Grants Manager

Job Summary: The Grants Manager will be responsible for overseeing and managing the subawards that are expected through this project.
Essential Responsibilities
Collaborate with technical team to develop and publicize solicitations.
Coordinate the review of applications – including review of organizational and eligibility requirements, managing application evaluation meetings, and communicating results back to applicants.
Assess subrecipients’ organizational capacity, including but not limited to the technical and financial capacity, internal controls, risk analysis and establish risk mitigation plans.
Develop and negotiate subaward agreements (and later subaward modifications, as needed) with selected subrecipients, ensuring compliance with donor and organizational policies.
Coordinate subaward kick-off meetings.
Identify and provide subrecipient administrative and technical capacity development as needed. Monitor subrecipient capacity progress, including evaluating internal control systems over time, timely submission and review of required milestones/reports.
Develop and maintain Field office standard operating procedures which align with IMC’s organizational policies that relate to subaward management.
Coordinate and track subaward monitoring efforts by IMC, including but not limited to: review of regular technical/program and financial reports, site visits, monitoring and capacity building plans.
Monitor the subrecipient compliance with the subaward terms and applicable donor requirements. Advise relevant staff and management on compliance issues.
Maintain regular communication with subrecipients regarding required compliance, reporting, and modification requirements.
Ensure regular reporting on subaward programs.
Build IMC staff capacity by training them on subaward management, country/donor regulations, and IMC’s procedures (including but not limited to Subaward Management and Contract Review/Signatory Authority protocols, as needed).
Establish and maintain key country office subaward files. Special attention should be given to key documentation, including but not limited to, the subaward agreement, selection and negotiation memo, risk assessments, modifications, key correspondence, donor approvals and other relevant documents.
Assist with subaward close out and internal audit reviews
Qualifications:
An advanced degree in a related business administration or finance field.
At least 7 years of experience working as a grants manager or related field, experience as a grants manager for a development and/or health program preferred.
Demonstrated experience being responsible for ensuring that there are systems and internal controls in place to effectively manage, monitor and report on sub-awards, including being responsive to all Department of State regulations and requirements.
Prior work experience in Kenya and the East Africa region highly desirable.
Prior work with Key Populations preferred.
Strong verbal and written English communication skills required Kiswahili preferred.
