The officer will assist in achieving the overall objective of the procurement / Supply Chain department. The officer will assist to;-(a) maintain and update standing lists of registered suppliers/ contractors and consultants;(b) prepare, publish and distribute procurement and disposal opportunities including invitations to tender, pre-qualification documents and invitations for expressions of interest;(c) co-ordinate the receiving, opening and evaluation of tenders, quotations and proposals(d) maintain and archive documents and records of the procurement and disposal activities for the required period;(e) prepare procurement reports and submit to PPRA reports required under the Act, Regulations and guidelines of the Authority;(f) monitor contract management by user departments to ensure implementation of contracts in accordance with the terms and conditions of the contracts;(g) prepare consolidated procurement and disposal plans;(h) carry out supplier evaluation and periodic market surveys;(i) Sound management of stores and conduct periodic / annual stock taking;(j) Processing of supplier invoices, delivery and inspection certificates for timely payments;(k) carry out any other functions or duties as may be assigned from time to timeQualification & Experience• Bachelor’s degree in Procurement, supplies and logistics• Professional Diploma in Supplies Chain Management,• At least 3 years’ experience in relevant field• Computer literacy and familiarity with ERP applications.• Strong communication, analytical and organisational skills• Membership with a procurement professional body• Supplies practitioner’s licence will be an added advantageSkills and Competencies• Able to uphold and respect procurement ethics and to conduct procurement activities with integrity.• A team player who demonstrates patience, honesty and flexibility.• Be willing and able to meet tight deadlines and work long hours when required.• A self-starter, who is able to plan and manage his/her own work, takes initiative and strives to meet deadlines.• Working knowledge of public procurement laws, regulations and procedures.• Excellent negotiation and analytical skills.
