    Scope of Work
    The scope of work shall entail the following:

    Stakeholders’ engagement

    Conduct workshop with key stakeholders including community leaders, religious figures, healthcare providers, local NGOs, government agencies and women’s groups to analyze their attitudes, perspectives on FGM/C and potential roles in abandonment efforts as well as presentation of the problem and context analysis progress report.

    Problem and Context Analysis

    Conduct a thorough problem and context analysis
    Assess the root causes, prevalence, trends and consequences of FGM/C
    Understand the socio-cultural, religious, economic and contextual factors that contribute to the continuation of FGM/C
    Identify and describe any evidence and extent of medicalization of FGM/C within Garissa County population.
    Identify key stakeholders, influencers, gatekeepers and community leaders who can support and promote abandonment efforts
    Assess the existing data, research, legal and policy frameworks related to FGM/C in the target area and community
    Conduct fieldwork, including interviews and focus group discussions, to gather primary data
    Analyze the collected data to identify key problem areas and challenges

    Programme implementation

    Recommend comprehensive evidence-based FGM/C programme implementation strategies and activities tailored to the unique contexts of the target communities looking into its feasibility and practicality
    Review past and current interventions and programs aimed at FGM/C abandonment by assessing their effectiveness and relevance within the target population context as well as their impact on local communities. Provide case studies

    Contextualized tactics and messages

    Provide insights for the creation of tailored context-specific tactics and messages to encourage FGM/C abandonment within target region and communities that are sensitive to the religious norms to encourage FGM/C abandonment as well as resonates with the local cultural norms of the communities with a focus on behavioral change

    Geographic Focus: Garissa County with specific focus in Waberi ward of Garissa Township and Masalani of Ijara Sub County.
    Target Population: Community, women leaders, girls, women, men, boys, youths, reformed circumcisers, opinion leaders, media, national and county government as well as Women, girl- and youth-led grassroots organization’s/networks/groups

    Technical Requirements

    At least 5years of direct hands-on professional experience in conducting Problem and Context Analysis providing contextualize tactics and strategies for program implementation
    Proven field and research experience in conducting similar assignments
    Demonstrated experience in social sciences with emphasis on social & behaviour change, reproductive health, community development and gender studies and any other relevant fields
    Experience of coordinating with a diverse set of stakeholders
    Language skill: English & Somali – highly desired
    Ability to conduct analysis with minimal support from WOKIKE in the target population, complete the analysis and deliverables on time
    Effective communication and advocacy skills: ability to communicate with various stakeholders and to express ideas and concepts concisely and clearly in written and verbal forms
    Excellent demonstrated technical report writing skills.

    Job Summary

    The primary purpose of this role is to lead the management and implementation of the USAID/BHA funded and CRS led NAWIRI project through overseeing the implementation of the component held by Concern Worldwide. The Project lead is a member of the NAWIRI Senior Management Team (SMT) that is convened by the lead partner, CRS. The SMT brings together all Nawiri project consortium leads. S/he will provide leadership and overall management of the Concern’s sub agreement portfolio with CRS.

    Providing overall leadership on planning, designing and the implementation of programme activities in the light of Consortium and donor strategic priorities and programme design/objectives
    Ensure timely development and execution of Concerns yearly work plans including Detailed implementation plans(DIPs), USAID/Bureau of Humanitarian Assistance (BHA)-Pipeline and resource estimate proposal(PREP) and Scopes of Works (SOWs)
    Ensure timely and appropriate technical support is availed to Concern Nawiri staff in the field and other members of the consortium as relates to nutrition. Concern roles to other Consortium partners scopes of work is technical advisory as relates to Nutrition specific activities/interventions
    Participate in Nawiri Consortium periodic and adhoc project meetings
    Ensuring compliance with organizational and donor rules and regulations, particularly with respect to financial and contract management, budget and expenditure monitoring.
    Ensure development and execution of annual budgets including periodic reviews, quarterly costed work plans and procurements plans
    Providing managerial and technical support throughout the implementation of the programme, including management of any sub-contracts.
    Lead the development and execution of Concern Nawiri assessments, surveys and evaluation
    Externally work closely with Nawiri MEAL partner to ensure Concern H&N portfolio follows the Nawiri Programme monitoring. Internally work with Concern MEAL unit to ensure Concern Sub agreement adheres to the M&E framework.
    Reporting—ensure quality and timely submission of Concern reports as outlined in the sub agreement- monthly, quarterly and annual
    Maintaining regular and transparent communication and high quality reporting on the programme.
    Lead advocacy engagement with the National and County governments on the deliverables and agenda relating to Concern’s SOW in the NAWIRI Consortium including guiding H&N policy direction for H&N at the County.
    Ensuring timely development and operationalization of advocacy, communication and visibility strategies of the programme.
    In line with Concern scope of work (SOWs) and Nawiri Knowledgement Management ensure the development and dissemination of technical products in learning events fora that includes;- County, national/regional and international forums- case studies, technical briefs, abstracts and publications
    Oversee and monitor the programme risks (including financial, logistical and other support systems, security and safeguarding) as relates to Concern’s components under the Nawiri programme and flag issues in a timely manner to the Concern Country Director, Programmes Director and/or the Nawiri Chief of Party.
    Represent Concern in the Nawiri Consortium Weekly/monthly, donor (USAID/BHA) meetings and other adhoc meeting.
    Developing and maintaining strong working relationships with other consortium members. Maintaining regular communication with the members, including negotiating scope of works, addressing requisite revisions in programme work, and addressing issues that may arise.
    Representing Concern in the consortium and serve as the key liaison to relevant government authorities (especially with National and County Governments)

    People Management

    Engage with direct reports for performance management and development through regular performance development reviews; monthly individual work plan development, implementation and review
    Participate in recruitment, induction and on boarding of new staff and provide ongoing mentorship, coaching and support for professional development.

    Person Specification
    Minimum Education, Qualifications & Experience Required:

    Master’s degree in Nutrition, health systems strengthening, Public Health, Nursing, Social Sciences or any other relevant field
    Proven experience (at least 6 years) of working at senior programme management and leadership role with INGOs.
    Over 5 years’ experience managing and coordinating diverse workforce-technical, national/HQ advisors etc.
    Thorough understanding of devolved health function and working with County governments.
    Proven experience on managing a large USAID grant
    Excellent written and spoken English languages skills.

    Duties and Responsibilities

    Under the management of the Program Director, the Inclusive Humanitarian Assistance (IHA) Technical Officer (TO), based in Nairobi following the opening of HI’s program in Sudan, contributes to the implementation of Humanity & Inclusion’s mandate. She/he contributes to the implementation of the project in Sudan, where HI will start activities through a local partner, by providing technical expertise and ensuring that the quality and impact of the project(s) concerned is optimized. She/He works closely with the program’s technical team.
    He/she is responsible to provide technical support and coaching on Disability-Inclusion of the operational partner. She/he will also make sure to sensitize on disability-inclusion and the IASC guidelines of persons with disability in humanitarian coordination mechanisms. S/He will also develop and disseminate policy briefs on disability-inclusion and DGA related protection risks to humanitarian actors, coordination mechanisms and donors.

    YOUR PROGRAM:
    Mission 1. Provision of Technical support and coaching on Disability-Inclusion and the implementation of the 4 Must-Do Action in the project activities

    Applying appropriate technical guidance and support to the operational partner and HI project’s team
    Ensures that the project(s) activities are implemented according to internal quality and technical standards and proposes adjustments or improvements, if necessary.
    Support the operational partner in the adjustments of project documentation as required in accordance with global technical norms and standards.
    Contributes to the regular reporting of the technical activities of its perimeter (collection and analysis of the technical data collected) in conjunction with the project team and the MEAL team. Conduct relevant monitoring and evaluation processes under supervision of the line manager.
    Contributes to the internal and external donor reporting (intermediary and final report) as requested.
    Ensure coordination and collaboration with the technical partners of the project as delegated by the project leader.

    Educational background and experience

    You have a university degree in social sciences, international relations, humanitarian project management, or humanitarian, or development studies.

    Responsibilities
