National Programme Officer

Context:
The International Organization for Migration (IOM) has been implementing Immigration and Border Management (IBM) programmes since 2007, building the capacity of the Somali authorities in effective IBM to promote safe and orderly migration, thereby mitigating security threats. The programme provides technical support under five thematic areas: 1) Legislation and policy; 2) Infrastructure and equipment; 3) Border Management Information Systems; 4) Inter-agency and regional collaboration; and 5) Organizational development and management.
The IBM programme is directly implemented by IOM without implementing partners and most of the activities in the programme are delivered by the programme staff assigned to the project, which requires interaction with multiple Somali authorities whose needs and capacities are at different stages. The programme is funded by different donor governments and requires macro- and micro-level attention to the political, security and socio-economic landscapes of the Horn of Africa in general and Somalia in particular.
With the current growth of the IBM programme, the unit seeks a proactive Programme Officer to strategically support its undertaking on: 1) Project Coordination and Implementation 2) Budget management 3) Project development, 2) Donor and Government liaisons, 3) Communication, 4) Reporting and with close co-ordination with IBM programme staff, Resource Management Unit (RMU) and Project Support Unit (PSU) within the mission.
Under the overall supervision of IOM Somalia Deputy Chief of Mission, the direct supervision of the Programme Manager (IBM) and in close coordination with programme staff, the successful candidate will be responsible for providing support in the implementation of IBM-related programmes in the Mission.
Core Functions / Responsibilities:

Draft project work plans, time frame of implementation and budget allocation for each activity.
Support and coordinate timely implementation of the planned activities. Provide technical and procedural guidance, oversee the work of Programme Assistants, and/or monitor and assist consultants who may be recruited for the specific deliverables.
Assist the planning and execution of procurement for the project in close coordination with IBM Programme Assistant and Common Office Services (COS), adhering to the IOM procurement procedures and processes, as well as requirements for clear documentation. Facilitate timely communication and consultation with the Somali authorities and vendors at the field level.
Contribute technical inputs to strengthen the planning, implementation and Monitoring and Evaluation (M&E) of IBM activities in close coordination with the Programme/Project Manager.
In close coordination with the Monitoring & Evaluation Officer, review and edit donor reports to support compliance with donor regulations and obligations, as well as the report finalization process with the Donor Report team at the Regional Office in Nairobi.
Liaise with the Somali authorities to clarify project implementation and relevant IOM project procedures and processes. Organize and attend periodical meetings with the Department of Immigration on progress of the project, implementation or other issues and challenges, if any, as well as to discuss corrective measures to be taken by the authority or IOM.
Provide project management support and assist with capacity building trainings, in coordination with technical experts, such as: MIDAS users training and installation, passport examination, investigation techniques, records management and data protection, migration terminology and concepts, transnational organized crime and humanitarian border management.
Provide and coordinate inputs for information requests from Headquarters, the Regional Office, other IOM missions and external partners, such as donors, government, partner agencies, and implementing partners, in close coordination with Project Support Unit Coordinator.
Research ways to expand collaboration with relevant governmental entities, partners and donors.
Contribute to the drafting, processing, endorsement and submissions of IBM project proposals, donor reports, partner agreements (Service Agreements, MoUs, LoAs and other types of contracts) and other relevant documents, in line with specific internal IOM requirements and procedures.
Attend donor meetings, briefings and conferences as well as liaise with donors, governmental partners, project partners, think tanks policy centers at the international and national level.
Contribute to IBM fundraising and project development efforts: compile and analyze information on donor policies and priorities for Somalia and suggest new funding opportunities and proactive approaches to donors.
Perform such other duties as may be assigned.

Required Qualifications and Experience
Education

Completed University degree from an accredited academic institution preferably in International Relations, Political, Social Science or Business Administration, Law or a related field from an accredited academic institution with one year of relevant professional experience; or
No years of working experience with master’s degree or higher is required.

Experience

Experience in project management and implementation and monitoring programme activities.
Proven experience in general fundraising, writing project proposals and reports.
Familiarity with programming in crisis or post conflict environments.
Familiarity with the current political contexts of Somalia.
Knowledge of Border Management Information Systems.
Experiences in project development, including clarifying baseline, strategic project designing, drafting a proposal and budgeting.

Languages
Fluency in English and Somali is required.
