    Job Purpose

    Key Duties and Responsibilities

    Job Requirements and Experience

    For appointment to this grade, a candidate must have:

    A minimum of twelve (12) years of relevant work experience and at least eight (8) years in management in the Public or Private Sector;
    Bachelor of Laws degree or equivalent qualifications from a recognized institution;
    Master’s Degree in any of the following disciplines; Law, or equivalent qualifications from a recognized institution will be an added advantage.
    Postgraduate Diploma in Law from the Kenya School of Law;
    Admitted as an Advocate of the High Court of Kenya;

    The Project Manager will be responsible for the successful implementation of the project’s activities and the effective coordination of the consortium members (5 partners included WeWorld) S/he will be accountable to the Country Representative. H/she will also support the Country Representative to strengthen and expanding the action of WeWorld in Kenya.

    MAIN TASKS AND RESPONSIBILITIES

    Project Management

    Elaborate and implement the project’s activities and financial planning (including the establishment of milestones) to be approved by the Country Representative
    Logistics and supply: preparation of procurement documents (BoQ, General and Specific Technical Specifications documents), active participation to the supplier selection (quotation process, opening and evaluation process) and contracts redaction/review
    In collaboration with the Country Representative, the project staff and the consortium’s partners, contribute to the development, upgrade and implementation of an appropriate and effective project strategy
    Develop the MEAL system and tools of the Project assuring the coherence, supervise its application and contribute to a sound analysis of the results, to the Project’s impact, and to the effective use of resources
    Provide quality advise to donors’ system and other relevant stakeholders on issues that may impact the achievement of project outcomes
    Validate the work plans prepared by the project staff
    Supervise quality and transparency of the data reporting
    Provide the Country Representative with regular action plans/project updates and inform her of any deviations from the plan

    Coordination and Representation

    Establish and maintain a fruitful relationship with the consortium’s members as well as with other local and international NGOs, formal and informal groups of local civil society, etc.
    Ensure constant and cooperative relations with AICS and other donors relevant for the project
    Develop and maintain appropriate, regular, transparent and supportive communication with all the relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials), with the objective of ensuring good cooperation and partnerships
    Participate in thematic coordination networks and meetings (called by the civil society and/or the donors), representing WeWorld according with the indications of the Country Representative and feeding her back accordingly with relevant issues and updates
    Organize relevant meetings/presentations of the project and/or of WeWorld program to the relevant stakeholders and follow up the implementation
    Participate in the internal coordination meetings held by the project and to the WeWorld internal coordination meetings held in Nairobi Office

    HR Management

    Assure the recruitment and training process of the project staff under his/her responsibility in line with the implementation plan and with the support of WeWorld senior staff
    Assure the direct management of the Project staff under WeWorld component and a proper information flow between the project team
    Provide technical advice (especially on gender empowerment, sexual reproductive health and gender based violence), coordination and supervision to the project staff under his/her responsibility and lead and motivate them, ensuring clarity over project plans and priorities and encouraging effective teamwork
    Establish performance objectives per each staff under his/her responsibility and ensure that performance reviews are conducted

    Monitoring of project activities

    Definition of the monitoring plan and specific tools to assess the progress of the project in cooperation with the consortium’s partners
    Monitoring of activities implementation and of results/objectives achievement through field visits, meetings with partners and stakeholders, data collection and data analysis
    Manage the project budget and ensure that all expenses are in line with the budget and meet the standards/requirements of WeWorld and AICS with regards to financial management, accountability and good governance, in strict collaboration with the Project Finance Manager, the WeWorld Kenya Finance Manager and the Regional Unit for Southern and Eastern Africa

    Reporting and Accountability

    Setting up and monitoring of periodic (monthly) internal reporting to be filled in by project staff
    Drawing up of narrative and financial reports, interim and final (in collaboration with WeWorld local office and headquarters) to be sent to the Donor in compliance with agreed procedures and time schedule
    Prepare activity/project reports and analysis of the data collected on a regular basis or upon request
    Support to technical, financial and any other report upon request
    Provide regular reports/updates to the Country Representative on all activities carried out
    Any other task not here listed and necessary to the project and activities
    During, or at the end of the assignment, provide a proper handover
    Strengthening WeWorld action in Kenya
    Support the Country Representative in the constant updating and implementation of WeWorld strategy in the country

    Overseeing collection of baseline data, implementation data, post-construction data, analyzing and reporting on key outputs, outcomes and impact indicators
    Leading preparation of technical guidelines on transmission system planning for design and construction of transmission infrastructure by application of sound engineering principles
    Guiding in financier missions on preparation of project appraisal documents for new projects to facilitate finalization of project finance
    Reviewing and recommending project monitoring and evaluation reports for submission to project financiers and management
    Reviewing and approving technical specifications of transmission infrastructure in the prepared bidding and contract documents for the development of power transmission grid and regional interconnectors
    Reviewing and approving the technical report on suitability of substation land scoping for planned projects
    Reviewing and approving conceptual/preliminary civil and electrical designs, drawings, and cost estimates of transmission lines and substations projects
    Reviewing and approving project monitoring & evaluation methodologies and data in line with project regulations on reports and established Development Finance Institutions (DFIs) and the Company M&E policy
    Reviewing and approving project, monitoring, evaluation, accountability and learning reports for submission to Management and Financiers and the use of data for program improvement
    Reviewing and approving results framework on a quarterly basis as needed and decisions for revisions by project leadership based on prevailing conditions
    Providing technical advice during resource mobilization to the National Treasury and Planning, Development Finance Institutions (DFIs) and Public- Private Partnership
    Participating in development of transmission tariffs and wheeling charges in line with regulatory guidelines and frameworks
    Preparing periodic transmission system planning papers for submission to Management
    Reviewing and recommending technical report of the Company Transmission Master Plan (TMP) to inform the capital expenditure requirements, timelines and sequencing of power transmission infrastructure
    Reviewing and recommending project concept notes and proposals for Public Private Partnership (PPP), Privately Initiated Investment Projects (PIIP) and development financed projects
    Reviewing and approving payment certificates for consultancy works in the Department
    Approving Standard Operating Procedures for power system studies, transmission planning, project development and monitoring & evaluation
    Reviewing and recommending for approval Departmental budget, procurement plan and work plans
    Coordinating review of terms of reference and draft bid documents for the transmission planning consultants and contractors and submission to financiers for approval and no objection
    Guiding and coaching managers in work performance and professional development
    Preparing Departmental annual budget, procurement plan and work plan
    Ensuring management of the resources allocated to the Department
    Ensuring achievement of the Department’s performance targets

    Qualifications & Skills Required:

    Must have master’s Degree in a relevant field
    Bachelor’s degree in Civil or Electrical Engineering
    Registered Professional Engineer with Engineers Board of Kenya (EBK), with a valid practicing license
    Must be a Corporate Member of the Institution of Engineers of Kenya (IEK)
    Undertaken a leadership development programme/training lasting not less than 4 (four) weeks from a recognized institution
    Must have not less than (10) years relevant work experience, with at least six (6) years at Senior management level

    LGBTIQ+ Economic Development Lead

    This role reports to the Global Program Manager of the Free to be Me program with a global scope including Africa, the Middle East, and Southeast Asia. This appointment is for an initial term of one year, renewable based on results and performance. This is a global role and can be based in any country where Hivos can legally employ staff.

    Responsibilities

    The key responsibilities of the role include:

    Build, continuously update, and coordinate implementation of a joint strategic and action plan for LGBTIQ+ economic empowerment together with interested local, national and global members of the Free to be Me Alliance.
    Identify, design and coordinate global influencing products, processes and moments that will help to achieve the goals of the joint strategy (e.g. cross-country research or international events and lobbying efforts).
    Coordinate and nurture the economic rights advocacy community that Hivos established in 2023 through the Free to Thrive fellowship program.
    Support national-level efforts in 12 countries and link these efforts to international advocacy and influencing opportunities. This includes supporting, and helping to document, economic inclusion pilot projects in different countries.
    Set-out a larger, long-term perspective that is jointly owned by the movement, laying the foundation for the large-scale change needed. Contribute to the development of funding proposals for follow-up programs beyond 2025.
    Ensure regular communication and sharing among Free to Be Me partners involved in Outcome 4. Document stories of change and best practice both for advocacy purposes and for replication in future programming.
    Manage grants for economic development initiatives and work in liaison with other Program Officers in coordination of projects supported under the economic development pathway.

    Requirements

    Post-graduate degree in a relevant field or equivalent experience.
    At least 5 years of relevant experience in international development.
    Understanding of locally-led economic empowerment and inclusion of marginalized groups, and proven ability to translate local experience into effective advocacy strategies to change the policies and practices of governments and/or companies.
    Proven track record in building and working with multi-country coalitions or networks in the Global South.
    Excellent communication and relationship-building skills in multi-cultural settings.
    Understanding of the intersectional nature of oppression, and ability to act as an authentic trusted ally to marginalized groups. Lived experience as an LGBTIQ+ person is an asset.
    Experience of designing and managing impactful advocacy “products” such as research and events.
    A team player with a high level of emotional intelligence, resilience, and maturity, and the confidence to be able to “lead from behind”. Ability to navigate ambiguity and drive progress in complex and uncertain contexts.
    Innovative and solution-driven strategist who can be both a thought-leader and a doer.
