    Key Responsibilities:

    Responsible for tracking key project milestones and adjusting project plans and/or resources to meet the needs of customers; coordinate communication with all areas of the enterprise that impact the scope, budget, risk, and resources of the work effort being managed.
    Develop risk management procedures, business continuance scenarios, contingency and disaster recovery plans for the managed central and distributed IT Applications to maintain operations during downtime and/or major disasters. Identify and makes recommendations regarding critical points of failure. Develop and implement procedures for business continuance and disaster recovery plans. Proactive in building processes to minimize/eliminate downtime.
    Develop Requests for Proposals (RFP). Review proposed systems software for fitness for purpose and compliance with applicable quality assurance standards before acquisition or implementation Negotiate and manage vendor contracts and SLAs for Information Technology services.
    Define and implement IT Application Delivery and Support plans and goals in support of the Business strategy and goals of the organization.

    6 years supervisory experience in Information Technology with hands on experience in:

    Key job function:
    Based in Nairobi-Kenya, S/He will report to the Africa Regional Director, provide overall leadership and strategic direction for Kenya Country Program/Office, supervise direct reporting staff, lead in the management of Country Office Resources, oversee implementation of planned Country Office programs/projects in line with IIRR’s global strategy, fund raise to secure long term commitments with on-going/new funding partners and lead in efforts to respond to Requests for Applications (RFA), Calls for Proposals/Concepts, and other funding opportunities, and hence must have strong and competitive project design and proposals development skills. S/He will provide the link with the Africa Region and Headquarters (President/Board) and external donors and also establish and maintain collaborative relationships with host country government, other non-governmental organizations (NGOs), and representatives of bilateral and multilateral donors.
    Responsibilities:

    Provide daily management of country program and supervise direct reporting staff, to optimize the quality and efficiency of their output, and to maintain a high degree of satisfaction with their jobs and professional development.
    Oversee the development of a Multi-Year Strategic Plan, including resource diversification strategies to establish a coherent and realistic strategic direction (i.e., goals and process) for the Country Office.
    Review and approve the final draft of operational plans, as well as concept papers and subsequent technical and cost proposals for individual projects.
    Oversee Country Office efforts to secure institutional funding and also in-country funding partners from local individuals, businesses, governments and other partners.
    Develop a strategic funding plan in concert with IIRR Africa Region and Headquarters. Track funding opportunities with local representatives of funding agencies (e.g.: USAID, European Union, UKAID, Embassies, Foundations, etc.), and build these relationships as well as relationships with NGOs to form partnerships/consortiums for fund raising purposes.
    Develop projects, secure funding for them and oversee the implementation of projects to ensure fundamental change that has a sustainable impact for the participants.
    Visit project sites to assess quality of projects and mentor staff and participants to ascertain progress and constraints and implement corrective measures.
    Review and approve key project reports for timeliness and accuracy, and review project progress against the appropriate plans, and discuss needed responses with all interested parties.
    Review project expenditures to ensure compliance with budget parameters, as well as monitor all data collected by project sectors to evaluate impact.
    Oversee management of the financial resources entrusted to the Country Office by the donors, and resource allocation, to ensure that the donors’ and IIRR’s standards of accountability are met.
    Review and monitor the Country Office annual budget approved by the board and all financial reports and significant transactions. Guarantee continuous flow of financial resources, and diversify funding base.
    Establish and maintain relationships with host-country government and other NGOs and representatives of bilateral and multi-lateral international donors to secure cooperation and financial support. Monitor adherence/compliance and negotiate changes to basic country agreements.
    Willingly participate in official networks and collaborative partnership meetings/functions and carry out public relations fundraising activities.
    Maintain professional relationships with IIRR’s international partners, donor governments, embassies, etc.) to promote support for projects in Kenya to farther IIRR’s interests.
    Maintain up-to-date emergency preparedness plan as part of multi-year strategic plan, to ensure timely evacuation and mitigation of harm to IIRR personnel and property.
    Prepare and submit to Headquarters and the Africa Region risk assessment and management, financial, and grant pipeline reports quarterly.
    Ensure staff capacity is strong enough to fulfil IIRR’s mission/vision in Kenya to achieve desired goals and other deliverables.
    Conduct employee performance evaluations, monitor performance, and provide performance feedback and coaching as needed.
    Continuously promote accountability and ensure compliance with IIRR requirements.
    Recruit and select senior national staff, and review all compensation packages to ensure competitiveness.
    Assess Country Office training needs and solutions, as well as evaluate and update country office personnel policies as needed.

    Minimum Requirements:

    Master’s degree in international development, agriculture related field, social development, business administration, education, or a related field, plus five (5) years of related experience, particularly with leading and managing development programs in Kenya.
    Fluency in speaking and writing English and proficiency in Swahili will be an added advantage.
    Experience and commitment in gender equity, empowerment of vulnerable populations and education programming for marginalized and pastoral communities will be an added advantage

    Job Description: The Field Coordinator reports to the Country Representative and is in charge of representing Tdh and of implementing Tdh projects in Dadaab refugee camps and their host communities.     The Field Coordinator will work in direct collaboration with the delegation personnel and interface directly with the Country Representative, as appropriate for programm strategy, reporting and administration. S/he will have direct access to key information, such as the general strategy of Tdh in Kenya, including programming objectives in the field, financial details, and security guidelines.
    A professional sense of security, confidentiality, and proper representation is paramount.
    The incumbent will conduct his or her duties in respect of the Charter of Terre des hommes and Tdh Child Protection Policy.

    Main Responsibilities:
    1. Child Protection Policy

    Commits to respect Tdh Child Protection Policy.
    Commits to ensure the best implementation possible of the Child Protection Policy in Dadaab, including participation in annual audit, and reviews and updates of action plan.
    Commits to inform the Country Representative and/or Head of Programs and/or the Desk Officer and to deal with any case of any allegations or possibility of transgression, even potential, of the Child Protection Policy.

    2. Line Management

    Supervises the Child Protection Project Manager, the MEAL assistant and the support team in Dadaab.
    Receives updates and makes recommendations to the Country Representative and to the Senior Management Team in Nairobi about programme, security and other key issues.

    Manages programming aspects of the Dabaab operations in line with Tdh and donors’ standards.

    Participates in the review of the strategy for Tdh in Kenya.
    Ensures the representation towards stakeholders in and around Dabaad.

    4. Corporate Policies, Management Systems and Procedures

    Contributes towards promoting and adhering to Terre des hommes’ Charter, Code of Conduct and Operating Principles.

    5. Child Protection Programme

    Acts as the instrument of management and facilitation for programme activities; ensures proper office functioning for the achievement of support roles and tasks while respecting budget and timeline parameters; a service-oriented support outlook will be maintained by support staff members.
    Follows and ensures respect of programme action plans; facilitates exchange and troubleshooting; follows up on Country Representative’s orientations.
    Contributes to proposal drafting as requested; review and edit final versions.
    Facilitates coordination among key staff members of project and support teams in Dadaab.
    Organises internal coordination meetings and workshops for cross-departmental issues and planning purposes in Dadaab.
    Participates to internal coordination meeting in Nairobi addressing operational highlights.
    Organises, maintains and supports a ‘back up’ system for key Tdh staff for coverage during work absences.
    Networks with other NGOs and entities in the interest of information sharing and best practices.

    6. Monitoring and Evaluation

    Supports the project team in implementing Tdh monitoring and evaluation system to evaluate programme results and makes recommendations for future programme directions.
    In coordination with the Head of Programs, monitors and evaluates monthly programme progress and makes recommendations.
    Facilitates the external evaluation as required by management and integrates recommendations in work plans.

    7. General Administration and Logistics

    Maintains signatory schedule for purchase and payment authorisations.
    In collaboration with the Finance Coordinator, reviews monthly budget vs. actual reports in order to orient future budgetary expenditures and allocations.
    Respects transparent management procedures as defined in the Tdh Kenya Staff Regulations.

    8. Human resources management

    Leads and manages project and support staff in Dadaab, encouraging effective team work and providing supervision and guidance, especially on issues related to cross-sectoral collaboration and harmonizing approaches.
    Raises any questions to the Country Representative regarding Tdh compliance with basic requirements of the local law in respect to employment conditions and related matters.
    Coordinates with the HR Manager to ensure accurate leave and R&R planning for staff working in Dadaab.
    Assists the HR Manager in staff resource planning: job descriptions, recruitment, induction and training for all staff as appropriate.
    Ensures regular performance appraisals and encourages the personal development plans and the identification of training needs.
    Ensures that project managers conduct disciplinary and grievance procedures and exit interviews, as necessary.

    9. Security

    Ensures that all Tdh staff in Dabaab, whether based there or visiting the project, are aware of Tdh security procedures and strictly comply with them.
    Collects primary indications for security matters from a variety of sources and share relevant information with the Country Representative and with the Dadaab team as relevant.
    Ensures the regular update of all security plan documents and tools, incl. emergency plans, contact lists, emergency kits, etc.

    10. Representation

    Ensures overall Tdh coordination with the UN agencies and government in Dadaab and operational representation where relevant in Dadaab area, including the sharing of information and reporting.
    Interacts with representatives of the local communities and ensures a constructive dialog to make sure that Tdh activities, policies and procedures are well known by local communities.
    Attends to all appropriate external humanitarian meetings, both general and sector, in order to ensure Tdh’s aims and activities are communicated with humanitarian partners.
    In coordination with the Country Representative, guarantees that all formalities required by the government are prepared properly, kept up to date, and presented punctually.
    Makes recommendations to the Country Representative regarding security issues, including enacting hibernation and/or evacuation plans.
    Acts as the local Tdh focal point for monitoring visits and local queries posed by donors.

    11. Reporting

    Produces a monthly report and submits it to the Country Representative.
    Integrates context assessment of Dadaab into reporting and communications; identifies geopolitical trends and indicators which may impact programme activities in Kenya.
    Coordinates, prepares and elaborates institutional donor reports for submission to the Country Representative.
    Ensures timely submission of monthly situation reports by Dadaab staff members.

    Competencies:
    This function requires the mastery of Personal, Social and Leadership Competencies (PSLC), Technical and Methodological Competencies (TMC) and Management and Strategic Competencies (MSC).
    In particular:

    Masters Degree in Social Sciences or any other related field from an accredited academic institution;
    Extensive project management experience (proposal development, report writing, budget management, staff development);
    At least 5 years of experience in a similar position/high management position in the field;
    Excellent communication, negotiation and conflict resolution skills;
    Demonstrated ability to maintain integrity in performing responsibilities assigned;
