    Summary of Role:  

    The incumbent will provide technical leadership in the development and implementation of Climate Change and Health programs and projects. As the Technical Advisor for Climate Change and Health in the African Region, you will play a pivotal role in supporting country teams to develop and implement impactful Climate Change and Health programs and projects. Your primary responsibility will be to provide technical expertise, strategic guidance, and leadership in the nexus between health and climate change. You will nurture relationships and work closely with Climate Change entities, government ministries, intergovernmental bodies, the African Union, and other regional development bodies such as EAC, SADC, ECOWAS, and international climate donors (including the Green Climate Fund and US Government, among others) to promote sustainable initiatives that address the challenges posed by climate change on public health and promote integration of SRHR and wellbeing of communities in climate change programs and projects. Partners with other technical advisors to enable policy, research and programs that benefit women, adolescents, and children.

    Key Responsibilities:

    Strategic and Technical Leadership: 

    Provides technical expertise and guidance to regional and country teams in the design of funding proposals and implementation of Climate Change and Health programs and projects.
    Supports the development of evidence-based interventions to address climate change-related health risks and vulnerabilities.
    Builds on existing tools and develops or adapts innovative approaches to ensure the efficiency, acceptability, and impact of Climate Resilience, Adaptation, and Mitigation interventions.

    Strategic partnership for fundraising:

    Provides technical support to country teams in developing strategic partnerships with stakeholders in the Climate Change financing chain including the National Designated Authorities (NDAs), Green Climate Fund Accredited Entities (AE), UN’s Climate donors such as Green Climate Fund, Adaptation Fund, Global Environment Facility, Loss and Damage Fund, other Institutional and Private donors.
    Supports country teams and the Pathfinder Africa President’s Office and other stakeholders to identify funding opportunities for Climate Change and Health initiatives from various sources, including international climate donors, foundations, and development agencies.

    Programming Design and Implementation:

    Supports country teams and partners in the design, development, and implementation of innovative, effective, country appropriate programming for climate change and health resilience.
    As needed, participates in regional and support country-level advocacy efforts of Pathfinder for improving family planning, adolescent and youth, maternal and child health indicators in the context of climate change programming

    Technical Assistance:

    Provides technical assistance to country offices, national governments, local partners, and other agencies to assess needs and develop Climate and Health Resilience standards and guidance, and/or provide services that are responsive to the needs of intended populations.

    Technical Support for Proposals:

    Provides technical support on the development of proposals, including including participation in strategizing for technical approach, proposal writing and proposal review.
    Works with country teams to integrate Resilience activities in new proposals. Develop compelling project proposals and concept notes to secure funding for Climate and Health initiatives.

    Quality Assurance:

    Works with the technical team to ensure that best practices for services and service integration are well documented, evaluated and poised for scale up.
    Coaches and builds teams to optimize staff performance programming, target setting and project workplan and scale-up.

    Positioning and Visibility:

    Represents Pathfinder International at professional meetings and conferences organized by Pathfinder or other organizations at the national, regional, and global level.

    Required Education and Work Experience:

    Master’s degree in public health, social science, climate and environment or related discipline
    Minimum 5 years’ experience in working in international development, preferably in implementing programs in one or more countries seeking to empower women, adolescents and children and improve equitable access to quality health services. 
    5 years’ international non-profit experience
    Understanding of the subject matter: Global and Country Specific climate and Health Systems, including Nationally Determined Contributions (NDCs), Climate Change Policies, Health National Adaptation Plans (H-NAP) etc.
    Deep understanding of climate change financing and global donors.
    Public health or related expertise: Basic knowledge of the linkages between Climate Change and its impact on health and family planning and SRHR, maternal and child health, nutrition and food security, sanitation, agriculture and/or energy.
    Concept and Proposal Development: Advanced skills in climate and health proposal development from concept to full proposal, resource mobilization, and proven ability to raise substantial research/development funds.
    Leadership: Advanced skills as a leader in health and climate change.

    Preferred Competence and Work Experience:

    Expertise in designing climate resilience projects.
    Experience in project design
    Proficiency in English and French languages

    Key Responsibilities

    The position holder is expected to apply remote sensing and GIS technology to rangeland ecology and livestock systems. He/she will work with the team of multi-disciplinary scientist to integrate geospatial skills into livestock systems using research, stakeholder, and community engagements.
    Research for Development

    Contribute to the development, testing and validation of innovative remote sensing-based methods (using multispectral remote sensing sensors) to identify pastoral and agropastoral systems.
    Evaluate, identify and characterize rangelands and its phenology.
    Evaluate the research findings, and contribute to the writing of reports, research papers and other communication material.
    Plan and design multiple experiments/surveys and research studies utilizing the Geographic Information System (GIS).
    Manage the data collection process for primary and secondary datasets from the field soil, water, weather and crops and grassland using appropriate devices.
    Manage the large data sets.
    Contribute to the project’s activities on related aspects/ themes under the guidance of the supervisor.

    Partnerships and Stakeholder engagement

    Support and contribute towards strengthening existing partnerships and identifying new and innovative partnerships towards sharing and implementation of research findings at the policy level and with different stakeholders

    Ensure timely delivery of geospatial products for projects as and when assigned.

    Requirements

    Master’s Degree in Geospatial Science/ Environmental Science/Agriculture/ Ecology or other related discipline with at least 3 years’ relevant work experience of application of remote sensing and GIS on agriculture/ natural resources.
    Land cover mapping, vegetation phenology, cropping system mapping, drone operations, and database management, analytics using physical (soil, water and climate) and pastoralists databases.
    Proven knowledge of field data collection for geospatial analysis.
    Has good working knowledge of remote sensing and GIS software, Database and software such as Arc GIS, ENVI and e-Cognition.
    Substantial experience in scripting such as R/ Python and Google Earth Engine.
    Experience of any of statistical analysis and logical development of models.
    Experience of working with multi spectral satellites.
    Strong written and oral communication skills in English with the ability to communicate with diverse audiences.
    Proven ability to work in multi-disciplinary and multi-cultural teams with minimal supervision, and experience working across disciplines and different cultural backgrounds.
    Willingness to travel frequently to rural and remote areas of project sites in different countries.
    Record of publications and experience with resource mobilization and contributing to project proposals would be an asset.

    Objective of the Position

    Define, coordinate and monitor epidemiological activities, in order to identify alerts and risk factors for diseases to guide emergency interventions (clinical, preventive, etc) and ensure the development of appropriate methodology and the quality of studies according to MSF protocols, standards and procedures.

    Tasks & Responsibilities

    In collaboration with the other MSF team members:

    Horizon scanning and alert monitoring: Perform horizon scanning and epidemic intelligence activities to identify alerts of outbreak prone diseases, malnutrition and conflict. Set up and/or maintain an alert monitoring system for early warning, investigate and verify alerts based on predefined scenarios or events, perform frequent analysis on the alerts identified.
    Disease surveillance and monitoring: Set up new or improve existing mission surveillance and monitoring systems and maintain them according to the mission needs. Monitor the incidence and prevalence of diseases or health conditions in the country & affected population. Implement and maintain the intersectional Nutrition and Food Security Surveillance System.
    Health/needs assessments and exploratory missions: Lead, participate in and support health/needs assessments and exploratory missions in collaboration with the emergency team
    Risk Assessment: Conduct Risk Assessment – assess the risk of disease transmission and other health threats within the affected population
    Outbreak investigation: Perform outbreak investigations and control (lead and/or support the team) using the 10 steps in outbreak investigation as a guide including performing case investigation, implementing linelists, mapping and visualization during assessments and in the response phase, writing situational reports and the final report.
    Respond to emergencies: Participate in and support the MSF team to respond to emergencies and other interventions.
    Epidemiological Toolkit: Develop and/or implement appropriate epidemiological tools to support the MSF activities
    Data Collection and quality assurance: Design and implement data collection systems including case investigation forms, demographics, clinical data, and exposure history during the emergency intervention and on the emergency’s impact, train relevant people. Ensure data quality in collaboration with the medical team and data encoders in the field.
    Epidemiological studies: Identify the need for, design and implement surveys or rapid assessments (e.g. vaccination, nutrition, mortality, etc.) to understand epidemiological dynamics. Conduct post-emergency evaluations or surveys.
    Operational Research: In collaboration with the team, identify appropriate operational research questions and develop relevant Operational Research activities including protocol writing and submission to Ethics Committee, study implementation, analysis and scientific communication
    Data management, analysis and scientific writing: Perform data cleaning and management, descriptive and advanced analysis, synthesis, regular and adhoc reporting and scientific communication.
    Epidemiological modelling: analyze seasonality, trends and future predictions of notifiable diseases of public health importance as part of Emergency strategy
    Public Health Recommendations: Interprete appropriately available data and information and, in collaboration with the Project Medical Referent (PRM) and the Deputy Emergency Coordinator (D/EmCo), provide timely evidence-based advise and strategic public health recommendations for decision making to the operations to guide programmatic and response decisions, promote innovative thinking for new strategies and models of care. Provide technical advice to the Head of Mission/Emergency Coordinator and D/EmCo on epidemiological projections linked to specific disease outbreaks for strategy adaptation.
    Public Health Communication: In collaboration with the PMR and D/EmCo communicate public health findings to relevant authorities.
    Capacity building: Train, coach or mentor other team members in epidemiological methods, data collection and management, analysis and reporting when appropriate’
    Planning: Develop and execute the annual epidemiological activity plan with its respective budget
    Networking and Representation: maintain and expand the current network of national public and academic institutions inlcuding the Kenyan Field Epidemiology and Laboratory Training Programme, attend revelant meetings and represent MSF when necessary (cluster meetings, etc.)

    Qualifications & Requirements

    Education:

    Essential: medical, nursing or para-medical related diploma
    Essential: degree or masters in Epidemiology or Public Health with extensive training in statistics and epidemiology or diploma in Field Epidemiology and Laboratory Training Programme (FELTP)
    Desirable: specialization or training in tropical diseases or Public Health’

    Experience:

    Essential: working experience of at least two years in field epidemiological activities
    Essential: experience in needs assessments, surveillance, alert management and outbreak investigation and control
    Desirable: working experience in MSF or other INGO’s; in low and middle-income country(ries)
