Government Partnerships Officer, Consultant

Duties and Responsibilities:

Under the direct supervision of the Country Director, the incumbent will be responsible for the following duties:
Support the Country Director and lead on donor strategy;
Lead the partnership unit and supervise other partnership officers;
Lead donor visits and manage relationships with the donors;
In coordination with Country Office units, prepare funding proposals and reports as requested;
Analyse and keep abreast of activities, political and social events of UN and other multilateral bodies/governments that may impact on WFP activities and programmes;
Initiate opportunities for strategic partnerships on new projects and innovations, within WFP and externally;
Coordinate inputs to be provided by relevant WFP units responsible for emerging issues for discussion with member states, UN agencies, other multilateral entities, NGOs. Ensure that WFP positions are properly explained and taken into account in decision making, publications and reports by partners and stakeholders;
Receive and screen publications and other documents to ensure timely action is taken within the established deadline;
Prepare presentations and briefing materials for the Country Office management for use on official meetings;
Support management office with drafting of official communications to various stakeholders;
Maintain coordination and liaison with the Government Partnerships Division and other Government Partnership offices with regards to donor relation and fund-raising activities;
Perform other related duties as required.

Minimum Qualifications:
Education:
Advanced university degree in Political Science, International Development, Development Economics, Journalism, International Relations, Communications or other relevant field, or First University degree with additional years of related work experience and/or training/courses.
Experience:
At least six (6) years of relevant professional experience in private partnerships management in the humanitarian operations or field-based development cooperation is desirable.
Language:
Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language would be an added advantage.

Demonstrates ability to formulate and maintain strong relationships and develop networks with appropriate stakeholders. Leads in implementing identified strategy to raise the profile of WFP, build relationships;
Maintain strategic and liaison with a broad range of internal and external partners. Engages in mutually informative discussion with partners and influencers that strongly positions WFP and leadership;
Highly developed judgement and tact to deal with highly confidential and sensitive matters;
Hands-on relevant experience in the UN or INGOs is desirable.
