Ref: MMU/EA/17/05/2017Applicants for the position of Corporation Secretary – Grade NT 14 MUST be holders of the following qualifications, relevant work experience as indicated below:-
(a) Requirements for Appointment
For appointment to this grade, an officer must have:-
Served in the grade of Senior Legal Officer or in a comparable and relevant position in for a minimum period of three (3) years;
Bachelors degree in Law (LLB) from a recognized institution;
Masters degree in Law (LLM) from a recognized institution;
A valid Practicing Certificate from Law Society of Kenya;
CPS (K)
Be registered member of the Institute of Certified Public Secretaries.
Been an Advocate of the High Court of Kenya;
Postgraduate Diploma in Law from Kenya School of Law;
Certificate in Computer Applications skills from a recognized institution; and
Demonstrated outstanding professional competence in legal work as reflected in work performance and results.
(b) Duties and Responsibilities
Duties and responsibilities at this level will entail:-
Working with the Vice-Chancellor in ensuring Council meetings and business is conducted effectively;
Consulting and informing the Vice Chancellor on all key matters relating to Council obligations;
Working with Council Committees to ensure that objectives are achieved.
Guiding the Council and Council members individually on their duties, responsibilities and powers under the Universities Act, Charter and Statutes.
Ensuring Council procedures are followed and reviewed regularly and that the Council complies with the law, rules and regulations;
Assisting the Vice-Chancellor in organizing Council activities, including providing information, preparing agenda, issuing notices and preparing for meetings;
Ensuring Council induction and development programmes are carried out;
Attending Council meetings, take minutes of proceedings and disseminate the decisions of the Council to relevant Divisional Heads for implementation;
Ensuring Council work plan is prepared and adhered to;
Keeping Custody of legal and Council documents;
Preparing budgets for the Council and legal Services;
Facilitating Council evaluation, governance audits and implementation of the Code of Conduct and ethics;
Overseeing preparation of Council and legal reports;
Ensuring Council resolutions, internal policies and procedures comply with legal provisions;
Keeping and updating register of Conflict of Interest; and
Performing any other legal duties as may be required from time to time by the University
