Background
In early 2019, Trócaire commissioned a Political Economic Analysis Study (PEA) related to current climate change issues in Turkana County as part of an ongoing DFID funded project titled Promoting Ecosystem-based Adaptation Approaches to Climate Change and Governance in Turkana County. Trócaire Kenya is implementing the project in conjunction with the Diocese of Lodwar where its core objective is to address the problem of food and livelihoods insecurity as experienced by poor pastoralist communities in Turkana, and by women and children in particular, through improving Climate Change Governance in Turkana County ensuring it is inclusive, participatory and pro-poor. The aim of the PEA was to identify key issues in the implementation context including the legal framework and status of implementation, mapping key actors and stakeholders and their ability to influence decision making in the security sector and entry points for successful implementation of the project. The PEA targeted among others, civil society, residents, national and county security actors, local governance structures and oversight bodies.
Objectives of the Assignment
After the successful completion of the PEA study, Trócaire intends to publish the document to support future programming interventions in Turkana. Therefore, we are seeking a consultant to condense and design the study for publication to highlight the main findings, key messages, conclusions and recommendations and ensure they are communicated in simple, accessible language highlighting all these clearly for external audiences.
