Climate Change and Environmental Impact Assessment (EIA) Expert

The ProgrammeSUED is a £60 million, five-year programme supported by the British Government through the Department for International Development (DFID). The programme aims to support up to 10 fast growing municipalities to develop sustainable urban economic plans and attract investment for critical infrastructure and value chain projects.The Main Programme Objectives Are To

Strengthen capacity at municipality level to plan better for urbanisation.
Support policy and legislative changes to enable greater private sector led growth.
Raise investment for critical bankable, climate-resilient infrastructure and value chain projects.
Develop and test capacity at municipality level to maintain key activities after the programme ends.
Create climate-resilient jobs.
Improve rural links with larger markets that were previously difficult to access.
Poise municipalities for climate-resilient and sustainable growth.

The implementing consortium is led by Coffey International Development, with various other subcontractor partners providing other services. Atkins Ltd. has been awarded the urban economic planning component. Subcontractors for three thematic areas (capacity building, investment climate, and investment attraction) will be selected in the coming months. The Position

Coffey is looking for a part time Climate Change and Environmental Impact Assessment (EIA) Expert to support the SUED programme in all aspects of integrating climate-resilient and sustainable growth. Possessing a strong scientific and environmental background, they will lead on the following areas of work:
Before the end of the Inception phase, provide an overview climate resilience analysis of each of the 10 municipalities, noting the potential specific climate and environmental risks of each area, challenges and opportunities and how SUED should best operate to enable sustainable growth in these specific circumstances (NB this is not envisaged to require field work in all 10 municipalities).
Develop a suitable framework (potentially though tailoring content from existing frameworks) to allow Coffey to monitor the potential environmental and climate change related impacts of value-chain and infrastructure projects that are implemented by partners and highlight were additional assessments are required.
Based on the approved framework and climate change analysis, develop a checklist on environmental impact to be used in Inception and Implementation while developing the urban economic plans and its related value chain and infrastructure opportunities.
Quality assure the outputs of Atkins and other subcontractors from an environmental perspective.
During the Implementation phase, ensure that the design and implementation of programme interventions, for example, proposed infrastructure or value chain projects, are climate change-smart and climate resilient.
As necessary, provide general direction and guidance shaping SUED’s broader climate-resilient and sustainable growth strategies, ensuring such concerns remain an integral part of programme implementation.

Level of EffortThis is a part time position, operating on an intermittent short-term basis over the life of the project as needed. In total we envisage up to 100 days of inputs over the life of the programme (up to 2023), with up to 20 days until the end of Inception (8th September 2019). The work would be primarily undertaken in consultation with the team based in Nairobi, with some travel to various municipalities across Kenya. The PersonEssential

Advanced University Degree in a field relevant to climate resilience, including but not limited to; environmental science, earth sciences, climatology, conservation, ecology, engineering.
Proven track record of assessing the environmental impact of infrastructure and value chain projects.
Experience designing, implementing and/or quality assuring infrastructure and value chain projects from an environmental perspective, ensuring proposed programme outputs are climate resilient and contribute to environmentally and socially sustainable growth
Experience conducting scientific environmental and climate change analyses within international development programmes.
Ability to connect analysis to policy advice and operational decisions on territorial development issues.
Excellent written and verbal communication skills, including report writing.
Proven ability to develop and maintain solid networks/relationships with donor representatives, programme teams and other stakeholders where relevant.

Desirable

Experience designing frameworks to be used across several organisations
Strong preference for a candidate already based in Kenya, with significant understanding of the environmental and socio-economic context across various municipalities and nationally.
