HSSE OFFICER

The purpose of this role is to perform the duties of the HSSE Officer for Great Lakes Ports Limited. This position is accountable for leading, developing and maintaining effective HSSE strategies and policies.

Key Responsibilities
Safety • Performs various duties and activities related to fire prevention and fire fighting: • Maintains all fire fighting equipment to a high standard and ensures equipment is always in good working order. • Conducts fire prevention inspections in the port buildings and areas in accordance with fire prevention regulations. • Inspects all fire equipment and keeps records of inspections. • Coordinates mutual fire protection plans, emergency responses and other department activities with surrounding jurisdictions, other departments and organizations. • Responds to all emergencies in the port and renders assistance. Responds as an Emergency Team member to fire, oils spill or other incidents in the port or surrounding area. • Participates in oil spill or other hazardous materials clean-up and deploys specialist equipment. • Investigates the causes of fires, or other hazardous situations. • Conducts fire fighting training, if required, for designated personnel. • Performs various duties and activities related to safety responsibilities for the port: • Conducts safety inspections of work areas, advising supervisory personnel of observed safety hazards, violation of safety rules and regulations, and prepares safety inspection reports for the head of department. • Advises supervisory personnel of appropriate personal protective equipment for workers. • Ensures safety rules are posted in conspicuous locations, per local law. • Investigates work related injuries, following trends, conducting thorough investigations, and recommending various solutions, including better communications, training, modifications to work methods or equipment, and the like. • Keeps records of all inspections and investigations, for both fire and safety matters. • Assists with training instruction for company personnel in health/safety related areas. • Assists security in patrolling, observing safety and security hazards or violations, throughout company property and premises. Security • Provides supervision and direction for the Security staff • Advises all shifts on current issues affecting the security of the port. • Prepares shift schedules for the security section. • Supervises the shifts by conducting routine patrols of the port. • Interacts with the appropriate police, CID and civil defence authorities. • Provides advice to department heads on issues relating to security. • Assists the in investigating accidents or other security related incidents • Evaluates potential risks to personnel or the port and advises manager. • Responsible for authorizing and distributing gate passes to the port areas. • Investigates reports of incidents involving theft from and security of the port. • The position is one which is expected to supervise deliverables on an ongoing operational basis to ensure that safety & security standards are communicated & complied with by all terminal users.
Normally the position is expected to follow existing procedures while being called up to suggest recommendations for improvement
Who we are looking for
• Requires completion of secondary school and vocational instruction and/or college degree in safety management, environmental science, police science NEBOSH or related discipline. • Requires at least five years of safety experience, either in the public or private sector & at least two years of supervisory experience. • Requires an understanding of fire fighting and rescue techniques. • Must have in-depth knowledge of security procedures for buildings and perimeter security. • Requires an understanding of chemical hazards and hazardous materials and the corresponding appropriate handling of them. • Must have a full understanding of preventative security measures. • Requires full understanding of local safety laws and regulations. • Requires an understanding of international standards of safe work practices for the industry. • Requires an understanding of work injuries, the investigation process to determine cause, and the process to assess practical solutions. • Must be able to handle heights and enclosed spaces. • Must be able to work in extremely hot and dusty conditions, and occasionally, conditions of high levels of noise. • Must have extensive knowledge in investigative procedures and report-writing. • Requires the ability to communicate both in English & the local language. • Requires excellent organizational skills, including planning, directing, and monitoring activities. • Requires good problem-solving skills, with an ability to define the problem, examine solutions, and select the best solution, and this must be done at times immediately under stress • Requires ability to remain calm, but able to direct others, in times of emergency.
