Job Summary
Reporting to the Director Petroleum and Gas, the successful candidate will be responsible for providing strategic leadership in planning, development, implementation and execution of structures for the regulation of the mid and downstream petroleum sub sector in Kenya. This entails research and planning, formulation and continuous review of sub-sector regulations, compliance & enforcement of sub-sector regulations and continuous stakeholder engagements.
Person Specifications
At least 10 years’ related work experience, five (5) of which must be at management level
A Bachelors Degree in any of the following engineering disciplines: Chemical, Electrical, Mechanical, Civil or equivalent qualification from a recognized institution.
A Master’s in any of the following engineering disciplines: Chemical, Electrical, Mechanical, Civil or equivalent qualification from a recognized institution.
Demonstration of results in work performance
MUST be a fully Registered professional engineer with the relevant professional body, in good standing
Proficiency in Computer applications skills;
Fulfilled the requirements of Chapter Six of the Constitution.

Responsibilities
Development and implementation of performance plans for the Department including undertaking staff appraisals to check achievement of set targets.
Coordinating the implementation of the fuel marking and monitoring program in order to reducing instances of export dumping and motor fuels adulteration.
Providing leadership in the development of standards and codes of practice for the mid and downstream petroleum sector.
Coordinating inspection of petroleum facilities such as refineries, pipelines, bulk storage depots in order to ensure continued compliance.
Coordinating technical investigation of accidents in the Petroleum sub-sector and provide root cause analysis plus mitigation measures to prevent recurrence.
Coordinating Review, analysis and dissemination of reported Petroleum information and statistics.
Coordinating the Department’s quarterly process performance review meetings.
Direct supervision of staff in the Department including appraisals and assessing professional development.
Detailed review of the day to day output from staff at the Department such as technical inspection reports, letters to licensees, accident investigation reports, petroleum information and statistics reports, fuel marking and monitoring reports.
Review and provision of way forward on the day to day communication e.g. letters, emails on petroleum matters from stakeholders, licensees and other regulatory agencies.
Provision of expert advice on enquiries regarding petroleum matters escalated by staff at the Department.
On a regular basis, undertake field inspections of petroleum facilities together with technical staff at the Department.
Collecting, collating, reviewing and forward to the Director Petroleum and Gas, information during accidents involving petroleum products.
Preparation of briefs for review by the Director Petroleum and Gas on technical matters enquired by the media and key stakeholders such as the Presidency, the Senate and the
National Assembly.
Participating in the computation, review and analysis of the monthly petroleum pump prices.
Continuous monitoring to ensure that all licensees in the petroleum sub-sector comply with the requirement to report on Petroleum information and statistics.
Monitoring the security of supply of petroleum products in the country and update the Director of Petroleum & Gas on a weekly basis.
Participating on a monthly basis industry stakeholder’s review meetings on the state of supply of petroleum products in the country.
Monitoring developments in the petroleum sector in the country and update the Director Petroleum & Gas on a monthly basis.
Monitoring achievement of petroleum targets in the Performance Contract.
Participating in the resolution of stakeholder complaints and disputes in the petroleum sector.
Participating in designated Committees of EPRA.
