Job Profile
The Senior Emergency Response Officer (SERO) is part of CAFOD’s Emergency Response Team (ERT) providing surge capacity, usually in the form of short term leadership, management, coordination or support, to a wide range of new and ongoing humanitarian crises. Working in partnership is central to CAFOD’s humanitarian response so a large proportion of deployments may be to CAFOD sister agencies or partner organisations.
The nature of surge deployments is varied and terms of reference may request management and coordination or focus on specific areas such as assessments, response options analysis, proposal development, project design, implementation or evaluations. This position requires technical knowledge of emergency food security, livelihoods and cash transfer programming. The position will oversee staff with expertise in WASH and Protection Mainstreaming. Inherent in the SERO role is the need for flexibility and an ability to travel at short notice to potentially insecure and remote locations.
Job Scope
CAFOD’s humanitarian response comes before during and after emergencies. Our three core approaches are:

Capacity strengthening which covers all areas of the project management cycle, emergency preparedness and specific thematic areas as appropriate.
Accompaniment working alongside partners to help ensure the delivery of a programme – our most common way of working.
Implementation where CAFOD takes on a more direct implementation role in the delivery of a programme to support local partners which lack the capacity to scale up rapidly.

The SERO will work as a member of the ERT and in close cooperation with colleagues from across the Emergency Response Group (ERG) and with sister agencies from the Caritas network and partner organisations.
Accountability
The post holder is line managed by the Head of Humanitarian Technical and Partner Support (HHTPS). During specific deployments task management may come from other managers within CAFOD or its partner organisations. This post line manages up to three members of the Emergency Response Team, including the option of shared management with a country office of an Emergency Response Officer (ERO) based in the in Nairobi or Harare. The role has no permanent budget responsibilities.
