Job Description
HSET & OE Manager’s Direct Responsibilities
Oversee the operations and Management of Health, Safety, Environment and Training.
Oversee and Support in Coordination of Company Emergency Response and Preparedness (ERP) capability.
Ensure compliance with legislative and regulatory, as well as Corporate HSET guidelines.
Coordinate various internal auditing processes to ensure compliance with Company, Contractual, Legal and legislative standards and procedures.
Ensure all required record keeping and reports are made per regulatory requirements.
Provide technical and regulatory expertise to assist staff and field personnel in the solution of complex health, safety, environmental and training problems.
Create, implement and manage HSET processes, and ensure that systems are in place to improve performance, help lower risks in the projects / workplaces, and drive HSET strategies to “best in class” performance.
Initiate HSET awareness programs to improve employee-owner awareness
Track and analyse key HSET Performance Indicators, and develop appropriate and SMARTER action plans from the analysis.
Manage Incident investigations and reporting and respond/direct emergency response activities.
Serve as a resource/consultant to staff and field management regarding the development of new capital projects to ensure that HSET standards are met and complied with.
As a key member of the OML Management team, participate in the development of OML management philosophy, as well as support and implement management HSE policies and practices.
Regularly communicate with the field staff to identify “Best Practices,” and develop plan for implementation locally.
Maintain and improve the performance of HSET staff. This includes organizational changes to meet changing needs, hiring of new personnel, and administering a staff performance improvement program that includes goal setting, performance evaluations, and counselling to achieve high standards of performance.
Put in place an annual improvement plan specific for HSET based on Company strategic plan.
Put in place and review systems for assessing HSET risks resulting from OML operations in the projects.
Analyze work and projects’ hazards and put in place a plan to mitigate and manage risks to As Low as reasonably Practicable (ALARP) levels.
Oversee the induction program for incoming new staff on their HSET obligations.
Conduct risk assessments and/or facilities/ Projects risk assessments on work activities to be performed with sub-contractors’ and ensure proper subcontractor management in matters HSET.
In charge of development of all HSET manuals, procedures and tasks instructions.
Support and work on HSET sections of the Tenders (Is a member of the tender response team).
In charge of and coordinates Internal and external audits and inspections.
In charge of Company Trainings and Training of staff on HSET compliance and obtaining of the necessary certifications.
Continuous improvement and development of HSET policies, procedures and work instructions.
Builds strong and effective relationships with the internal teams and other corporate personnel.
Work as needed with cross-functional teams such as Logistics, HR, Procurement and Finance.
Develops and maintains strong and trusting client relationships at all levels with both active accounts and prospects. In charge of analysis of Customer satisfaction surveys relating to Company operations and projects (Including devising actions for raised customer concerns).
Supports and maintains service quality standards, policies, practices and work instructions.
Promotes and champions Company’ operational excellence though proper planning, execution, follow through and customer satisfaction.
Team leader in departmental loss prevention as well as incidents investigations.
In charge of departmental Corrective, Preventive and Improvement (CPI) management and closure follow-ups.
Leads in departmental internal and external presentations (including preparation)– business, contractual, compliance, etc.
In charge of Company HSET, contractual and regulatory statistics maintenance and record keeping.
Assist to determine means of improving efficiency and reducing costs where possible, investigate and take corrective action when required.
Involved in the planning of projects’ manpower and equipment requirements to ensure that the company maintains a safe and healthy working environment.
Ensure all duties and responsibilities are performed within the requirements and guidance of the company QMS (Quality Management System) process.
Ensure that resources assigned to HSETdepartment are used properly and maintained in their best condition.
QMS process team leader.
Any other responsibilities as assigned by the Managing Director (Supervisor).

Minimum academic qualification requirements
Degree from a recognized University in Environmental sciences, Science, Engineering, Occupational Health and Safety or HSET Related courses.
Thorough knowledge and understanding of the IOGP, API, IADC requirements and the OSHA Act.
Undergone Professional Health and Safety Trainings – Must have undergone NEBOSH IGC in Occupational Health and Safety Certification as a minimum, have or is pursuing (must complete within 2 years of employment) NEBOSH International Diploma In Occupational Safety and Health Certification.
