Duties and Responsibilities
An officer at this level will be reporting to the Head, Human Resource Management. Specific duties and responsibilities will entail: – assisting in planning, organizing, administration and control of activities in Human Resource Management division; assisting in initiating formulation of Human Resource Management policies; initiating preparation of divisions strategic plans; assisting in Human Resource planning and succession management; analyzing staff performance and career progression and making appropriate recommendations; managing staff capacity development programmes; assisting in preparation of PE budgets; assisting in managing Performance Management Systems (PMS); managing County competency framework; assisting in ensuring correct interpretation and implementation of Human Resource Management policies, rules and regulations including those relating to pensions, salary administration, labour laws, leave, staff Collective Bargaining Agreement among others.; managing staff medical schemes, WIBA, Group Life Assurance, Group Personal Accident cover, and OSHA
For direct appointment to this grade, a candidate must: –

Have relevant knowledge and experience of not less than four (4) years in a related area within the Public Service or Private sector, two (2) of which should be at supervisory or managerial level;
Possess a degree in Human Resource Management, Business Administration (Human Resource Option); Bachelor of Commerce (Human Resource Option); or any other relevant and equivalent qualification from a recognized institution;

OR

Degree in Social Sciences with a Diploma in Human Resource Management/Part II of Certified Public Secretaries (K) Examination or any other relevant and equivalent qualification from a recognized institution;
Be a registered member of the Institute of Human Resource Management (IHRM)
Certificate in computer applications
