ORGANIZATIONAL CONTEXT AND SCOPE
In support of institutionalizing and mainstreaming gender equality and women’s socioeconomic empowerment, the Federal Government of Somalia’s (FGS) Ministry of Women and Human Rights Development (MoWHRD) has developed a draft National Gender Empowerment Strategy (NGES). To accomplish this, the MoWHRD consulted with various stakeholders including government officials, community representatives, women’s rights organisations, civil society organizations (CSOs) and international organizations. An implementation plan for the NGES has also been developed, identifying seven priority areas: (1) Economic Empowerment; (2) Health; (3) Education; (4) Political Participation; (5) Ending Violence against Women; (6) Women, Peace and Security; and (7) Access to Justice. As the NGES is set to be operational for a duration of ten years once passed, its effective and efficient implementation will require collaboration and cooperation of stakeholders at all levels.
IOM Somalia has implemented a series of programmes aimed at providing sustainable socioeconomic opportunities for youth at risk and ex-combatants, including women. These programmes deliver skills-based training, rehabilitation, and reintegration support to these vulnerable populations, as well as provide capacity building support to federal and regional governments. IOM Somalia has thus been provided funding by AfDB to support the development and design of a comprehensive strategy document, including action plan, on the NGES priority area “Economic Empowerment”, which will be attached to the NGES as an annex. The selected Service Provider will develop this strategy document. The annex will clearly but not exclusively:
Outline the current political, social, and economic context for women in Somalia;
Detail existing national economic legislation, particularly with a gender consideration;
Identify context specific and practical opportunities for enhancing women’s participation in the private sector and other approaches to expand income generation opportunities for women;
Identify reasonable and sustainable national targets for improving women’s economic empowerment as per a concrete theory of change;
Identify and categorize various stakeholders and assign responsibilities to them as appropriate.
To accomplish this, the Service Provider will conduct a range of activities including a literature review and field research on the socioeconomic background of Somali women and current women’s empowerment operations, as well as provide context specific analysis encompassing the economic, social, and political context. Furthermore, the Service Provider will facilitate independent and group consultations amongst national and international stakeholders, with an aim to reach general consensus on the final strategic document.
Finally, the consultancy will also include a capacity building component, with the Service Provider leading a thorough training for government officials and other stakeholders on the newly developed strategy document once it has been completed and approved. Training will take place in Somalia at locations to be determined.
Responsibilities and Accountabilities
The Service Provider agents will report directly to the IOM DDR Project Manager (PM) under the general guidance of the IOM DDR Coordinator. The PM will provide some relevant background documents to supplement the Service Provider’s research. Otherwise, the Service Provider is expected to be able to work independently and support themselves. The key tasks of the Consultant will include:
Comprehensive literature review of related materials;
Inception report outlining the proposed methodology, research tools, stakeholder engagement, etc.;
Mission report after completion of field visit to conduct research and consultations with stakeholders;
Annex on Economic Empowerment, attached to the NGES;
Pre-training report on proposed curriculum, methodology, and schedule;
Training for government and other stakeholders on the Annex;
Post-training report summarizing training activities, recommendations for future government activities, and outlining necessary follow-up items for IOM.
As needed, provide advice on gender consideration pertaining to other IOM Somalia DDR projects.
Deliverable and Associated Payment

Required Qualifications and Experience Education
Master’s Degree in gender studies, international development, political science, or a related field; PhD will be an advantage.
Experience – At least 8 years of organizational experience in gender policy development at the international level. Experience related to Somalia an advantage;
Proven experience providing capacity building training for government. Experience related to Somalia an advantage;
Superior research, analysis, and writing skills;
Experience collaborating with high level government officials;
Fluency in English is required; working knowledge of Somali a strong advantage.
