Job Purpose
The job holder will be the Head of Human Resource Management Department and will be responsible for the oversight all the human resource functions in the Authority.
Job Description
Duties and responsibilities at this level will entail:

Formulating  and implementation of HR strategies, policies, rules, regulations and systems for the Authority;
Forecasting and planning for  human resource needs of the Authority;
Initiating best practices in the management of human resource function;
Championing change management programmes in the Authority;
Managing succession plans of the Authority;
Monitoring and evaluating the effectiveness of training and development programmes;
Leading the Authority in formulating and implementing efficient  Performance Management Systems;
Overseeing efficient management of staff welfare schemes and ensuring compliance with statutory obligations related to health & safety, HIV/AIDS, Alcohol and Drug Substance Abuse, Gender and Disability Mainstreaming and other requirements in working environment;
Managing and developing  staff in the department

Qualifications
For appointment to this grade, a candidate must have:-

A minimum  of ten (10) years relevant work experience and at least five (5) years in a Management  role in comparable and relevant position in the Public Service or Private Sector;
Masters Degree in any of the following disciplines :- Human Resource Management, Human Resource Development, Industrial Relations, Business Administration or its equivalent qualification from a recognized institution;
Bachelors Degree in any of the following disciplines:- Human Resource Management, Personnel Management, Public Administration, Business Administration or equivalent qualifications from a recognized institution;
Certified Human Resource Professional (CHRP III)  or Post graduate Diploma in any of the following disciplines:- Human Resource Management, Human Resource Development, Industrial Relations, Business Administration or Certified Public Secretaries  Part 2 ( CPS 2) or any equivalent qualifications from a recognized institution;
HR Practicing Certificate with Institute of Human Resource Management;
Certificate in Project Management from a recognized institution;
Certificate in Leadership Course lasting not less than four (4) weeks from a recognized institution;
Proficiency in computer applications;
Fulfilled the requirements of Chapter Six of the Constitution;
