Emergency Cash/Voucher Specialist

This position is located in Nairobi, Kenya Reporting Lines Under the overall supervision of the FAO Representative in Somalia and direct supervision of the Emergency Coordinator Technical Focus The Voucher Specialist will specifically focus on quality assurance, technical support, and development of e- voucher system for FAO Somalia emergency program.Tasks And ResponsibilitiesProvide technical support in e- Voucher based intervention and emergency programming

Review current FAO Somalia voucher based interventions and document lessons learnt
Develop work flows and systems for introduction of e- voucher systems for emergency agriculture and livestock interventions
Lead the policy dialogue on voucher programming
Lead the conceptual development of the FAO Somalia e-voucher Based interventions programme
Contribute to FAO’s fund mobilization efforts through liaising with the resource mobilization and strategy unit for formulation of the voucher based Emergency Programme concept notes.
Support the development of e-voucher modalities and payment mechanisms including the testing and rolling out phase. In addition, support and provide guidance to emergency units on formulation of new voucher based interventions or trouble-shooting on-going operations
Contribute to mainstreaming protection in all of FAO Somalia’s voucher-based interventions by soliciting inputs from the Protection cluster and technical sector
Facilitate the technical implementation of the e-voucher modalities, by fine-tuning voucher workflows, document lessons learnt in the pilot stage, drafting SOPs, training materials for all stakeholders involved in the e-voucher system.
Contribute to the formulation and technical review of reports and official correspondence as far as voucher -based interventions are concerned, as well as to reports for donors supporting FAO voucher programmes in Somalia;
Conduct a thorough review of current FAO’s Somalia SOPs and practices in emergency voucher and cash based interventions to ensure accountability towards affected populations and mitigate risks.

Improved management and dissemination of Voucher data and emergency interventions
Support effective collection, analysis and management of E-voucher data related to FAO Somalia emergency.
Work with Emergency, IM and M&E teams to implement improvement in the Voucher data management practices.

In close collaboration with M&E unit, conduct thorough analysis of impacts of voucher based programming to beneficiaries, in local markets, and the wider economy to promote evidence and result based programmingSupport FAO Somalia coordination of voucher based programming with all internal/external stakeholders

Represent FAO emergency program in working groups and liaison on voucher based programming
Participate at inter-agency coordination meetings, including the Cash Working Group market sub-work streams, and agriculture emergency working group.
Follow up on regular cash rates guidance/dashboards from working groups, donor decisions on CT rates and modalities and feeding back to Emergency program
Follow up with FAO at HQ level on E-voucher system advancements /initiatives to improve registration/data management systems (scope documents/zensar )
Represent the Emergency Coordinator in technical meetings relating to voucher programming and emergency project implementation (Finance, Operations, Compliance, M&E MMO and MV).

Compilation of lessons learnt, best practices, capacity building materials in voucher system and emergency programming

Coordinating the compilation of training guides, manuals and posters preparation, lessons learnt and best practice documentation in the emergency program and voucher based interventions projects
Analyse and assess FAO Somalia voucher modalities, developing, best- practice and capacity building documents to further strengthen implementation and improve program visibility.

Social Protection Mainstreaming

Assist in mainstreaming of social protection in the emergency program in coordination with the social protection specialist

Any other duties assigned by the supervisor. CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING Minimum Requirements

Advanced university degree in Economics, Development Studies and or a relevant field (MA or equivalent preferred).
At least 7 years of experience in humanitarian and or development field in cash and voucher based interventions.
Working knowledge of English and limited knowledge of one of the other FAO languages: French, Spanish, Arabic, Chinese or Russian.
