    JOB PURPOSE:

    The Civic Space & Digital Rights Officer will be responsible for the implementation of the Re-centering the Civic Internet through Partner Engagement that looks to enhance digital freedom of expression and freedom of information. The role will be under the Governance and Accountability Programme which involves work to promote, protect and advocate for civic space freedoms as well as Tax Justice. The key areas of focus for this role will be to implement specific Civic Space projects through effective project management approaches, supporting partners to strengthen organizational capacity so as to deliver high quality and impactful civic space and digital rights projects/programmes, to establish and maintain linkages with other thematic and programmatic areas as well as with relevant state and non-state actors at national, regional and global level. The Civic Space & Digital Rights Officer will be required to implement campaigning and influencing strategies, support in the undertaking of research and monitoring, evaluation and learning as well as ensuring that the programme mainstreams gender and active citizenship. The Officer will also contribute to resource mobilization for financing of the projects to ensure that the Civic space programme is fully resourced and sustained.

    KEY RESPONSIBILITIES
    Project Management, Implementation and Resourcing – 30%

    Ensure that plans and objectives contribute to the broader country programme strategy and particularly on Civic Space and Digital Rights, as well as involve collaboration with other programmes.
    Effective, timely and quality delivery of project activities and deliverables.
    Continuously monitoring implementation of the project activities including budget tracking and prepare monthly and periodic reports for sharing with Oxfam management, development partners and stakeholders.

    Objectives of the Annual Outcome study
    The objectives of the annual outcome study include:

    To assess annual progress against the project’s outcome-level indicators under the Foundations for Learning (F4L) component of the Foundations for Education and Empowerment (F4EE) project that are included in the scope of the assessment (see Annex 2).
    To identify successes and challenges, informing data-driven decisions on project adaptations.
    The Annual Outcome Assessment Plan will not only serve as a tool for internal reflection and improvement but will also play a vital role in fulfilling our reporting obligations to Global Affairs Canada at the end of the project year. This assessment will be the key means of collecting data to demonstrate project progress to GAC and internally during the current project year.

    Main Duties and Responsibilities
    The consultant (individual consultants/firms) will be responsible for data analysis and reporting. See the specific tasks below:

    Review and clean the data to ensure it is ready for analysis and interpretation.
    Review indicator analysis plans and tentative dummy tables (see Annexes 2 and 3) and share any questions or comments.
    Share preliminary findings with AKF for feedback in the form of populated dummy tables, adding additional summary statistics or other metrics where relevant.
    Develop an annual outcome study report plus annexes (see Annex 1).
    Circulate the draft report to AKF for feedback and ensure that the feedback is adequately included in the revised report.
    Create (country-specific) PowerPoint materials for validation workshops to present key findings against outcome indicators to key AKDN staff for final feedback and validation: 1) Kenya, 2) Tanzania, and 3) Uganda.
    Produce a final report.

    Deliverables and target timelines
    The main deliverables for this project are as follows:

    Preliminary findings, including populated dummy tables and any other required metrics (excluding Kenya primary school data) – February 2, 2023

    Report requirements: All reports should be submitted in electronic form and should be submitted in English.

    Ensure that implementation of project activities is in line with the policies and best practice standards of GAIN.
    Represent GAIN at national and regional technical meetings, tradeshows and workshops and contribute to identifying SMEs that fit the N3F criteria across Anglophone and Francophone Africa, sharing them with Incofin, N3F Fund Manager
    Lead on matchmaking activities between TA requirements and service providers, manage engagements between GAIN, service providers, and our beneficiaries.

    About you

    The ideal candidate should have advanced expertise directly or indirectly related to impact investing, development finance and/or grant-making and TA support to SMEs across Anglophone and Francophone Africa. You should have substantive experience directly or indirectly related to food supply chains and working with SMEs.
    The post holder should have experience leading matchmaking activities between TA requirements and service providers, manage engagements between the organization, service providers, and our beneficiaries. You should be able to identify relevant events to influence and raise awareness of nutrition investing outside of the food systems community.
    The position holder should be deep understanding of what makes an SME scale their operations, grow, and succeed and a demonstrated expertise in the assessment of needs and provision of technical assistance (TA) to SMEs, and more specifically to nutrition focused SMEs. An educational background with a master’s level degree in a relevant field such as business administration, economics, agribusiness, agricultural economics, or bachelor’s degree with requisite years of experience in a relevant field.
