    Maternal Nutrition/IYCF/ECD Counselling Review in ESA Region

    Goal and objective:
    To understand how maternal nutrition/IYCF/ECD counselling is integrated in the building blocks of health systems in selected countries of the region and is being delivered at both health facility and community levels. A comprehensive understanding of the health system bottlenecks and enablers to fully integrate and deliver quality maternal nutrition and IYCF/ECD counselling services at facility and community level will be obtained in order to identify and prioritize context specific barriers and enabling factors to inform the design of evidence-based policies and programmes to deliver skilled counselling support and nutrition and ECD education that is fully integrated within all building blocks of the health system. The findings will help to guide countries to better integrate maternal nutrition/IYCF/ECD counseling in the building blocks of the health system. A two-tier assessment is proposed: a multi-country scoping (in the 15 ESAR countries using the package), and a deep dive in four countries (to be decided in the inception phase of the consultancy).
    Desired Competencies, Technical Background And Experience

    Education: An Advanced University Degree in Public Health Nutrition, Nutritional Epidemiology, International Health and Nutrition, Maternal and Child Nutrition, or other Nutrition-related science field including Early Childhood Development is required. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
    A minimum of 8 years of relevant professional experience in public health/nutrition assessment, planning, management, health and nutrition systems strengthening, policy research at the international level, including in low and middle income countries;
    Experience of IYCF and ECD counseling programmes an asset

    Administrative issues

    The Consultant will be working remotely with potential travel to up to four countries (Kenya, Tanzania, Uganda and Mozambique) in the ESA region for which the UNICEF office would cover subsistence allowances and travel costs. The consultant is expected to complete the deeper dives within 10 days for each country.
    Consultant will need to make their own travel arrangements and will be reimbursed for travel costs and subsistence allowance in line with and limited to those payable by UNICEF.
    Monthly progress meetings will be scheduled throughout the contract duration.
    When requested, the Consultant should be available for scheduled meetings between 10 am to 4 pm Nairobi time.
    Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
    The Consultant is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.

    Job Purpose
    The job holder will be responsible for the timely receiving and dispatch of dry goods while keeping proper safe custody of the finished/materials stock and records as per the laid down policies and procedures.
    Responsibilities and Accountabilities 

    Receive all the in-bound stock items from contracted suppliers, production /other warehouses, external customers and third parties into the store after due evaluation in line with the laid down policies and procedures. 
    Confirm that the received stock items against approved LPOs/Indents conform to the set quality standards requirements and are correctly and promptly posted into bin cards and system. 
    Collate , follow up for approvals and submit all payment receipts, delivery notes, Goods Receipt Notes, Inspection & Acceptance Forms, and invoices to finance and / or customer service in a timely manner to facilitate update of customer balances and processing of payments.
    Promptly issue items held in stock to the relevant recipients in correct quantities and in accordance with the approved policies and procedures.
    Ensure no stoppages and interruption of production plan by ensuring materials have been issued in correct quantities and quality, and that material balances have been reconciled fully in a timely manner.
    Advice the Store Controller on any foreseeable risk and when the stock levels reach the re-order levels as per procedure/work instructions. 
    Facilitate regular/monthly stock takes in the assigned stores, besides daily reconciliation and account for any variances.
    Prepare and complete all necessary paperwork or data entry for production, quality, and safety records relating to the store.
    Ensure goods received are properly arranged/stacked in accordance with pre-marked lot/batch numbers with clear gangways left between adjacent stacks to facilitate an effective stock rotation/FIFO.
    Coordinate for proper housekeeping, and a safety environment of the returnable Bottle’s Yard and the Satellite Bottle Warehouses.

    Minimum Requirements

    A diploma in stores management or related field
    At least 2 years’ stores management experience in a similar environment. .
    Practical experience in use of MS packages and ERP systems.

    Competencies/Attributes

    Must have excellent attendance record and be available for appropriate training.
    Ability to be flexible on a daily basis to meet the needs of the business.
    Willingness to work necessary overtime as required.

    Responsibilities:

    Setup, test and calibrate physiological monitors and equipment such as anesthesia machines, airway devices, physiological monitors, infusion devices, nerve stimulators, patient/fluid warming devices and fiber optic bronchoscopes.
    Perform equipment checks as indicated and maintain records of problems
    Replace and change anesthetic equipment supplies as per routine schedule
    Maintain a stock of drug supplies at anesthesia workstations.
    Troubleshoot anesthetic equipment
    Correct problems that have been discovered and follow up with the theatre manager, the biomedical technician/engineers, and manufacturer’s service representative.
    Participate in operating theatre’s infection control program.
    Performing duties such as maintaining cleanliness of anesthetic equipment in accordance with quality assurance programs.
    Assist with the setting up of the physiological monitors such as ECG, Pulse oximetry and non-invasive blood pressure (NIBP).
    Assist the anesthesiologist with the insertion of peripheral venous lines, arterial lines, central venous catheters and pulmonary artery catheters.
    Adjust therapies (e.g. Ventilation, temperature control devices, fluid flow rates etc.) as directed by the anesthesiologist.
    In liaison with the circulating nurse, provide diagnostic data for the anesthesiologist by performing random blood sugar sampling and arterial blood gas sampling as requested.
    Arrange for transportation of emergency blood samples to the lab and collection of blood products from the blood bank.
    Assist at anesthetic emergency by performing duties such as aspirating secretions from the trachea and pharynx, deflating airways cuffs, and provide emergency airway equipment. Remove monitoring equipment after surgery.
    Assist with the transfer of post operative patients to the Post Anesthetic Care Unit (PACU) under the direction of the anesthesiologist, surgeon and nurse.
    Assist with the transfer of ventilation and/or anesthetized patient to the intensive care or high dependency unit under the direction of the anesthesiologist, surgeon and nurse.

    Requirements:

    Diploma/ Equivalent Required or Completion of Anesthesia Assistant Course
    In service Course on Basic Nursing skills and Anesthesia
    Certificate in Advanced Cardiac Life Support (ACLS)
