    The objective of the Consultancy will be to address the shortcomings of the current HR & Administration Manual and to identify the most appropriate and effective organizational structure for the organisation by:

    Reviewing the current HR & Administration Manual
    Addressing the shortcomings of the current organization structure in enabling the organization achieve sustainability
    Analysing and re-aligning functions to the organization strategy.
    Determining the relative level, importance, complexity and value of each job in the organization.
    Reviewing and aligning the salary scale to the revised organizational structure.

    SCOPE OF WORK:
    In Execution of this assignment, the consultant will work closely with the Ag. Chief Executive Officer and the Board Finance & HR Committee. MESPT will provide the Consultant with all relevant documentation, contacts for stakeholders and relevant information to give insight into the current organizational operations.
    The process will include the following key tasks:

    Review of the current HR & Administration Manual and its alignment to the organizational setting.
    Review of the current organization structure and ascertain its appropriateness to achieve the stated organizational goals and beyond for sustainability.
    Carry out a Workload analysis per department to determine function and staff requirements and recommend optimum staff establishment per department to optimize operational efficiency and eliminate overlap and duplication of roles.
    Conduct a skills gap analysis on existing staff and identify current capacity which can be up-skilled to deliver on new functions, and additional skills needed to deliver the organizational strategy.
    Develop/review/update job profiles (Job descriptions & Job specifications) for all the positions arising out of the Organizational structure review.
    Conduct a Job Evaluation and propose a new Salary structure with the supporting Job Grades and Salaries & benefits benchmarked with other related organizations.
    Develop an organization succession plan aligned to the new/revised organization structure.
    Create and in-built a clear career progression in the grading structure for various jobs.
    Harmonize the service job titles with those of similar organization
    Provide a cost-benefits analysis of shifting the organization from the current structure to the new proposed structure
    Develop a draft transition plan and budget for the support needed during the transition period

    EXPECTED OUTPUTS/DELIVERABLES
    The Consultant will be accountable for the following deliverables
    Inception Report:
    At the beginning of the assignment the consultant will prepare an inception report before embarking on a fully-fledged review exercise. The inception report will detail the Consultant’s understanding of what is being reviewed and why, as well as proposed methods, tools, sources of data and procedures intended to answer each review question. The inception report should also include a proposed schedule of tasks, activities, timeline, deliverables and key issues.
    Final Report:
    At the end of the assignment, the consultant will present the following outputs and deliverables: –

    Revised HR & Administration Manual
    New or revised organization structure with roles that align well with the organization strategy and accompanying detailed job profiles (Job descriptions & Specifications)
    Revised Salary and Grading Structure
    Streamlined Succession Plan having distinct career progression guidelines for the positions in the structure.
    Outline of the optimum functional and staff requirements per department.
    A transition plan and budget for shifting the organization from the current structure to the new proposed structure

    PROPOSED WORK SCHEDULE
    The consultant should complete the assignment and submit the final report and presentation within three (3) months from the date of commencement of the consultancy contract.
    THE CONSULTANCY TEAM

    Lead Consultant.
    Must be a HR Practitioner at senior level with at least 10 years demonstratable experience in conducting and facilitating Organizational Restructuring as a team leader in organizations of similar level and complexity in the African Context.
    Should have a master’s degree coupled with a specialized professional training in Human Resource Management.
    Terms of Reference for MESPT Human Resource Consultancy
    Ability to conduct strategy reviews, job evaluations, develop job descriptions and organizational structures to align to the strategy of the organization
    Experience with Change Management processes
    Knowledge and experience in working with Developmental, Donor Funded and/ or Non-Governmental Organizations.
    Excellent analytical and report writing skills
    Team Members
    The assisting team to the lead consultant should have a Bachelor’s degree with professional qualification in Human Resource Management. They should have experience in handling similar assignment in related organizations of similar size and complexities.
    Oral and written presentation of a comprehensive report with specific recommendations for implementation.

    EVALUATION OF PROPOSALS
    The proposals received will be assessed according to their responsiveness to the following terms of reference:
    Technical Proposal

    A brief description of the bidder’s organization, legal status (i.e. partnership, sole proprietorship, limited liability company etc)
    An outline of the recent experience on assignments of a similar nature in the past three years, and in particular an indication of at least five (5) previous successful projects for similar or related organizations.
    A description of the approach and detailed methodology and time plan proposed for undertaking the assignment.
    A description of the proposed staff team by specialization.
    Detailed CV’s of the proposed professional staff. (You will not be allowed to change the team you have proposed for the assignment if your bid is successful)
    An activity schedule indicating detailed tasks allocated to the proposed team members in line with the approach and detailed methodology.
    Any comments or suggestions of the bidder on the Terms of Reference as long as the total number of consultancy days will not exceed the stipulated three months.

    Terms of Reference for MESPT
    Human Resource Consultancy
    Accordingly, the maximum value of the technical score will be 70% and bidding firms will be required to achieve a minimum score 50% to be considered qualified to undertake the assignment.
    Financial Proposal
    Bidders must give a breakdown of the cost per activity as outlined in their methodology and work plans and subsequently give a combined total cost inclusive of all taxes applicable and the Terms of Payment. Accordingly, the maximum value of the financial score will be 30%
    All proposals must be presented in Kenya Shillings.
    DETERMINATION OF WINNING BID AND AWARD OF CONTRACT
    The bidder achieving the highest combined technical and financial score will be considered to have won and will be invited for discussions towards signing a contract for undertaking the assignment.
    Price
    All costs must be quoted in Kenya Shillings. Bidding firms are further requested to indicate the full costs of all the elements listed on their pricing schedule.
    TERMS AND CONDITIONS

    The winning firm will be contracted to undertake the Human Resource Consultancy.
    MESPT will only pay for the costs agreed upon to the selected firm. Any other costs not agreed upon will be the responsibility of the consultancy firm.
    MESPT reserves the right to request new or additional information regarding each firm and on any individual or other persons associated with this proposal
    All proposals, shall become the property of the MESPT and shall not be returned

    The jobholder is responsible for providing support to the Institutional Transformation Pillar for effective and efficient execution of programme activities under the Women Voice and Leadership Project.
    A key part of this role involves day to day management of implementing partners under the project, supporting the planning and implementation of the institutional strengthening plans of the partners.
    Responsibilities

    Provide support and participate in planning, budgeting and review of programme reports.
    Support and participate in the recruitment process of Women Rights Organizations (WROs) as Implementing Partners for the project, including capacity assessment of the WROs.

    Support in reviewing of WRO partner reports and harvesting results as per the output indicators and programme targets.

    Introduction
    Currently, MESPT is implementing the DANIDA Country Programme dubbed the Green Growth and Employment Programme 2016-2020 whose thematic objective is “Inclusive greener growth with higher employment” and will be achieved by focusing support on sustainable growth/jobs from investment/trade and Sustainable use of natural resources and community resilience. Under these two intervention areas, MESPT is committed in carrying out green growth initiatives in its selection value chains. Among these will be initiatives geared to promoting consistent access to irrigation water aimed at enhancing production and productivity levels.
    Further, MESPT is also implementing the AGRIFI programm in Kenya whose objective is to strengthen the capacities of actors along selected value chains through the Agricultural Technical and Vocational Education Training -ATVET system approach. Activities under this will inter alia include supporting the upgrading, development and upscaling of agriculture and agri-business value chain-based training curriculums under ATVET. Under the second result area, the project will increase the capacity of private sector to implement and enforce standards on SPS. Furthermore, the project supports Counties in testing and surveillance and enforcement of Sanitary and Phyto Sanitary regulations. The approach comprises of various interrelated methodologies: market-driven approach, competitive selection of counties/beneficiaries, training of Trainers, blended Learning Methodology and use of incentives.
    Background and Rationale of the assignment **
    Resource mobilisation is a key MESPT corporate function with the objective to enable strategic policy and operational priorities to be implemented in a coherent, predictable and sustainable manner. This straightforward definition conceals a rather complex horizontal policy support function that touches on all aspects of the institutional business cycle: governance and policy decision-making, corporate planning and budgeting, resource allocation, programme delivery and management. As an effort towards fundraising, MESPT has aggressively being scouting for funding opportunities where calls are responded to ranging from specific strategic areas of interest ( Agriculture, Food & Nutrition, Economic Development, Livelihood, Sustainable Development among others.
    Objective of the consultancy
    The Consultant will take the lead, in conjunction with the Resource Mobilization Secretariat and other key stakeholders, in developing a compelling, evidence-based proposal for submission to institutional donors in accordance with Request for Proposal guidelines for submission to the opportunities; and if the concept note is selected full proposal ( Where either is applicable). The consultant will bring to the programme design process a thorough understanding of and prior experience in food security and information management systems to build a national system.
    Scope of the assignment
    This will require scoping, reviewing, analysing, and integrating existing plans, projects to support and inform the preparation of programme document for the implementation of the Food Security Monitoring and Surveillance System in Kenya. The Consultant will organize a series of consultations to facilitate stakeholders’ reviewing, analysing, and prioritizing of activities for the program and working out the required budget to implement these activities
    Expected Deliverables

    · Review of relevant secondary literature including, but not limited to Nutrition security, Health, Vocational Skills, WASH, Food Security and Livelihoods, Protection, and Disaster Risk Reduction. Based on the secondary data analysis, identify gaps for primary data collection from proposed target region. This should include reviewing and compiling relevant research, evidence from prior similar interventions, best practices, and lessons learned. Major natural disaster risks should be included in all analysis.
    · Provide guidance for the finalisation of primary data collection tools and methodologies to assess community-level needs throughout the programme, with regards to building resilience.
    · When necessary, conduct field visits in target areas to consult with relevant internal and external stakeholders, through Key Informant Interviews, Focus Group Discussions and Workshops
    · When necessary, meet with government authorities, such as National/Provincial/District Authorities, Ministry of Health, Ministry of Social Welfare, academia, research institutes, and other stakeholders to explore/ develop potential collaborations on relevant activities.
    · Conduct problem analysis and validation workshops where appropriate with relevant MESPT staff and if possible other relevant stakeholders.
    · Based on the primary and secondary information gathered, and in accordance with guidance in the Request for Proposal, firstly a) design a programme, including logical framework (LFA), budget, and narrative concept note, and secondly b) write a full proposal should the concept note be invited to the next stage.

    Outcomes of the Consultancy
    A completed, comprehensive LFA for the proposed programme that is based on the primary and secondary data findings/analysis. This should be developed with involvement from staff members and other partners/stakeholders as identified during the consultancy. -Final drafts of all proposal-related documents as per identified donor requirements (including but not limited to project concept note, full proposal, and budget).
    Duration/Indicative Schedule/Level of Effort
    This will be informed by the time given in the call for proposals and level of effort.

    GGEP Project Overview
    The 5-year DANIDA funded GGEP programme implementation by MESPT is coming to an end latter in the year. MESPT has been concentrating on the Value Chain Greening and Financing Programme component (VCGFP) within GGEP. This programme was a buildup of other programmes that were also funded by DANIDA such as BSPSI, BSPSPII and NRMP.
    The thematic Programme objective is “Inclusive greener growth (adoption of clean and climate-sensitive solutions) with higher employment” largely achieved through intervention in 2 key areas namely:
    Sustainable growth and jobs from investment and trade;
    Sustainable use of natural resources and community resilience.
    The Programme seeks to contribute towards increased sustainable growth and jobs in the agriculture sector, especially for women and youth.
    *Programme Objectives***
    The overall vision for the Programme is to support the Government and people of Kenya in implementing Vision 2030 to create ‘a globally competitive and prosperous country with a high quality of life by 2030’. Importantly to note, the Programme seeks to contribute to ‘inclusive greener growth with higher employment in Kenya’.
    During the Programme implementation, we have been able to impact lives. The grant funding support by DANIDA to communities we have been serving has been critical in changing the lives of the beneficiaries and has successfully demonstrated that supporting communities in their efforts to achieve more sustainable livelihoods is not only possible, but extremely important in enabling improved resource efficiency and access to and uptake of cleaner technology and climate-sensitive solutions.
    The Assignment
    MESPT is seeking a production firm that will help produce a programme magazine (document booklet) and video documentary that captures our key results, successes and challenges, best practices and lessons learnt from the projects as well as future programme direction.
    The project is a tribute to the great achievements that the programme has achieved. The documentary is intended for DANIDA, other potential donors and investors to promote the MESPT brand as one that can be entrusted with proper utilization of resources in supporting communities.
    The focus will be on the impact of GGEP programme by MESPT and will highlight success stories of beneficiaries of the intervention across the entire spectrum of our programme selected regions.
    Assignment Objectives
    The overall objective of the assignment is to produce a programme magazine/booklet and a documentary video on the GGEP programme highlighting best approaches, best practices, achievements and real impacts in the programme focal areas.
    Other Objectives include;

    To strengthen our partnerships
    Increase the programme visibility
    To better raise public awareness of our work

    Production visioning
    The production focus area will be to demonstrate delivery of three major programme outcomes namely;

    Creation of green jobs with a bias to youth and women;
    Sale turnover from the 5 targeted value chains (nuts, export vegetables, dairy, passion fruit, mango and avocado)
    Improvement of resource efficiency and access to, and uptake of clean technology and climate sensitive solutions by Small holder farmers.
    Another area that the documentary will focus on is the programme outputs from our interventions;
    Farmers linked to markets.
    Small holder farmers access to financial services for value chain and business development,
    Small holder farmers certified on globally and locally recognized standards and certifications,
    Small holder farmers reached through awareness initiatives on resource efficient, clean and climate sensitive technologies.

    Small holder farmers enrolled as local service and input providers for the technologies.

    Role of the Service Provider
    Under the direct supervision of the Corporate Communications Unit, MESPT is seeking the services of a competent production house/ firm to do the following;
    Documentary production

    Develop the documentary video’s overall concept and scenario.
    Interview selected participants for the video who will include project staff/manager and beneficiaries, programme partners/donor representative.
    Interview recorded in Kiswahili must have a captioned translation on the final production.
    Develop a production schedule for the documentary
    Do high quality photography
    Visit not less than 10 selected project sites and interact with the local communities/beneficiaries who have been impacted by the programme initiatives to get context.
    Develop the documentary script and storyboard to be used in the video production – this will be presented to MESPT management’s approval before commencing the filming.
    Perform appropriate video filming and shoot interviews with the projects’ beneficiaries and stakeholders.
    Present a draft documentary for comments on contents and edit accordingly for final approval.
    Submit one final documentary video in DVD of 20 – 30min long and hand over 2 master copies of each version
    Submit 20 well edited still photos of projects and interviews carried out

    Programme Magazine

    Develop a production schedule for the magazine
    Propose the programme booklet layout and treatment
    Develop content and propose appropriate photos for the magazine
    Programme booklet will document 20 projects using existing reports (the 10 additional projects will not be visited).
    Final programme booklet should not be less than 30 pages.
    Submit 1 soft copy and 1 hard copy of the 30 pages programme booklet/magazine

    NB: The language in both the documentary and the programme magazine will be English.
    Duration of the Assignment
    The assignment is expected to take 90 working days max.
    8. Intellectual Property
    All information pertaining to this project (documentary, audio, digital, reports, project documents, etc.) belonging to MESPT, which the service provider may come into contact with in the performance of his/her, duties under this consultancy shall remain the property of MESPT; who shall have exclusive rights over their use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever form without written permission of the MESPT.
    Equipment for the Assignment
    Any equipment needed to complete this assignment will be provided by the service provider and no equipment will be purchased or provided by MESPT for this production.
    Service Provider Requirements and Procedures of Application
    Desired skills and competence:

    Previous experience in producing similar documentaries especially for development organizations and NGOs.
    Organizational capacity to conduct the assignment.
    Technical capacity to capture and relay complex and highly technical information in a simple manner for the purpose of the target audience.
    Skills and experience in audio -visual animation, illustrations and infographics.

    Remuneration and Payment Plan:
    The service provider’s payment shall be based on the financial proposal developed for this consultancy.
    The payment plan to the firm awarded the assignment will be in 3 phases as follows: –

    20% upon submission of an acceptable documentary video’s overall concept and scenario (May 2020)
    20% upon submission of an acceptable draft film documentary and draft programme booklet (August 2020)
    60% final payment upon submission of the final outputs, incorporating suggestions and recommendations of MESPT.

    Financial Proposal and the Technical Proposal files MUST BE COMPLETELY SEPARATE and emailed through tender@mespt.org and clearly named as either “TECHNICAL PROPOSAL” or ”FINANCIAL PROPOSAL”. The subject of the email should clearly capture the tender number & description.
    The file with the “FINANCIAL PROPOSAL” must be encrypted with a password so that it cannot be opened or viewed until the Proposal has been found to pass the technical evaluation stage. Once a Proposal has been found to be responsive by passing the technical evaluation stage, MESPT shall request via email the Proposer to submit the password to open the Financial Proposal. The technical proposal shouldn’t exceed 40 pages exclusive of the attachments and should be in the order of the Tender Technical Evaluation criteria stated above.     Position Summary:
    ICAP at Columbia University seeks experienced and qualified experts to serve as Laboratory Lead for several proposed CDC-funded projects related to improving and protecting global health security through developing capacities of government health ministries, institutions, and local partners; strengthening health information and surveillance systems and promoting initiatives that support International Health Regulation core competencies.
    ICAP is recruiting five Laboratory Leads who will oversee all aspects of the laboratory systems strengthening component of the CDC-funded project. Reporting to the Project Director, s/he will provide laboratory technical and operational leadership and guidance as well as capacity building of staff, partners, and key stakeholders of the project to deliver quality laboratory services in support of the global health security agenda.
    The Laboratory Lead positions will be based in the Democratic Republic of Congo, Kenya, Nigeria, Sierra Leone, and Tanzania. The positions are subject to a successful funding application and final approval by the CDC.
    Major Accountabilities:

    Responsible for the overall technical and operational activities of the laboratory systems component of the project.
    Ensures that all activities and objectives of the project related to laboratory systems components are carried out and achieved.
    Serves as the point person for all laboratory systems related information and communication within the project as well as with CDC and other external stakeholders and partners.
    Designs and conducts monitoring, evaluation, and quality improvement assessments needed to ensure that laboratory systems targets and deliverables are on track and adhere to donor and key stakeholder requirements.
    Ensures that relevant project reporting, documentation, and publications on laboratory systems are technically sound and are disseminated timely and appropriately.
    Oversees the selection, procurement, distribution and maintenance of equipment, supplies, and instruments of laboratories supported by the CDC-funded project

    Education:
    An advanced degree in laboratory medicine, biological sciences, or relevant field.
    Experience, Skills, and Minimum Qualifications:

    At least 7 years of progressive experience in large clinical and public health laboratory settings in the following areas: microbiology, laboratory quality control, and quality assurance systems, implementation, and management. At least 5 years of which were spent in a senior or project leadership role.
    Experience working in international health or development organizations or projects related to any or all of the following: global health security, global health programs through health systems strengthening, integrated health service delivery, capacity building, strategic health information system strengthening, surveillance, emergency response, in resource-limited context.
    Prior experience with relevant technical laboratory procedures related to HIV/AIDS, TB, and/or other communicable diseases.
    Demonstrated experience in developing national laboratory policies, strategic and operational plans, guidelines, and manuals.
    Demonstrated experience in quality assurance, quality control, protocol development, specimen management, and electronic information systems within a laboratory context.
    Experience implementing laboratory accreditation and laboratory strengthening programs.
    Competent in the development and implementation of work plans, M&E activities, and reports.
    Proven ability to effectively mentor and advise laboratory professionals; experience overseeing the training of staff engaged in laboratory activities and improvements.
    Ability to liaise with senior MOH and county government officials as well as senior members of the donor community. Demonstrated competence working within CDC or agencies with similar regulations and procedures.
    Extensive knowledge and understanding of the country context in general and public health situation, in particular, is required.
    Fluent English oral and written communication skills.
    Willingness to travel regionally/locally or overseas up to approximately 40% of the time.

    The jobholder is responsible for providing support to the Institutional Transformation Pillar for effective and efficient execution of programme activities under the Women Voice and Leadership Project.
    A key part of this role involves day to day management of implementing partners under the project, supporting the planning and implementation of the institutional strengthening plans of the partners.
    Key responsibilities

    Provide support and participate in planning, budgeting and review of programme reports.
    Support and participate in the recruitment process of Women Rights Organizations (WROs) as Implementing Partners for the project, including capacity assessment of the WROs.
    Support in the development and implementation of Institutional strengthening frameworks of the Women Rights Organizations.
    Support in reviewing of WRO partner reports and harvesting results as per the output indicators and programme targets.
    Support in monitoring the implementation by WROs and documenting success stories, challenges and lessons learned.
    Assist in compiling of the Women Voice and Leadership Project reports.
    Provide logistical support for the organization of WVL Project capacity development workshops, meetings and learnings forums.
    Participate in the learning, monitoring and evaluation activities of Uraia in liaison with the Institutional Transformation Manager
    Manage all gender specific data and information for Uraia and facilitate analysis of the same for use in programming.
    Any other duty as may be assigned by Institutional Transformation Manager.

    Academic and professional qualifications
