  • Clinical Officer

    Job Summary: 

    The Clinical Officer will be responsible for provision of leadership and quality clinical services at the outreach/static sites. Will be the point of contact of program at the drop-in service center (DiCE) level and coordinate the program with relevant stakeholders at the sub-county(ies) level.

    Duties and Responsibilities:

    Support and coordinate the running of the DiCE.
    Ensure 100% KP Prev targets achievement.
    Provide and ensure quality of community clinical outreach services as planned by Nurse Counsellor, other service providers, and Peer Educators.
    Mentor the clinical service providers in the DiCE and ensure services are rendered as per the standard operation procedures.
    Counter check the data collections tools and do correction on them before submitting them to the Data/M&E Assistant.
    Offer clinical services to KPs in the DiCE and outreaches (PrEP, ART, CACX screening, IPT, and TB screening and treatment, Post Violence Care).
    Screening and treatment of STIs.
    Compile and submit monthly reports to KP Officer by 3rdof every month.
    Organize routine (weekly) staff meeting to review and evaluate the program progress and initiate CQI projects on areas identified for improvement.
    Ensure all data collected are keyed in the relevant electronic data bases.
    Develop and share DiCE work plans.
    Any other program duty as may be assigned by the supervisor.
    Ensure safety of the program assets.
    Promote effective working relations with sub-county stakeholders.

     Minimum Required Qualifications:

    Education:Diploma in Clinical Medicine and Surgery from a recognized training institution and in possession of a registration certificate issued by Clinical Officers Council
    ART and PrEP certificate will be an added advantage
    Experience:Two (2) years’ relevant experience working in a clinical setting

    Main Responsibilities
    Strategy

    Program Planning and Budgeting (10%) 

    Develop and manage monthly, quarterly, and annual activity plans and budgets.
    Conduct necessary reviews and updates of the work plans and budgets to respond to emerging field implementation challenges related to Gender and Social Inclusion.
    Project work plans and budgets (monthly, Quarterly, and annually), gender mainstreaming implementation operating plans and budgets,
    Periodic and timely reviews of country budgets and approved project work plans undertaken to ensure gender and social inclusion issues are captured.

    Developing, reviewing, and updating training modules/manuals, and related training materials. Facilitate project implementers to set up various training modules and train them in their use; provide follow-up services to these training programs.

    Project Reporting and Documentation (15%)

    Compile regular monthly, quarterly, and annual reports and ensure compliance with requirements in terms of quality and timeliness and ensure these are of the highest standards.
    Document Gender and Social Inclusion lessons learnt and experiences for dissemination and sharing to inform future project development.
    Incorporate lessons learned on Gender and Social Inclusion into project implementation.         
    Reports on Gender and Social Inclusion implementation compiled and submitted within the stipulated timelines.
    Lessons learnt from KLMP on Gender and Social Inclusion implementation documented and impact of the project interventions reported on quarterly basis.
    Submit timely weekly, monthly, quarterly, semiannual, and annual reports and ensure that reports clearly show gender disaggregation data to the Project Manager.
    Successful female/youth enterprises of the role models documented for replication.
    Document the gender and Social Inclusion components of the project progress, lessons learned, good experiences, and impact of the project interventions.

     Partnership and Engagement (5%)

    Provide technical advice and training to program staff, partners, and stakeholders to build their capacity to integrate gender, youth, and other relevant social considerations into designing interventions, implementation, and M&E.
    Identify, build, and maintain proactive relationships with social capital and gender-focused networks in the country with non-profit/non-governmental organizations, government line bureaus, and coordination forums, as well as represent KLMP in any meetings on the sector.
    On an as-needed basis, provide technical support to the “partner” staff on social capital- and gender-related matters.

    Minimum Requirements

    Bachelor’s Degree in community development, Rural Development, social science, adult education, or related field required. Other job-related education and/or experience may be substituted for all or part of these basic requirements. However, demonstrated experience in the design and implementation of adult learning methodology is a mandatory requirement.

    Preferred Requirements

    Minimum 10 years of experience in international development, including 5 years of relevant experience.
    Knowledge of proven approaches and best practices for integrating women, youth, and other historically excluded populations into access to finance, agriculture, and/or market systems programs.
    Knowledge of doing no harm, women’s empowerment, and positive youth development frameworks and approaches is encouraged.
    Experience conducting gender analysis and research is a plus.

    Communication Planning and Product Development and Partnership (30%)

    Develop a communication strategy for the KLMP project.

    Develop key messages and materials including radio, print, and electric media materials on poultry and beef production, nutrition, and consumption.
    Coordinate and implement all the key mass media activities targeting producers, consumers, schools, and feed distributors in the project.
    Develop and maintain useful links with the media; organize media events, including the Launch of KLMP at the County level, press conferences, and other engagements with the media.

     Communications Resources Development and Dissemination (10%)

    Design, write, edit, produce, and distribute simple and/or complex communication products (e.g., newsletters, progress reports, brief note series, brochures, Web messages) about Heifer, SIDA, and KLMP activities.
    Develop and manage partner and stakeholders’ dissemination and communication database.
    Carry out regular review and updating and management of all the IEC materials and tools.

     Project support (10%)

    Facilitate capacity building to project staff on communication parameters i.e., success story write-ups, Photography, among others.
    Support KLMP’s reporting to the donor, including monthly updates, quarterly progress reports, annual reports, and the final report.
    Document and communicate project activities such as stakeholder workshops, project management committee meetings, steering committee meetings, launch activities, and key monitoring and evaluation events and project visits.

     Managing Communication materials (5%)

    Ensure responsive communication to Heifer, SIDA, and other partners and stakeholders concerning Heifer’s events.
    Maintaining and updating communication and networking files
    Maintaining communication materials such as photographs, films (both soft and hard Copies), and recording materials such as camera
    Strengthen Heifer’s branding and visibility with the government and development community.

     Lead internal and external learning processes (5%)

    Oversee the establishment of local learning platforms in the project areas.
    Oversee organization of field days and exchange visits between project and operational areas
    Coordinate development of the organization and project technical manuals
    Publish articles in relevant newspapers and journals.

     Social Media and Digital Communication (15%)

    Lead the ideation, design, and production of the project’s digital content for effective project storytelling on the organization’s social media channel.
    Actively collaborate with the other members of the Communications team to contribute to the digital editorial plan and ensure its 100% implementation.
    Monitor trending topics to take advantage of opportunities for positioning the project interventions and impact.
    Contribute to regular tracking, analysis, and reporting on online metrics, providing insights, and acting on the information to improve performance, impact, and reach.

     Other duties as assigned by the supervisor (5%)

    Carry out other duties assigned in the interest of Heifer International and SIDA.

    Minimum Requirements

    Bachelors in public relations, mass communications, development studies, or related field, plus three (3) years of related experience.
    Proven knowledge and experience in the field communications of agricultural development.

    Preferred Requirements

    A master’s degree in a similar field is preferred with at least 2 years of practical working experience in communication and networking, knowledge of agricultural development, and work experience in the NGO world is an added advantage.

    Mobile Health Activity Manager

    The objective of the Position:

    Defining, coordinating, and monitoring all mobile health (including Palliative and Primary health care) activities to support health programs (Chronic Diseases) according to MSF protocols, standards, and procedures in order to ensure quality medical care for patients and their communities and to improve the health condition of the population.

    Tasks & Responsibilities include but are not limited to:

    Identifying the needs of mobile health support in the target population and participating in the definition, planning, and updating of the appropriate MSF strategy and the mobile health activities and its budget. Performing initial data collection and establishing baseline criteria, analyzing data, and mapping the potential problems (e.g. sample collection, adherence problems, difficulty in pharmacy management, etc.)

    Supervising mobile health activities.

    Monitoring and evaluating the performance of the monitoring tools and coordinating the implementation of the mobile health activities according to MSF standards, protocols, and procedures in order to provide the most appropriate support to the target population. Collecting and analyzing data and documenting the lessons learned
    Ensuring continuous networking and active search for partners (e.g. MoH, national associations of People living with HIV/AIDS, universities, specialized commercial firms, or non-profit organizations) to guarantee the achievement of mobile Health deployment through partnership with one or several other actors.
    In close coordination with the project biomedical service, supervising the appropriate use of medical devices and anticipating and communicating future needs.
    Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training/induction, briefing/debriefing, evaluation, detection of potential, motivation, development, and internal communication) of the staff under his/her responsibility, in order to ensure having the appropriate team in terms of size, capabilities, and skills
    Participating in monthly reports according to guidelines (SitRep, statistical report, etc.) and reporting problematic situations and cases with the Medical Team leader in order to help with decision-making and resolution of problems.
    Participating in the definition of annual planning and budget for the project and in the follow-up of the programs/project. Supervising and ensuring that medical activities objectives under his/her responsibility are achieved, reporting to the technical referent any problem arising in the service.
    To provide medical support and coordination to palliative care activities. This includes such duties as

    Support the definition of the palliative care enrollment procedures.
    Ensure an efficient and supportive continuum of palliative care from hospital-based to home-based care, and that care is provided with ultimate dignity and respect to patient needs and rights.
    Ensures that the care being provided is based on established palliative care guidelines and standards;

    To provide medical support and coordination, in collaboration with MoH, to the chronic disease activity: This includes

    Ensure adherence to chronic disease protocols on enrollment and comprehensive chronic disease care.
    Support the team in ensuring patient-level monitoring of control indicators through the application of best practices.
    Ensure and support effective patient therapeutic education and support forums.

    Reinforce patient referral and linkages, and patient follow-up mechanisms based on existing resources (sample networking, case discussions, senior physician reviews, MDTs, participation in improvement of referral and linkage framework,.. ).
    Coordinating activities related to Differentiated Service Delivery Models.
    Ensure integration of NCD/HIV activity is in place and follow up closely.
    Ensuring efficient and rational forecasting of pharmaceutical and non-pharmaceutical resources for mobile health activities. This includes such duties as

    Preparing the medical orders needed to implement the medical activities under his/her responsibility, based on standard guidelines, forecasted consumptions, and activity trends.
    In coordination with the project biomedical service, supervising the appropriate use of medical devices and anticipating future needs.
    With the support of the pharmacy manager, ensures and monitors that commodities (diagnostic, clinical, and therapeutic) are stored, distributed, and managed as per standards.

    Participating in regular activity audit reports according to guidelines (i.e. SitReps, medical statistical reports, etc.), and in writing ad hoc reports as required in the project cycle (proposals, progress reports/reviews)
    Participate in the assessment of capacity-building needs, the proposal of learning and development opportunities, and creating a learning environment for activities under his/her supervision. This includes, but is not limited to onjob training, skills lab training, didactic training..et.c).
    Work together with the Pharmacy Manager, Lab Manager, M & E Manager, Community Engagement Manager, and other Managers in various aspects toward meeting project objectives.
    Together with the project Medical team Leader, define the team composition, and the job descriptions, and be involved in organizing and planning the activities for the project team.
    Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves …). Active participation in clinical shifts, and replacing the clinician if necessary.
    Ensure the Safety of patients through

    follow-up of patients adversely affected by medical errors, and ensuring an internal mechanism of identifying, investigating, and reporting medical errors. When possible, collaborate with MoH on established processes.
    Actively participate in the prevention, reporting, and investigation of any abuse or misbehavior toward patients (financial exploitation, negligence, sexual abuse,..)

    Qualifications & Requirements:

    Education Diploma/Degree in Medicine.

    Knowledge & Expérience

    Mandatory: Minimum of at least 2 years working experience in a similar position. Previous experience of at least 2 years with MSF or other NGOs in developing countries. Proficient in the use of MS Office (Excel, Word, PowerPoint, Office 365).

    Language

    Fluent in English and Kiswahili
