    Reports to the CEO, the Deputy Director Corporate Services will oversee the management of the Finance and Accounts, Human Resource and Administration, Information and Communication Technology and Corporate Communication functions of the Fund.

    Duties and Responsibilities:

    Provide strategic leadership in the implementation of sound corporate management policies and strategies in the functional areas of Finance, Human Resource Management, Administration, ICT, and Corporate Communications;
    Oversee Finance and Accounting functions for the Fund, s including budgeting, asset management, cash flow management, variance and accounts analysis, reporting and regular updates in accordance with generally accepted accounting principles, financial policies and procedures
    Provide in coordinating the development and implementation of the vision, mission and strategic plan of the Fund;
    Assist the CEO in the implementation, monitoring, evaluation and reporting of Fund Strategic Plan in a timely manner to ensure the alignment of the Vision;
    Assist the CEO in coordinating donor funded projects in compliance with the donor requirements and the government’s policies and laws;
    Oversee the Human Resources Management and Development processes, and Administration processes in line with policies and laws;
    Coordinating and overseeing the preparation of respective board papers for Board committees;
    Assist the CEO in the implementation, monitoring, evaluation and reporting of Fund Strategic Plan in a timely manner to ensure the alignment of the Vision.
    Spearhead the Fund resource mobilization efforts including submission of grant proposals;
    Participate in multi-disciplinary teams charged with developing appropriate policies, strategies and development programmes at National and County governments;
    Manage and provide prompt update on the external audit process for the Fund in partnership with the office of the Auditor General and any other project audit pertaining to funds from donors and partners, as may be deemed necessary by the CEO;
    Provide guidance to departments and sections on the preparation of budgets in accordance with developed work plans and ensure that departmental/directorate budgets are approved and captured in the final Fund budget;
    Lead in conducting targeted research to inform policy formulation and decision making as pertain to functional areas;
    Oversee the development and implementation of the annual work plans, budget, performance contract targets, staff performance appraisal targets;
    Provide leadership in the development and implementation of ICT Policy and
    Strategy in order to properly guide towards optimal utilization of ICT Resource;
    Responsible for the implementation of the board resolutions on matters affecting under his or her oversite role;
    Coordinating the development of the Fund’s Corporate Communication Strategy and oversee its implementation;

    Job Requirements /Specification

    Bachelor’s degree in any of the following fields Commerce, Business Management, Human Resource, Finance, Economics, Mass communication, Public Administration or related field from a recognized institution;
    Master’s degree in any of the following field Commerce, Business Management, Human Resource, Finance, Economics, Mass communication, public relations or related discipline;
    Doctorate degree in Commerce, Business Management, Human Resource, Finance, Economics, Mass communication, Public Relations or related discipline will be an added advantage.
    At least Twelve (12) years work experience in Resource Mobilization and partnership development in Public Service or Private Sector, five (5) of which must be in a Senior Management position.
    Membership to a professional and accredited body related Commerce,
    Business Management, Human Resource, Finance, Economics, Mass communication, Public Relations in good standing;
    A Leadership Course lasting not less than Four (4) weeks from a recognized institution.
    Proficiency in computer applications;
    Must be a member of a relevant professional body in good standing

    Job specification

    The Chief Executive Officer will report to the Board of Directors and will be responsible for providing effective strategic leadership by guiding the operations of the Authority on day-to-day basis as well as implementing activities in accordance with the Law, Government Regulations and the guidance provided by the Board from time to time.

    Key Responsibilities

    Providing leadership to the Authority to ensure achievement of strategic objectives; executing and communicating the Board’s strategies, decisions and policies;
    Developing and recommending to the Board the annual business plans for Authority; providing regular, thorough and prompt communication to the Board on key technical, financial and administrative matters;
    Ensuring that Authority has effective management structure including succession plans and capacity building;
    Serving as the link between the Board and the management;
    Serving as the key liaison between the Authority and the Parent Ministry while forging strategic linkages with the other government agencies and stakeholders,
    Ensuring compliance with statutory and legal obligations,
    Ensuring that the Board delivers on its mandate as stipulated in the Export Processing Zones Act (CAP 517, Laws of Kenya) Revision 2015;
    Convening Board meetings in consultation with the Chairperson;
    Signing all government and donor grant agreements and contracts and related documentation on behalf of the Authority;
    Identifying and sourcing for favorable development partners; ensuring that annual financial audit is con-ducted and recommendations addressed;
    Developing and implementing effective human resource management and administrative systems and structures;
    Responsible for stakeholder management and the enhancement of the corporate image of the Authority
    Overseeing preparation of the annual budgets and establish proper internal controls;
    Spearhead the development and implementation of efficient systems that support the effective use of the Authority’s resources; and
    Overseeing performance management in the Authority.

    Requirements for appointment

    A master’s degree in business or related field from a recognized Institution.
    A bachelor’s degree in business or related field from a recognized Institution.
    At least Twelve (12) years relevant experience, five (5) of which should be in a senior management posi-tion.

    Key Competences

    Leadership skills, for strategic transformation. Must have undertaken a leadership course lasting not less than four (4) weeks from a recognized institution.
    Have undertaken a Corporate Governance Course from a recognized Institution.
    Possess good oral and written communication skills, including report writing.
    Good understanding of the mandate of the Authority and its role in the realization of the national devel-opment agenda.
    Be a member of a relevant professional body.
    Have good interpersonal, negotiation and computer application skills; and
    Be compliant with chapter six of the Kenyan Constitution.

    Role Purpose

    The purpose of this role is to ensure effective and efficient delivery of Exams within a busy exams environment. To handle confidential materials during the multiple exchanges in country/location in accordance with compliance standards. To manage Venue Supervisor engagement, relationship and performance.  To co-ordinate and manage any risk or issue resolution, including co-ordination of customer communication directly or through customer services.  To be point of contact for Venues/Venue Supervisors on the day. This role will be required to work test days which will involve weekend work as part of the contracted hours 

    Main accountabilities but not limited to the following:

    Product Service Support

    Undertakes the related planning and delivery functions in preparation for Test Days in line with British Council processes
    Deploys engagement plan for Venue Staff. Supports decisions of Operations Manager South Africa with the selection of venue staff, sets performance expectations and maintains positive relations.
    Supports the functions of confidential materials handling and the Confidential Materials Room (CMR) to ensure British Council standards are met in set up and day to day operations.
    Undertakes sorting and packing of exam materials to for designated test venues. Ensures exam materials are received at Test Centre and stored securely
    Supports the selection of suitable venues, planning for Test Day resources ordering, quality, distribution and management (e.g. process guides, stationery, branding/signage/ technical equipment – speaking test/hand scanners)

    Customer support

    Receives and responds to enquiries from/to customers, and may be a specific point of reference on queries relating to an area of nominated expertise or responsibility.  Identifies where more complex issues require resolution by others and refers them on accordingly
    Recognises and understands the impact of incidents arising (e.g. complaints, resourcing problems, logistical or technical difficulties) and proactively alerts the team leader to any issues of concern that are likely to impact test delivery or customer experience.

    Relationship & stakeholder management

    Supports continuous improvement in the efficiency/cost effectiveness/quality of service delivery/systems in the unit or department
    Proactively works with Operations Manager South Africa to deliver satisfactory and timely resolution of customer (internal or external) complaints, coordinating input from
    Develops good working relationships and engagement with Venue Staff and appropriate colleagues throughout the BC to facilitate effective and efficient service delivery.

    Risk and Compliance

    Undertakes contingency and risk management on the ground, liaises with Customer Service, Examiner or Venue Staff to ensure alignment on communications.  
    Follows agreed corporate risk management processes and procedures when delivering services (e.g. child protection, security policies, financial protocols, anti-fraud measures) to protect the interests of the BC and its customers at all times.

    Analysis & Reporting

    Uses standard procedures and templates, regularly records, analyses and reports on operational activity such as venue staff performance to support senior managers in making timely and effective business decisions that respond to operational needs.

    Finance & Resource Management

    Monitors and takes responsibility for small-scale resources/cash/stock, following established procedures and ensures that equipment and materials are available and ready to use when needed

    Minimum requirements:

    Minimum of university degree or equivalent with relevant work experience.
    Experience working in a busy operational environment delivering high levels of customer service.
    Ability to ensure compliance, risk and security standards are monitored and maintained.

    Desirable:

    Experience working in Exams
    Experience of supporting on delivery of computer based exams
    Track record of working in a tightly controlled process driven environment
