Project Summary: The project objectives are geared to support and strengthen the current USAID/Kenya East Africa strategy in meeting day to day information needs in order to make informed program management decisions, as well as to provide substantive support with qualitative, quantitative, and analytical information to assist in continually assessing and evaluating the Mission’s development hypothesis. It also assists the Mission with its public education goals by providing qualitative and anecdotal evidence on the effects of projects on the lives of individual beneficiaries.
Position Summary:
The Nairobi-based, full time Senior Analysis M&E Advisor will work as part of a team designing and overseeing (and delegating, as appropriate) evaluations, analyses, and assessments, and the development, revision and maintenance of Mission and IP PMPs. Different team members may take the lead on activities, but the M&E Advisor will check quality and maintain good processes.
Responsibilities:
Oversee production and ensure quality of all assessments, data, analytical reports, and evaluations, including the testing of the development hypothesis.
With the Chief of Party, oversee development of the Mission PMP and all implementing partner (IP) PMPs to ensure ADS 203.3 compliance and alignment with new initiatives; training of USAID staff and IPs in performance management concepts and processes; standardization of partner PMPs, work plans, and quarterly reports; and verification of partner data quality.
Periodically review and discuss indicators and reporting with IPs and COR/AORs, and help operationalize indicators by assisting USAID Technical Teams with definitions, data collection, and data analysis.
Assist Technical Teams to review and revise the intermediate results in their results frameworks, as necessary, for more effective implementation and monitoring.
Periodically review and discuss indicators and reporting with IPs and COTR/AOTRs, and help operationalize indicators by assisting USAID Technical Teams with definitions, data collection, and data analysis.
Provide technical assistance and training, as needed, for USAID, IP and GOK staff (to the extent they are involved in USG projects).
In collaboration with the project recruiter, assist in finding stellar short-term team members.
Assist in the capacity development of the national M&E staff.
Other duties, as assigned by the Chief of Party.
Qualifications:
At least 10 years of international experience in the design and management of evaluations (impact and performance), analyses and assessments, including the design of the evaluation methodology, participatory data collection methods and protocols, and data verification techniques
At least seven years of demonstrated experience developing performance management plans, monitoring project implementation, and verifying data from large development projects
A graduate degree in the field of evaluation, international development or a related technical field
At least seven years of experience recruiting, forming and successfully managing teams, and ensuring the quality of their products
Excellent American English writing skills and speaking ability
