    OBJECTIVES OF THE ASSIGNMENT
    For Solidaridad, sustainable value chains are those that ensure equal participation and contribution of women and men. To achieve this, it requires explicit examination of gender issues and proactively integrating interventions that address the specific needs and priorities of women and men into our projects. We call this gender mainstreaming. This is crucial to ensure that women and men are equally able to participate, contribute and benefit from Solidaridad’s interventions.
    Gender inclusivity for Solidaridad means that men, women, girls and boys can participate and benefit equally from opportunities, resources and rewards in economic and social development. Solidaridad believes that gender inclusivity brings benefits for all.
    Solidaridad’s Gender Task Force has developed complementary tools to strengthen our gender inclusivity strategy. The Gender Business Case (the Why) can be seen as the reason why we work on gender inclusivity. The Gender Business Case is structured around three tiers:
    (1) Quantity of impact: Making optimal use of available human capital and opportunities by supporting women to climb the socio-economic ladder leads to enhanced economic growth.
    (2) Quality of impact: Balancing so-called male and female perspectives and approaches enhances the quality of decision making.
    (3) Sustainability of impact: Investing in gender inclusivity provides a valuable long-term return on investment for future generations.
    The specific objective of this assignment is to develop a Solidaridad Handbook of Gender Practices based on a scientific research approach, presenting stories around the Solidaridad 3-tiers Gender Business Case that are evidence based.
    Conduct a desktop review of Solidaridad website – collecting the stories published (data collection), consolidate and synchronize (analyze the data to respond to the Solidaridad 3-tier Gender Business Case);
    Triangulate and validate the data as well as collect more data and information through key informant interviews with the different Gender Task Force Members;
    Report the findings through a Solidaridad Handbook of Gender Practices. This handbook should be designed around narratives and should be visually attractive through the use of drawings, photos and other types of visuals.
    DELIVERABLES
    A concise 2-3 pager research proposal in response to this ToR demonstrating a clear understanding of:

    Overall research requirements
    Analysis framework on the basis of the 3-tier gender business case
    Research methodology/process including the artistic graphical design acquisition of expert support
    Packaging and publishing of the handbook

    A Solidaridad Handbook of Gender Practices that is presenting evidence based narratives and is visually attractive.
    The final Handbook needs to adhere to the brand manual that will be provided to the researcher and designer.
    Researcher is responsible to identify an artist to help transform text into artistic graphical design. Alongside this responsibility, the Researcher shall coordinate and supervise the work of the technical artist(s) to ensure that designed pieces correspond and deliver the right key messages drawn from the written research report narrative. To this end, the researcher should therefore identify technical artist(s) possessing the following qualities:-

    technical artistic skills and preferably qualification in some sort of visual art
    artistic talent and creative nature
    good artistic eye and feeling of harmony
    ability to draw well
    good skills in composition and visual analysis
    ability to work on the analysis of the target audience and possible options of communication with it
    ability to apply different techniques of drawing and painting, preferably both with manual and digital tools
    ability to learn and self-improve all the time as the sphere is extremely dynamic and diverse etc.

    CONSULTANCY PERIOD
    The consultancy will entail up to 40 working days of work (of which up to 20 days of research, 10 days of writing and 10 days of design). This is a time-bound assignment; delivery is required within 40 working days of the starting date.
    PAYMENT
    The selected researcher is required to quote a fixed price for the full assignment including preparation,desk research, data analysis, writing process, visualization of narratives and final editing,reporting and publishing.
    Fees will be paid in three instalments, 40% to be paid upon contract signing, 30% upon delivery of at least first draft report artistically designed and 30% upon completion of the work. The fee will be paid following receipt of an invoice in KES by the researcher/designer.
    QUALIFICATION, SKILLS AND EXPERIENCE REQUIRED**

    Outstanding (qualitative) research skills;

    Objectives and Scope:
    The main objective of this consultancy is to account-for and map-out available medical specialists and; clinical officers and nurses with higher diploma in various specialities in Kenya by area of speciality and of work and establish the country training capacity.
    Main Tasks and Responsibilities:

    Develop and present a detailed inception report outlining methodology and costed work plan;
    Undertake a desk review of all available data, including but not limited to:
    Kenya Medical Practitioners and Dentists’ Council (KMPDC), Nursing Council of Kenya and Clinical Officers’ Council specialist data, iHRIS, Regulatory Human Resource Information system (rHRIS) and Integrated Payroll & Personnel Database (IPPD);
    Contact National and County Health managers for current specialist establishments, in-post and requirements;
    Establish the country capacity to train specialists by contacting the relevant medical training institutions and other stakeholders;
    Establish the existence and effectiveness of mechanisms for transfer of medical specialists from county to county and between the two levels of Government;
    Triangulate and cross-check the information from the various sources;
    Prepare a report which includes suggestion on:

    Framework for development of a rational medical specialists training plan and
    Effective mechanism(s) of equitable distribution of the medical specialists including inter county and county/national transfers;

    Make presentations and facilitate during internal MoH meetings and final validation meeting.
    Expected Outputs/deliverables

    The consultant will produce the following deliverables:

    An inception report inclusive of methodology, data collection questionnaire(s) and costed work plan.
    First draft report that includes mapping of specialist’s lists – current numbers, ideal and gaps, and country training capacity in medical training institutions and teaching hospitals.
    A debriefing presentation document (Power Point) synthesising the main preliminary findings
    Second draft report to be presented at a validation meeting.
    A final review report, both narrative and in power point format for dissemination. The final report should include an executive summary of maximum 2 pages. The executive summary should be able to be read as a standalone document.

    Consultancy
    Timing of the Consultancy: The contract will run for two months starting from 01 May 2020

    The assignment will commence not later than 01 May 2020.
    First draft report shall be submitted to MoH no later than 27th May 2020.
    Debriefing Meeting not later than 8th June 2020
    Second draft report shall be submitted to MOH no later than 15th June 2020
    Validation meeting by 22nd June 2020.
    f) Final Report by 30th June 2020

    Qualifications
    This assignment requires a consultancy team (2-3 consultants) who will complement each other in execution of the work. The following qualifications are required:

    A Ph.D. or master’s level holder with over 10 years’ experience in human resources for health, medical education, health research.
    A human resource management (HRM) or organizational development specialists with 5 years’ experience and good grasp of the health sector and devolution.
    Good report writing skills – Team player with good interpersonal, communication, report writing, analytical and presentation skills are required. – Previous experience in MOH HR management related issues is desirable

    Job Purpose Statement

    To establish and maintain a viable occupational hygiene programme to prevent ill health caused by the work environment.
    To continually improve working conditions and practices to keep all GSK Nairobi staff healthy and safe at work.
    To recognize and control risks to protect employee health and well-being from exposure to hazards in the workplace.

    Essential Job Responsibilities
    Fundamentals (Safety, Quality, people and Process)

    Carry out and/or coordinate comprehensive risk assessments on all facilities, equipment and processes to identify all the site’s EHS risks. Risk assessments will cover all EHS aspects such as chemical risk exposure, ergonomics, noise, etc.
    Participate in maintaining a register of the site’s EHS risks and put in place effective control measures to minimize these risks in accordance with local legislation and corporate standards.
    Recommend and ensure the use of the correct Personal Protective Equipment (PPE) relevant to the task performed as identified from the risk assessments.
    Participate in assessing the EHS training needs, and developing and conducting an EHS training program.
    Sensitize and train all staff, visitors and on-site contractors of the risks associated with their various operations using awareness campaigns, inductions, toolbox talks, posters, etc.
    Encourage the reporting of hazards and risks (near misses) no matter how minor and put in place measures to encourage safe practices.
    Monitor compliance with safety standards, effectiveness of safety measures and opportunities for improvement, through daily GEMBA walks and EHS inspections.
    Develop EHS L1 and L2 audit universes and carrying out audits as per allocation.
    Participate in all EHS audits by external parties such as occupational health and safety, etc.
    As CAPA champion for the EHS Department, ensure all CAPAs are closed on time.
    Develop SOPs (Standard Operating Procedures) for occupational hygiene related standards.
    Facilitate, conduct and evaluate occupational risks assessments to check to identify risk and check compliance with GSK EHS Standards as well as regulatory requirements. Determine the nature and extent of potential occupational exposures (e.g. to noise, chemical agents, radiation), considering routes of exposure and absorption.
    Develop, conduct, evaluate and interpret the results of occupational hygiene surveys for noise, chemical agents, biological agents, radiation, ergonomic and other workplace hazards
    Monitor the work environment through inspections and walkthroughs to identify risks and determine whether controls are properly implemented
    Explain health-related information on material safety data sheets to all levels of staff.
    Develop, conduct and evaluate training on occupational hygiene programmes and processes.
    Investigate illnesses and any other adverse events related to occupational hygiene hazards as well and track actions for closure to ensure a safe working place at all times.

    Innovate the Business

    Create and manage measurement systems to track adoption/progress, utilization and proficiency of key
    business value drivers (e.g. number of completed risk assessments, etc)
    Provide stretch targets for self and recalibrate ideas through involved engagement.
    Encourage use of existing resources to deliver business expectations, and guide team on project
    selections.
    Provide input to User Requirement Specifications (URS) for appropriate projects, selection of site equipment and provide the EHS link and guidance to the respective users from design stage through use.

    Strategic Alignment & Sustainability

    Be an active and visible EHS coach on occupational hygiene matters to leaders and site workforce as well.
    Identify potential people-side risks and anticipated points of resistance and develop specific plans to mitigate or address the concerns.
    Select and manage partnerships with external providers as necessary to deliver effective and professional
    service provision. External providers include occupational medical services, consultants and services &
    equipment providers.
    Assess effective use of external service providers, scope the role, negotiate rates, and engage contractors
    upon approval. Review ongoing performance.
    Ensure that all occupational hygiene activities carried out incorporate sound design and EHS principles in accordance with appropriate statutory authorities and relevant GSK policies and guidelines.
    Provide regular updates on site performance with respect to occupational hygiene performance and project status to site management and EHS leadership in GMS network.
    Work with GPS, technical and quality teams to pro-actively optimize manufacturing operations to improve
    product flow.
    Participate in ensuring all EHS related actions (additional / new materials, process and equipment changes) emanating from product transfers or New product introduction are planned and executed within schedule.

    Risk Management

    Manage the implementation of occupational hygiene initiatives and ensure that GSK is in compliance with local legal and legislative requirements and group requirements.
    Formulate, support and disseminate Company EHS policies, strategies and procedures relating to
    Occupational health & hygiene, safety and, accident prevention and emergency planning.
    Provide specialist advice and guidance on the development and progression of occupational hygiene assessments including prevention programs and implications of occupational hygiene health and safety
    hazards from existing or new plant, machinery, chemicals, products, processes or work practices.
    Advise management, line supervisors and shop floor staff on issues arising out of EHS risk assessments,
    audits and investigations. Assist in selection of suitable control strategies and development of action plans
    and monitor the outcome.
    Monitor adherence to company EHS policies and procedures and legislative requirements related to occupational hygiene. Investigate deviations from relevant standards and where appropriate provide advice and recommendations detailing suitable control strategies to achieve compliance.

    Is familiar with international air sampling and analytical methods and able to identify applicable methods for the hazards present.

    Can evaluate a workplace to identify risk factors associated with heat and cold related disorders. Can recommend thermal strain related prevention programs.
    Competent in the use of equipment used to capture occupational hygiene data e.g. lux meters, indoor air quality analysers, etc.

    Educated to diploma level or higher in a science-related course (analytical chemistry, nursing, bio-chemistry, etc)
