the resolutions therein.
Ensuring automation of key operations in the unit.
Performing any other duties as may be assigned from time to time.
Head of Supply Chain Management Job Qualifications
Master’s degree in Supply Chain Management, Procurement and Supplies Management, Business Administration or related discipline from a recognised university.
Bachelor’s degree in Supply Chain Management, Procurement and Supplies Management, Business Administration or related discipline from a recognised university.
Professional qualifications or Higher Diploma in Supply Chain Management, Procurement and Supplies Management from a recognised certifying body.
Membership in good standing to the Kenya Institute of Supplies Management.
A minimum of eight (8) years relevant work experience six (6) of which should be in a senior level.
A minimum of six (6) years experience in procurement and supplies for serving members of staff.
