    Duties and responsibilities 

    The municipal manager shall report to the Vihiga Municipal Board. The Municipal Manager shall be responsible for:
    Implementing the decisions and functions of the Municipal Board as provided for in the Urban Areas and Cities Act section 20 (a) to (s); 
    Acting on behalf of the Board off the Municipality in ensuring the execution of the directives of the Board of the Municipality; 
    Preparing and presenting for approval to the Board of the Municipality, an annual estimate of revenue and expenditure to fund and carry out the programmes and operations of the Board;
    Be principally responsible for building strong alliance and effective working relations between the Board of the Municipality and the civil society, private sector and community based organizations; 
    Causing to be prepared, transmitted to the Board of the Municipality, and distributed to the public at least an annual report on the activities and accomplishments of the departments and agencies comprising the executive branch Municipality; 
    Prepare and administer annual municipality budget; 
    Administer Municipality utilities and properties; 
    Acting as an ex-officio member of all committees of the Board of the Municipality; 
    Performing functions as may be delegated by the Municipal Board or by order or confer upon the Municipal Manager; and
    Perform other duties as directed by the Board of the Municipality

    Requirements 

    Be a Kenyan citizen;
    Hold a Bachelor’s Degree in Urban Management, Public Administration, Business Management or any other relevant Degree from a university recognized in Kenya 
    Possession of a relevant Master’s Degree would be an added advantage 
    Has proven experience of not less than Ten (10) years in administration or management either in the public or private sector five (5) of which should be in senior Management as well as senior leadership development programme (SLDP) lasting less than 6weeks.
    Should have attended a senior management course lasting not less than four (4) weeks at Kenya school of Government;
    be a member of the relevant professional institution and be of good standing; 
    Must be computer literate in Microsoft package from a recognized institution; 
    Satisfy the requirements of Chapter Six of the Constitution; 
    Be ordinary resident or have a permanent dwelling within Vihiga County.

    The salary, allowances and other benefits attached to these positions will be as determined by the Salaries and Remuneration Commission and other recognized CBAs as applicable.

    Role Summary

    The role of the PYP Coordinator is to facilitate continuous implementation of IB philosophies as well as to plan for professional development for all teachers, keep abreast of IB documentation, and ensure inquiry-based teaching and learning. The PYP coordinator is responsible for partnering with the school administration and IB as a data coach, instructional specialist, learning facilitator, school leader, and catalyst for change. The coordinator will play a role in enhancing student learning by supporting institutional effectiveness through the facilitation of teacher collaboration, individual coaching, professional development, planning, facilitation, and assessment of programs. It is expected that the PYP coordinator will assist, model, team-teach, and evaluate child-centered inquiry-based learning within the classrooms.

    KEY RESPONSIBILITIES

    Ensures that the programme is taught, planned, and assessed collaboratively at all instructional levels.
    Facilitates and implements all pedagogical aspects of the curriculum. 
    Maintains contact with school administrators and communicates directly with all members of the teaching staff on all teaching and learning plans and professional development activities.
    Establishes and maintains a record of completed planners.
    Ensures that essential agreements for all areas are formulated in collaboration with the staff.
    Participates in the formation of the school’s strategic development.
    Conducts model lessons and provides coaching/mentoring to faculty.

    The requirements

    QUALIFICATIONS AND EXPERIENCE

    Bachelor’s degree in Education/B.Sc. with Post-Graduate Diploma in Education (PGDE)
    5 years’ experience in a similar role in a reputable school
    PYP-focused professional development
    Teachers Service Commission (TSC) registration certificate if in Kenya
    Certificate of good conduct
    Proven ability to work effectively in a multicultural collaborative team and environment
    Be conversant with the use of technology as a teaching and learning tool

    Job Responsibilities

    Advising the Authority on various legal matters and monitoring the compliance with various applicable regulations;
    Advising SEZA and coordination with the functional areas in relation to various legal requirements which must be complied with and the legal obstacles which must be overcome in order to obtain the Authority ’s targeted results;
    Initiating policy, strategy and programs for legal services
    Overseeing and managing compliance issues within the Authority;

    Education Requirements
    Professional Qualifications and Experience

    For appointment to this position, a candidate must possess:

    Bachelors of Laws degree from a recognized institution;
    Masters Degree in any of the following disciplines; Law, Business Administration, Public Administration, or equivalent qualifications from a recognized institution;
    Postgraduate Diploma in Legal Studies from the Kenya School of Law;

    Experience Requirements

    At least twelve (12) years in relevant work experience and at least five (5) years in senior management in the Public or Private Sector;
    Management course lasting not less than Four (4) weeks from a recognized institution;
    Leadership course lasting not less than Six (6) weeks from a recognized institution.

    Skills and Competence

    Admitted as an Advocate of the High Court of Kenya and in good standing;
    Must be Certified Public Secretary and a member of Institute Certified Secretaries in good standing;
    Possess good oral and written communication skills including report writing;
    Have a good understanding of the SEZA Mandate;
    Demonstrate a high degree of professionalism and competence in work performance;
    Be computer literate;
    Have good interpersonal, negotiations, and high leadership qualities.

    Duties and responsibilities at this level will entail: 

    Co-ordinate the determination of standards for water service provision including assetdevelopment and management, water quality, tariffs, governance, and complaints handling;
    Co-ordinate the licensing of water services providers; 
    Co-ordinate the evaluation of the pricing for water; 
    Oversee independent review or analysis of water and waste water quality reports; 
    Liaise with communication team on dissemination of engineering regulations, rules, and standards to targeted users; 
    Undertake engineering data and information verification and analysis;
    Review all water and sanitation engineer, inspector, contractors, and system operator license applications and approve license issuance; 
    Facilitate effective engagement with various stakeholders to build good will and create enabling environment for water service provision;
    Develop a model memorandum of articles of association to be used by WSPs (x) Stipulate instances and terms for take-over of WSP by WWDA;
    Undertake the development of criteria and guidelines for the establishment of water consumer groups; 
    Support the establishment, roll out and active voluntary participation of water consumer groups in relevant key activities in water service regulation;
    Liaises with communication team on dissemination of institutional operational and capacity building regulations, rules, and standards to targeted users;
