Overview

MSH in Kenya seeks to recruit Consultant for a duration of two (2) weeks under the Primary Health Care (PHC) Costing Project.
With support from the Bill & Melinda Gates Foundation, MSH is developing a new tool and methodology for costing PHC services at the facility/community level and for grouping these costs into district and higher level PHC costs.
The tool will be used by the Kenya Ministry of Health, the Division of Primary Health Care to develop an investment case and guide evidence-based planning and resource-mobilization for county-specific UHC scale-up plans in six counties (Nyeri, Mukueni, Kajiado, Isolo, Kisumu, and Kilifi). The tool will be open-source and a public good so counties will be able to access it easily and can view and change all elements of the tool as needed.
The tool will be used to develop a model for a representative primary hospital, a health center, a dispensary and a community in each county. Each model will contain the actual services and costs for the most recently-completed fiscal year, which will serve as the baseline costs, and the services and costs for needs-based scaling up targets projected over 5 years. The normative list of services will be based on the KEPH; the target service utilization figures will be based on catchment populations and disease incidence rates and expected utilization rates; and the normative costs will be based on standard treatment protocols.

Specific Responsibilities
Description of services to be provided
The objective of this consultancy is to validate the package of services and corresponding norms and standards for each service, more specifically:

Review of the list of services included in PHC package by program area, level of care, and target population
Assist with the collection of and analysis of normative data including service package review and standard treatment protocols
Complete the expected utilization rate (incidence or prevalence rate, self-care percentage, market share for each service included in the package according to county data. E.g. HIV prevalence rate in Kisumu, public sector market shares in Isiolo, etc.
Complete the standard treatment protocols for each service by level of care including staff time, medicines, laboratory/radiology tests, and other supplies
Assist in conducting the MOH validation meetings

Deliverables

A master Normative List of Services with: target service utilization figures, disease incidence and prevalence rates and standard treatment protocols.

Qualifications and Experience

The ideal candidate should have a diploma in Clinical Medicine, Master’s in Medicine, Public Health or relevant field is an added advantage.
She/he should have at least 7 years’ hands on experience in clinical management at both primary care levels in the Kenya public health sector. 
She/he should have proven experience and understanding of the Kenya health policies and system, experience and understanding of working with the MOH.
In addition, she/he should be proficient in relevant computer applications which includes word processing, databases and excel skills.  
Demonstrable ability to generate technical reports in a timely manner.  
The successful candidate needs to be a strong team player with excellent communication and interpersonal skills.  
She/he should work with minimal supervision with ability to work independently and in a team.
