Specific Duties and Responsibilities.
Program Management:
Take overall responsibility of the livelihood and resilience projects of OSA Ishiara parish.
Take lead in the design and/ or re design of the Resilience and livelihoods projects
Provide ongoing leadership to the team and oversee implementation and coordination of activity plans to ensure targets are met.
Provide ongoing support to staff and partners through training and guidance.
Leading ongoing resilience project assessments to guide the resilience project programming in Order of S t Augustine, Ishiara parish project strategy to meet the needs of Ishiara beneficiaries.
Ensure updated log frames, result frame works, budgets, costed work plans and procurement plans are in place and properly stored as per relevant guidelines. Grant Management
Ensure that the grant agreements and up to date addendums are in place
Ensure project quality assurance and compliance to the donor/Partner requirements in project implementation (develop and maintain work, spending and procurement plans for multiple projects.)
Ensure adequate monitoring systems are in place which can be used to demonstrate project impacts and inform on-going program design.
Ensure that all internal and donor reporting requirements are met and that reports are of high quality and submitted on time.
Ensure projects reports, both narrative and financial reports are compiled and submitted on monthly, quarterly and annually basis to the funding donor through the OSA Ishiara parish project manager in a timely manner.
Ensure transparency, efficiency and accountability in program design, implementation and procurement.
Provide accurate programme forecasting on a quarterly basis and ensure timely completion of projects activities as forecasted. Capacity Building
Lead the team in designing and overseeing implementation of staff training plans.
Provide technical guidance on resilience trainings including marketing, resilience basics and key resilience resources for partners, community members and service providers
Work closely with the county line managers (Ministry of Agriculture and livestock, Nutrition, community health and agronomist) to ensure that staff are well trained on resilience and support the community
Coordination and Networking
Work with partners, government and other NGOs and government agencies to establish appropriate systems to ensure beneficiaries can access services in a timely and confidential manner.
Develop and maintain effective relationships with stake holders including community leaders, NGOs, Government agencies to enhance multi- agency and multi sectorial cooperation and coordination.
Participate in Ishiara level coordination meetings to represent the program.
Ensure resilience response and prevention is incorporated into other sectors and adaptation activities, through trainings, advocacy and mentoring support.
Lead on the development of advocacy materials and campaigns at Ishiara, county and national level to ensure the needs of beneficiaries are addressed in Ishiara.
Regular review and sub mission of consultants’ reports, training reports, assessment reports, staff reports, timesheets, mileage sheet, procurement plans, expenditure reports to the OSA-Ishiara parish project manager for quality assurance.
Partnership
Coordinate review meetings with the resilience/livelihoods implementing partners on regular basis.
Oversee sharing of technical expertise on resilience response and prevention and best practices
Coordinate and organize regular resilience coordination meetings with the resilience working group.
Monitoring and Evaluation
Ensure that monitoring and evaluation frame work is in place, reviewed and approved on quarterly basis
Ensure that projects evaluations, data collection and relevant assessment are accomplished in a timely and efficient manner.
Ensure timely preparation of monthly progress updates as agreed with the donors and other working partners.
Promote and undertake the documentation of good practices and synthesis of lessons learned, and ensure that these are reflected in improved training and management tools.
Support the Monitoring officer and community resource persons in obtaining and documenting success stories, new articles, inputs to newsletters, websites etc.
· Qualifications and Experience:
Bachelor’s degree in a relevant discipline e.g. social science/work, nutrition, environment, public administration, international development policy, Community Development, Water and sanitation, engineering, or equivalent, MASTERS or its equivalent to social sciences, humanitarian and related courses will be an added advantage.
At least 3 years of work experience related to development programmes and/or projects, with national/international agencies. Experience in Project Management will be an asset; working experience in community based projects/ activities in Arid and Semi- arid areas and DFID projects will be an advantage.
Excellent organizational skills with demonstrated ability to work independently, handle a variety of concurrent activities, rank priorities, organize work efficiently, and deliver assignments in a timely manner often under time constraints;
Ability to communicate effectively, in writing and orally, in English;
Computer skills in MS Office.
Strong analytical and practical problem-solving skills.
