CARE International in Kenya is looking for a well-organized and highly motivated individual who are result-oriented to fill the position mentioned below.
JOB SUMMARY & PURPOSE:
Reporting to the Human Resources Manager, the HRO will be responsible for recruitment of new staff, participate in formulating job adverts, short listing, interviewing and conducting reference reviews. She/he will also be involved in employee induction and orientation, reviewing job descriptions, skills inventory analysis, participate in organizational Safety & Health and the Training levy.
Tasks and responsibilities.
R 1: Recruitment and Placement:
Identify upcoming vacancies in coordination with client Sectors and departments.
Review Employee Requests (ER) and ensure that Project details are correct, title of position and Grade are in line with CK structure, status of position whether it is vacant or new, salary amount is within applicable limits, expected date of hire is adequate to needs of candidate and the project and, finally review any recommendations made.
Prepare vacancy announcements in line with the positions job descriptions and forward them to the Procurement department for procurement of advertisement space in the press and/or the CARE Kenya web site.
Review applications and provide long -lists to the requesting offices.
Arrange and represent HR in conducting interviews to select candidates.
Review recommendation on the selection of candidate by client offices and sectors.
Monitor and evaluate recruitment and placement related activities of client offices, and recommend changes or corrections related to procedures and processes to these offices.
Obtain references and carry out required pre-employment checks to ensure that information given about candidates is verified and attach them to the interview report as necessary.
Draw interview reports, obtain necessary approvals and distribute to concerned departments.
Send regret letters to interview candidates who were not successful in the selection process.
R 2: Induction and orientation
Prepare the CO new employee lists and forward to the L&D Coordinator.
Introduce new employees to other staff and orient them to the CARE Kenya office layout.
R 3: Employee Job Descriptions
Assist sectors and departments in reviewing and development of Job descriptions for their staff.
Keep an updated data folder of all CARE Kenya Job Descriptions.
Ensure that all staff have signed job descriptions and copies are placed in their personal files.
Ensure that all requests for recruitment from sectors and departments are accompanied by updated job descriptions.
R 4: Employee Status Report (ESR)
Compile the weekly Employee Status Report and distribute it to on the last day of the week.
Update hiring progress/status for all positions in ESR as required.
Regularly review the ESR format and recommend changes/revisions in liaison with supervisor.
Review and update the ESR circulation list to ensure it is circulated to all who need to know.
R5: Employment Contract Management
· Draft new employees’ letter of offer and prepare job offers for successful candidates.
Monitor existing term contracts and prepare Contract renewals and extensions.
Review justification provided for compliance and proceed to terminate employee contracts where applicable.
Prepare employee transfer letters after verification of supporting documents in line with policy.
Prepare change of contract terms for existing employees i.e. from temporary contract to open ended contract.
R6: Personnel Action & Payroll changes
Verify all details for compliance and submit the Employee Action Form (PAF) to finance department in cases of promotion, acting allowance etc.
Submit new employees’ contract details to finance for their action.
Submit separation details/letters to finance e.g. in cases of redundancy, termination and resignations etc.
Forward employee confirmation details to finance to facilitate payment of the pension contribution by the employer.
Update Finance department of any changes in bank details of the existing employees i.e. change of bank or bank account etc.
R7: Employee Discharge
Receive employee’s letters of notice of resignation and process for eventual separation taking note of the notice period given.
Monitor the employee to ensure that they disengage on the last day of their contract or separation notice.
Ensure the employee resignation letter conforms to policy and legal requirements.
Prepare the weekly separation report and circulate as required ensuring Finance department gets a copy.
Advice all concerned offices on impending separation of staff e.g. Finance, Field/Sub Offices, Security, Sector Heads etc.
R8: Management of Probation
Maintain the monthly probation tracking tool and track all staff on probation to identify their end of probation date.
Send confirmation reminders to managers and supervisors in charge.
Ensure confirmation forms are duly filled and approved.
Prepare the staff confirmation letters or extension letters as appropriate.
Forward confirmation letters to individual staff and copies to supervisors etc.
R9: Management of Career Website
Posting new jobs.
Deleting the expired jobs from the career portal.
Saving the Job Descriptions within the career portal.
R 10: HELB payments and updates
Compile list of employees with current outstanding HELB Loan balances and forward to the Board.
Request for updated Loan statements from HELB for all staff with loans.
Ensure that Finance department is furnished with updated feedback from HELB.
Notify staff on HELB status.

Decision Making: Makes normal decisions needed to achieve prescribed results or apply established work methods and procedures. Questionable matters are discussed with supervisor.
CONTACTS/KEY RELATIONSHIPS (internal & external):
Recruitment Candidates, Referees, employment agencies, recruitment officers in other agencies etc.
WORKING CONDITIONS:
Shall be based in Nairobi which has a moderate climate. 20% travel to field stations.
QUALIFICATIONS:
Education:
A Bachelors Degree in Social Sciences from a recognized university.
A Diploma in Human Resource Management from IHRM (K) or a recognized institution.
Training in Recruitment, selection and resourcing talent will be an added advantage.
Experience: At least two years relevant work experience.
Certification: Be a member of the Institute of Human Resources Management (Kenya).
Competencies:
Thorough knowledge of the Kenyan Labour legislation.
Excellent interpersonal skills.
Computer proficiency in spread sheets and other MS Office packages.
Good Problem Solving, Planning and Organizational Skills and ability to make decisions on time.
