    Job Description
    Reporting to the Policy Advisor – Women’s Economic Empowerment within the ESARO office and working closely with the WEE Analyst/Team Lead at the Kenya Country Office, the National consultant is responsible for implementing the programme “Engendering Fiscal Stimulus Packages and Recovery Efforts” which includes coordinating relationships with national partners and stakeholders, monitoring and reporting, and managing the finances. He/she will work under the overall guidance and support of the Regional Programme Coordinator, Gender and Economics in the Regional Office.
    Duties and Responsibilities
    Objectives of the assignment:

    Conduct a gender-responsive assessment of the fiscal and economic stimulus package adopted in response to COVID-19 in Kenya;
    Coordinate the advocacy campaign through engagement with decision-makers, CSO, academia and social media work on the gender-responsive implementation of COVID-19 fiscal stimulus and social protection packages;
    Coordinate the establishment of a reference team that will provide technical backstopping and oversight.

    Management of Kenya based Project:

    Act as a focal point for the program “Engendering Fiscal Stimulus Packages and Recovery Efforts Adopted in response to the COVID-19 Health and Economic crises” in Kenya;
    In collaboration with Regional Program Coordinator and other national focal points, contribute to the development of a workplan to operationalize the project;
    Lead the implementation of work plan activities in Kenya; 
    Monitor the project progress in Kenya according to the work plan and draft Kenya focused inputs to regional monitoring and donor reports;
    Coordinate the exchange of information and provide inputs to the development of knowledge products internally and externally of the programme;
    Design and implement country advocacy strategy to influence agenda of key national institutions to engender fiscal stimulus packages;
    Establish a reference group of eminent professionals that will provide technical backstopping to the process.

    Technical assistance and advice on engendering fiscal stimulus packages:

    Apply and implement the applied policy guidance tool developed by UN Women to undertake an assessment of fiscal stimulus packages implemented at the country level from a gender perspective;
    To provide ongoing technical assistance and support to Government counterparts in Kenya in implementing those strategies including, conducting gender analysis of fiscal stimulus packages, organizing events to discuss and disseminate results and recommendations, support different stakeholders in the implementation of policy dialogues and advocacy strategies to promote recommendations to engender fiscal stimulus packages, and other technical support and advice as needed;
    To design, under the oversight of the regional, strategies to integrate gender in Kenya national fiscal stimulus package and recovery policies;
    To foster partnership and ongoing liaison with women-owned businesses in Kenya and facilitate dialogue and consultations between women-owned businesses and government counterparts;
    Provide technical assistance and support to Government counterparts in the process of piloting, implementing and adapting existing Gender responsive budgeting initiatives to integrate gender priorities in post-COVID19 recovery strategies.

    Capacity Building Initiatives for partners and other stakeholders:
    Support the Regional Programme Coordinator in adapting existing tools and developing new ones to support Governments in analysing gender impact of stimulus packages and integrating gender priorities in economic recovery plans in Kenya;
    Facilitate tailored capacity-building sessions for leaders of women’s networks to facilitate their advocacy and monitoring interventions aimed at enhancing gender-responsiveness of stimulus packages;
    Design and deliver, in collaboration with the Programme Coordinator, capacity building activities for UN Women’s Kenya CO staff, Government and other key national stakeholders to enhance capacity to engender economic policies;
    Support the Regional Programme Coordinator in the delivery of one regional capacity building event for UN Women staff and Government counterparts on key economic reforms to integrate women’s needs in post-COVID19 recovery in 2021.
    Deliverables:

    Inception report detailing work plan and proposed approach to implementation of the project;
    Monthly monitoring reports on different project activities and results;
    Deliverables linked to specific project activities including national advocacy strategies, implementation of the policy guidance tool, concept notes, power point presentations, training modules, and other as necessary to support development of capacity building and policy dialogue activities;
    Delivery of training and capacity building activities;
    Final project report.

    Experience working in other countries in East and Southern Africa is an asset;
    Experience working in the UN System is an asset.

    The GBV Officer will be expected to implement designed strategies on prevention and response to Gender Based Violence amongst refugees in Kenya. HIAS uses a survivor-centered, community-based approach. Our programs consider the voices and needs of survivors and prioritize their leadership in program design and implementation. HIAS works with communities’ natural systems in order to optimize support for survivors, building partnerships to promote and protect the rights of survivors, women, girls, and sexual and gender minorities. The officer will be responsible for contributing to the timely and quality implementation of GBV related activities and GBV case management for the urban refugee community. Additionally, the officer will be expected to also focus on reducing risk and mitigating consequences of GBV as a result of COVID-19 by strengthening community safety, response and awareness.
    Main Duties & Responsibilities

    Support HIAS Kenya institutional strengthening activities through coordination of trainings for HIAS Staff and partners in response to Ending Violence Against Refugee Women and Girls (EVAWG).
    Conduct community dialogues on safety and wellbeing of GBV survivors and those at risk of GBV within the refugee community.
    Conduct timely follow up on referrals and action plans, and support services provided to GBV survivors, ensuring that the survivors receive appropriate and timely assistance.
    Enhance knowledge, skills and capacities of staff and partners in GBV to identify the most vulnerable women and girls in the refugee community including sexual and gender minorities in the community.

    Conduct interviews with refugee women and girls to understand the prevalence of existing and emerging issues affecting them during COVID-19.
    Ensure safety and capacity of staff responding to GBV incidences within the community through provision of Safety information, /PPE kits, masks, gloves and sanitizers to prevent exposure to COVID-19.**
    Manage and coordinate multi-purpose cash assistance identified vulnerable refugee women and girls.
    Identify new strategies in responding to VAW/G among the urban refugees during the COVID-19 pandemic period.
    Implement a safe remote reporting mechanism, which allows women and girls to report GBV incidences through WhatsApp messaging allowing access to critical support without risking personal safety.
    Closely work with case workers, community outreach workers to ensure that regular assessment of needs of refuge women and girls are met in responding and preventing GBV
    Conduct link and learn forums through online platform like webinar and zoom targeting beneficiaries of the project, refugee led CBOs and other stakeholders.
    Conduct timely follow up on referrals and action plans, and support services provided to GBV survivors, ensuring that the survivors receive appropriate the assistance.
    Support qualitative assessments through Focus Groups Discussions (FGD) to better understand the risks of GBV and map out service support structures for GBV survivors.
    Engage with the refugee community representatives to understand needs and gaps in Gender-based Violence programming.
    Implementation of adolescent and youth friendly activities SRHR geared towards increasing awareness of and access to SRHR services for refugees and the host community.
    Contribute to the development of project proposals, concept notes and sector publications.
    Any other role as may be assigned.

    Required Qualifications

    Applicants should have either a bachelor’s degree in Gender Studies, Community Development, Development Studies, Social Science and/or other related fields of study.

    Desirable Experiences

    Minimum of 3 years’ previous job experience related to GBV response.
    Demonstrated experience in working directly with refugees who are survivors of GBV.
    MUST have an in-depth technical expertise on Gender Based Violence related issues, response and prevention and a demonstrated understanding of a survivor-centered approach.
    MUST have experience with operationalizing GBV principles, knowledge of international humanitarian standards for GBV prevention and response.
    Experience working with Gender Based Violence Information Management System (GBVIMS) preferred.
    Training in gender equality and/or SRHR.

    Education, Experience & Certifications

    At least five (5) years of demonstrated professional experience in non-profit organizations with specific experience in managing grants, subrecipients, and compliance with donor regulations.
    Must be knowledgeable about financial management principles, grants management policies and procedures, and accounting rules and regulations.
    Experience in supervising grants management processes and providing technical support to program staff is needed.

    The role holder will be responsible for answering calls in a professional and informative manner and CRM case logging as necessary. Provide timely and appropriate responses to clients and/or assign tickets to the right person or department.
    Job Responsibilities 

    Handling customer queries, complaints, instructions received through call and email communication 
    Interact with clients, intermediaries, and service providers to ensure that the care is given within policy guidelines;
    Set the appropriate parameters for admission cases i.e. claim reserve, initial authorized cost, cover benefits  and duration;
    Respond to queries from clients, intermediaries, and service providers through answering telephone calls, interviewing clients, and verifying information. Liaise with underwriters on the scope of cover for the various schemes benefits ;
    Ensure that medical scheme members are attended to round the clock;
    Prepare periodic care reports for management on medical matters/ issues;
    Perform any other duties as may be assigned from time to time;
    Maintains and improves quality results by adhering to standards and guidelines; recommending improved procedures with a QA score target 95%;
    Ensure clients outpatient approvals are issued via email as per SLA;
    Facilitate admissions and discharges appropriately;
    Maintains communication equipment by logging in interactions through CRM for traceability / visibility;
    Maintain and monitor telephone budget allocation to ensure lines are diverting to E1 lines

     Qualifications and Experience

    Diploma in Nursing or related medical field
    3 – 5 years in a similar role 
    Knowledge of insurance regulatory requirements
    Knowledge of Britam products and services

    Reporting to Production Manager, the job holder will be responsible for repair, maintenance and ensuring safety of the electrical machinery and equipment in the factory.
    Main Duties and Responsibilities include:

    Identifying and repairing breakdowns, faults and malfunctions of all equipment
    Testing and inspecting electrical systems
    Maintain records of maintenance and repair work; prepare reports, documentation, and correspondence.
    Certifying the compliance of electrical installations
    Install, maintain or repair electrical wiring, equipment, and fixtures.
    Construct and fabricate parts, using hand tools and specifications.
    Perform a variety of other maintenance tasks, such as electrical preventative maintenance, tag out/lock-out, disconnecting and removing motors, and responding to emergencies.
    Troubleshooting, installation and repair of electrical equipment, feeders, branch circuits, motors, VFDs, PLCs, SCADA systems, RTUs, relays, control system and lighting.
    Perform business management duties such as maintaining records and files, preparing reports and ordering supplies and equipment.
    Any other duty assigned from time to time.     

    Qualifications, Experience and Skills:

    Diploma in Electrical / Electronic Engineering or any other related field
    At least 2 years’ experience in a manufacturing company
    Experience from packaging industry is an added advantage
    Attention to detail
    Good knowledge of industrial equipment
    Good time-management skills
    Great interpersonal and communication skills
