Associate Director of Information Management

Primary Purpose
The Associate Director of Information Management (ADIM) is responsible for creating, implementing, and monitoring the policies and procedures that guide CWS Africa’s overall cybersecurity posture, with careful attention paid to high-value assets (electronic data, and physical case files). Additionally, the role of the ADIM is to ensure that all departments at CWS Africa have a robust strategy for using information technology to increase the efficiency and effectiveness of their work across the organization while prioritizing security.
The position oversees the IT and data integrity needs of all CWS Resettlement Support Center (RSC) Africa’s programs. The ADIM is responsible for organizational-wide compliance to all PRM/RPC guidelines, and conditions within the PRM Cooperative Agreement that apply to the IT Department, Data Integrity, and File Library.
Additionally, this position oversees statistical reports generated within CWS RSC Africa operations and is responsible for the quality, coherence, management/control of all refugee data entered into the Worldwide Refugee Admissions Processing System (WRAPS). The position is also responsible for ensuring the physical and data security of all refugee information/files and developing and enforcing anti-fraud standard operating procedures. The ADIM acts as the focal point for all non-IT, Refugee Processing Center (RPC) communication and oversees all IT-related communication in coordination with the IT Manager.
Supervision
This position directly supervises the IT Manager, Data Integrity Supervisor, and File Library Supervisor. The position indirectly oversees work of all Reports Analysts, IT staff, and Librarians.
This position reports to the RSC Africa Director.
Essential Duties
Ensures organization-wide compliance to PRM/RPC guidelines, FISMA/NIST standards (800-53), US State Department Information Assurance Management (5 FAM 1060).
Coordinates with CWS management to create, implement, and monitor the policies and procedures that guide CWS Africa’s overall cybersecurity posture.
Ensures that mission critical IT systems and electronic data are effectively managed, protected and backed up.
Ensures maintenance of the security and integrity of CWS Africa’s computer systems, and in particular those of RSC Africa.
Provides guidance to IT staff in handling multiple project responsibilities simultaneously, prioritization of work and resolution to technical emergencies as they may occur.
Serves as RPC focal point for all WRAPS Release Notes, requests for information, and the Helpdesk.
Directly supervises the IT Manager, the Data Integrity Supervisor, and the File Library Supervisor, and manages their daily workloads.
Works closely with the Reports Analysts to develop reports which monitor staff efficiency and data entry accuracy for overall quality control and improvement.
Oversees all standard and ad hoc reports generated by DI staff and monitor for accuracy, precision, and timely distribution.
Makes sure that IT, DI, and Library participate in Operations’ Process Reviews of each departmental unit which contains a full review of the unit’s reporting tools, SOP adherence, & file security procedures.
Works closely with the IT Team and Security Coordinator to ensure data and physical file security both in the main offices, as well as in the field.
Actively Participates in RSC Africa’s Leadership Team.
Participates in regularly scheduled meetings with management in regard to IT support, report development, training needs, and WRAPS functionality.
Travels to the field to assess the field team’s IT and reporting needs.
Qualifications
Education:
Bachelor’s Degree in Computer Science or four (4) years of work experience in lieu of a Bachelor’s Degree is required.
Experience:
Twelve (12) years of paid work experience is required.
Eight (8) years of supervision including 2 years supervising managers with direct reports is required.
Proven ability to manage budgets, strategic direction, and execution of plans for assigned area is required.
Demonstrated experience in managing the work/projects and/or funding sources that involve multiple stakeholders, partners or donors (or the equivalent) which require a significant amount of time managing relationships and project activity is preferred.
High level of proficiency operating, maintaining and troubleshooting database software tools is required.
Experience in managing a computer network with a user base of 200+ users is required.
Experience managing a multi-national computer network is preferred.
Three (3) years of experience in database management/quality control is preferred.
Previous overseas work experience preferred.
Knowledge/Skills:
Strong knowledge of the CISSP cybersecurity domains, as well as how to apply that knowledge.
Strong knowledge of FISMA/NIST standards (800-53)
Advanced understanding of Network Architecture and Security
Strong knowledge and working experience in networking, (LAN, WAN and wireless)
Advanced knowledge in TRANSACT SQL and Microsoft SQL Server database design, stored procedures, views and functions.
Knowledge and experience in the use of MS Exchange mail system.
Excellent verbal and written communication skills.
Strong analytical and problem solving skills to resolve technological problems.
Proficiency with MS Office (Excel, PowerPoint, Word, Access, Outlook).
Experience developing Tableau Dashboards is preferred.
Working knowledge of WRAPS highly preferred.
Experience working within the US Refugee Admissions Program is preferred.

Working Conditions
Physical: This position requires the employee to be able to bend, squat, sit, stand, walk, push/pull, handle objects (manual dexterity), reach above shoulder level, and use fine finger movements.
Environmental: Primarily indoors in a general office working environment Incumbents in this position will be exposed to marked changes in temperature and/or humidity; dust, fumes, gases, radiation, infectious diseases etc.; driving of motorized equipment/vehicle; working in confined quarters.
Special Requirements
The candidate must be a US Citizen. Background check which includes references and an educational criminal check is required before the start of employment. A valid passport and the ability to maintain a valid passport throughout the entire appointment is required, which includes having enough passport pages for travel. The candidate should be of good health, willing and able to travel. Must be legally eligible to work and obtain a work permit in Kenya. Must have proof of Yellow Fever vaccination before traveling for RSC Africa.
Licensing/Certification
Industry certifications in areas of IT are preferred.
