Job description
IntraHealth seeks a Human Resources for Health (HRH) Advisor for an upcoming Global USAID HIV/AIDS bid, Meeting Targets and Maintaining Epidemic Control (TMEC). The purpose of TMEC is to achieve and maintain epidemic control through strategic technical assistance (TA) to improve HIV case finding, treatment, and prevention programming in PEPFAR-supported countries. The HRH Advisor will work closely with the HSS Team Lead to develop an approach for strengthening the health workforce and oversee the design, implementation and monitoring of activities related to building and strengthening health workforce policies and systems. This position will be based in Nairobi, Kenya with up to 40% travel expected.
Essential Functions
Develop the HRH approach for TMEC to strength the health workforce.
Build capacity of country counterparts, institutions and entities to adapt and apply evidence-based workforce performance and support methodologies and systems to meet their health workforce challenges.
Promote data-driven practices to improve retention, motivation and productivity of the health workforce, including supportive supervision strategies.
Lead the development and/or adaptation of tools to guide and support country level interventions to strengthen the health workforce including Workload
Indicators of Staffing Norms (WISN) and other models.
Engage stakeholder groups to carry out or contribute to health workforce assessments and gap analyses at the country level and work to strengthen their capacity to use the results for evidence-based workforce planning and strengthening.
Promote the understanding and importance of the health workforce as a critical component of health systems strengthening.
Provide technical assistance in building capacity to conduct and apply HRH analytics and to develop and implement retention strategies.
Provide technical assistance in advancing data-driven assessment, design, and implementation of HRH programming for health service delivery.
Support the planning, development, implementation and evaluation of project activities and/or studies that address health workforce issues including increasing the productivity of health workers, addressing absenteeism, task delegation, job aids, incentive systems, and quality management applied to HR systems.
Support the HSS Team Lead in the development of global strategies for knowledge sharing and technical leadership, contribute to capacity building within the team, and engage in activities with stakeholders, donors, and partners.
Education/experience Requirements
Master’s degree in Health Systems, Public Health, Human Resources for Health, Policy or Public Planning.
At least 8 years of experience in a technical support/advisor role.
In-depth knowledge of workforce strengthening and human resources content areas such as HR planning, recruitment and retention.
Demonstrated knowledge of health workforce data sources. Experience with Human Resource Information Systems (HRIS) preferred.
Proven ability to assess and manage complex activities simultaneously in a time-sensitive environment meeting competing deadlines.
A minimum of 5 years of work experience on USG funded projects.
Ability to work as an effective team member in a complex and fast paced environment.
Proven interpersonal skills and ability to interact professionally with diverse people, clients and consultants.
Demonstrated ability to effectively lead programs or projects.
Strong verbal and written English language skills with experience in report writing and presentations to large and diverse stakeholders.
Computer literacy in Word, Excel, Power Point.
