    Job Description
    The Director is the Chief Executive Officer (CEO) of the Institute, reports and is responsible to the Governing Council of the Institute. 
    Duties and responsibilities at this level will entail: 

    Overseeing KEWI’s operations to ensure efficiency, quality service and cost effective management of resources; 
    Coordinating the implementation of the KEWI’s strategic plans and realization of its objectives;
    Providing leadership to senior management and staff; 
    Overseeing the preparation and implementation of the performance appraisal systems and contracts of all the departments; 
    Ensuring prudent management of resources and assets for the KEWI; 
    Promoting institutional accountability; 
    Ensuring Governing Council’s decisions are implemented and reported on time; 
    Serving as a link between the Governing Council and members of staff; 
    Developing and implementing effective financial management policies and systems for monitoring and reporting financial performance to ensure proper management and accountability of funds in line with financial and budgetary policies and procedures of government and other stakeholders; 
    Signing all government & donor grant agreements and contracts and related documentation on behalf of the Institute; 
    Identifying and sourcing for favourable development partners;
    Submitting and follow-up of funding proposals; 
    Ensuring that annual financial audit is conducted and recommendations addressed; 
    Giving final approval of all payments within the Institute; 
    Convening and chairing management team meetings; 
    Developing and implementing effective human resource management and administrative policies and systems; 
    Provide regular, thorough and prompt communication to the Council on key technical, financial and administrative matters; 
    Be responsible for stakeholder management and the enhancement of the corporate image of the organization. 

    Job Specifications 
    For appointment to this scale, a candidate must meet the following requirements: 

    Bachelor’s Degree in any of the following disciplines; Water / Civil / Mechanical Engineering, Water Resources management, Hydrology, Geology, Hydrogeology, Social Science, Physical Sciences, Natural Sciences, Education, Business Management or related disciplines from a recognized university; 
    Master’s degree in any of the above mentioned discipline from a recognized university; 
    PhD; 
    Professional qualification and membership where applicable; 
    Attended a Strategic Leadership Development and Management Programme lasting not less than six (6) weeks in a recognized institution; 
    At least Fifteen (15) years’ work experience; 
    At least 10 Years’ relevant experience in management; 
    Demonstrated knowledge of public procurement systems and processes as used by the Government of Kenya, multilateral and bilateral development partners; 
    Evidence of publication in referred journals; 
    Computer Literacy; 
    Fulfill the requirements of Chapter 6 of the Constitution.

    Reporting to the Director, Corporate Services, the position holder shall deputize the Director in the provision of leadership in the management affairs of the Directorate spanning Human Resources and Administration, Finance, Monitoring and Evaluation, secretarial support and offer assist in fulfilment of the mandate of institutional capacity.
    MAIN DUTIES AND RESPONSIBILITIES:

    Deputize the Director, Corporate Services in the provision of corporate services in the areas of Human Capital, Finance, Facilities Management (Administration),
    monitoring and evaluation.
    Assist the Director in supervising the human resources elements at the Commission including but not limited to recruitment and selection, training, performance
    management, staff benefits, employee grievances and disciplinary cases amongst others.
    Manage the administrative and general office services of the Commission such as management of assets, transport, cleaning, security, storage and security of records,
    office accommodation and other corporate services.
    Assist in coordinating the finance and accounting function to ensure adherence with the Public Finance Management legislation and all other attendant legal and statutory requirements
    Coordinate the development and implementation of the Commission Budget in line with the provisions of the Public Finance Management Legislation.
    Lead in the monitoring and evaluation of financial and non-financial aspects of the Commission Budget.
    Offer Secretarial Services to the relevant Commission Committee and forums

    REQUIRED ACADEMIC AND PROFESSIONAL QUALIFICATIONS:
    The applicant will be required to meet the following requirements:

    Minimum of a Master’s degree in any of the following disciplines: Public Administration, Business Administration/Management, Finance/Accounting, Human Resource Management, social sciences or its equivalent from a recognized institution.
    Bachelor’s degree in any of the following disciplines: Public Administration, Business Administration/Management, Finance/Accounting, Human Resources Management, social sciences or its equivalent from a recognized institution.
    Diploma in Human Resource Management or CHRP (K) will be an added advantage.
    Must be registered in a relevant professional body with good standing.

    EXPERIENCE, KNOWLEDGE AND SKILL REQUIREMENTS:
    The applicant will be required to meet the following requirements:

    At least ten years (10) years’ cumulative experience in a related field, with six (6) years’ experience in senior management role with a strong bias in the human resource and administration function within the public sector.
    Have demonstrated professional, managerial and leadership competence as reflected in work performance and results.
