Job description
Background
The Civil Aviation Authority (CAA) of an East African nation has contracted Frontier Services Group (FSG) to provide Airport Management Services (AMS) at an their international airport called the Airport throughout this job description. Under the agreement the airport staff are employed by the CAA with oversight and management by FSG and the Board of Directors of the Airport.
Statement Of Purpose
The Airport General Manager (AGM) is key to the delivery of the Airport Board’s commitment to operate the airport safely, efficiently, commercially and at all times in full accordance with the requirements of the CAA and other regulators and to work with all stakeholders.
The AGM is accountable for the day to day management of the Airport’s staff, business, and airfield operations.
The AGM will exhibit a high standard of leadership and will demonstrate the Company’s commitment to being a good employer which is customer focused and conscious of the needs of its stakeholders.
The AGM will identify and exploit local opportunities to develop the profitable commercial business of the Airport.
Key Responsibilities:

To ensure the safe and compliant operation of all activities undertaken at the Airport at all times.
To be the outward face of the Airport and under the direction of the FSG, to assist in developing and maintaining positive relationships between the Airport and its stakeholders including operators, tenants, control authorities, elected representatives, local media, business partners, regulators, local communities, local authorities, development agencies, government and public sector bodies and members of the public
Responsible for improving the airport’s image and managing external stakeholders.
Responsible for promotion & marketing of the airport, business development and growth.
To provide day to day management and leadership to the Airport’s Management Team and staff.
To develop the Airport’s Business Plan, Annual Budget and target plan.
To support FSG in delivering the Business Plan, Annual Budget and capital investment budget.
To foster strong relationships with established and potential customers with a view to increasing the value of Airport sales to all aeronautical and commercial customers, concessionaires, tenants and users.
To be the principal first point of contact at Blackpool for potential new customers, tenants, developers and others.
To support FSG in the development of new and innovative products to represent an increasing proportion of the Airport’s turnover.
To support FSG in overseeing and providing day to day guidance to the operational teams in their provision of safe and efficient airport operations.
To provide and obtain support and guidance from CAA in financial, HR, commercial, development and other matters as necessary.
To ensure compliance with the Airport’s Integrated Management System including the:
Safety Management System;
Environment Management System and Quality Management System.
To support the maintenance, development and promotion of work place cultures which deliver sustainably high standards of:
Staff, public and Airport-wide health and safety;
Risk awareness and mitigation;
Communication and reporting of all safety and risk related events and assurance measures.
Keep the contents of following systems, procedures and orders up-to-date, relevant activities:
Airport Emergency Orders;
Aerodrome Manual;
Manual of Air Traffic Services
Operational Safety Instructions;
Safety Procedures Manual;
Airside Safety and Reporting Systems.
To support FSG to ensure that activities performed on the Airport estate including those of tenant organisations, comply at all times with legislation.
To hold managerial responsibility for the development and motivation of employees to deliver high standards of efficient customer service.
To support the FSG’s role of initiating, undertaking and concluding negotiations with employee groups including Staff Representatives and Trade Unions as well as
Government agencies and external bodies.
To support the FSG’s preparation of monthly Finance and Business Performance and Safety Reports and Board packs.

General
The position of Airport General Manager is based at the Airport. However, travel to other sites overseas may, from time to time, be required.
The position of AGM requires that all aspects of the Airport’s business is understood and regularly observed. This will require attendance during weekends and during anti-social hours.
