As part of its DRR strategy, Practical Action is implementing a 3 year project in Turkana County titled ‘Promoting Pastoralist Resilient Livelihoods’ with a strong theme on building the capacities of local communities on disaster risk reduction planning and mitigation. In addition, the project rides on and emphasizes community driven resilience initiatives supported by early warning systems and livelihoods diversification.
The project seeks the services of a qualified DRR Policy Analyst and Planning Facilitator who will undertake rapid disaster risk reduction policy analysis with regards to national and county government frameworks and community risk reduction planning and development; in addition to facilitating grassroots community DRR planning.
The consultancy will be for a period of 3 months and will involve the following specific tasks:
Carryout current stakeholder mapping of DRR stakeholders in Turkana County
Undertake desktop review of disaster risk reduction policies, strategies, action plans and work plans for national and Turkana county government that have direct impact on community DRR planning
Analyse policy gaps between county government planning and community DRR planning, development and monitoring
Provide policy recommendations that will strengthen DRR planning and development at the community level
Review existing DRR community facilitation modules in line with the local beneficiary contexts of Turkana county
Facilitate community DRR planning processes by way of training, mentorship and strategy development
Draft community DRR plans
Organize and facilitate stakeholder validation of community DRR plans
Induct staff on the principle and practice of community managed disaster risk reduction
