The Technical Program Manager will be a member of the Kenya Country Program reporting to the Senior Strategic Information and M&E Advisor, as well as a member of PATH’s Global Digital Health Solutions program. His/her job will be to work with the HIGDA project team to execute the Kenya Health Enterprise Architecture and increase the capacity for the country to sustain the health information system components. The successful candidate will foster relationships and demonstrate success working through government of Kenya systems and structures to build and strengthen leadership, governance, management and institutional capacity.This position is a blend of hands-on systems analyst, methodology developer, and teacher/mentor requiring applied skills in systems thinking, learning systems, systems analysis, and multicultural group facilitation. This position, based in Nairobi, Kenya requires the ability to travel at least 30% of the time, with continuous periods of up to three weeks possible.Duties And Responsibilities IncludeLeadership & Governance. Actively support intra-government convening to establish guidelines, review data systems, and oversee adherence to eHealth strategies and standards.Infrastructure. Maintain landscape of national and county level infrastructure regarding availability of existing systems, electricity, connectivity, server hosting capabilities, IT development capacity, and maintenance support for various levels of the health system.Strategy & Investment. Articulate vision for digital health for the country, building a case for action, and align donor investments through technical contribution to concepts and proposals.Policy & Processes. Assist national policymakers in adoption of evidence-based policies that strengthen eHealth and data use systems.Standards & Interoperability. Foster harmonization of national M&E framework, interoperability architecture, and technology standards to improve health system performanceServices & Applications. Promote PATH’s user-centric design methodologies for service and applications. Ensure endorsed data platforms have strong technical project management and change management support.Workforce. Catalyze efforts to grow qualified technical staff in the region (e.g. software design, development, project management, and ICT support). Build capacity for data use at each level of the health system through the establishment of peer-networking, mentoring, and other methods. Required ExperienceMaster’s degree in public administration, business administration, management information systems, or computer science; Ph.D. degree preferred. At least ten years of combined professional experience in at least two of the following industries: IT management consulting, corporate IT, or equivalent information system design, development, and administration
