Duties for the Monitoring & Evaluation Officer Job
Support the programme team in the development of a specific M&E framework for each project, with technical inputs by the Technical Advisor ensuring successful implementation of the project performance monitoring plan.
Oversees the collection of and reporting on impact, output, outcome and program management indicators required by the organization and donors, in collaboration with partners, Grants officer and project staff.
Ensure that programmes have an appropriate and effective M&E systems and procedures that meet Sphere and other minimum standards.
Ensure that accountability to beneficiaries (downward accountability) and their involvement at every stage of the project cycle is the critical lens though which an M&E framework is designed
Ensure adherence to compliance of M&E methodology and systems using developed tools and indicators.
Support the project & management staff on monitoring, reviewing and evaluating the effectiveness, impact and direction of the Emergency/Early Recovery programme
Support the project teams on regular monitoring of the M&E framework for each project and alert the Program Coordinator, Program Manager and Country Director to any shortcomings or concerns via a monthly M&E report
To develop a simple activity mapping methodology for use by field teams, including the capture and presentation of basic information on activities (location project name, Donor, photographic evidence, implementation dates etc.)
The MEAL Officer will be involved in ensuring timely collection, compilation, recording in the HMIS database and transmission of data to Program Coordinator and other relevant stakeholders for analysis and action.
Actively follow-up health facilities to ensure that data is received on time, having been verified by the relevant coordinators for accuracy and quality and will raise queries with regards to any obvious gaps or anomalies.
Review and ensure proper data entry at all levels of the health programme and will ensure that each unit has clearly maintained documentation of health data in hard copy registers and reports.
Monitoring & Evaluation Officer Job Requirements
Masters degree or minimum a Bachelor’s degree on Public Health Health, Development Studies, Monitoring and Evaluation.
At least 3 years of experience in the monitoring and evaluation of development and humanitariant projects.
Proven technical skills in data management, M&E and assessment with experience related to monitoring and evaluation of projects with a humanitarian emergency response focus required.
Additional skills/experience in one or more of the following technical areas: health services delivery; health systems strengthening; child health/nutrition; education, livelihoods, or capacity building.
Strong understanding of institutional donor rules and regulations for Quality and M&E.
Knowledge of remote management M&E design and quantitative and qualitative evaluation techniques.
Ability to develop effective working relationships with project staff and implementing partners at all levels.
Strong organizational and interpersonal skills.
Strong oral and written communication skills in English.
Strong computer skills and a working knowledge of statistical software
