Key Deliverables
The following are key deliverables for the consultancy:
Develop an inception report with a detailed execution plan for conducting the endline evaluation. The inception report is to detail the methodology, data collection tools, and a clear work plan for the exercise.
Final evaluation report detailing the findings of the project based on OECD/DAC evaluation criteria and/or any other appropriate methodology. This report should include challenges, recommendations, and lessons learnt for adoption in future programming.
At least three impact stories Timelines The consultancy is expected to take fourteen working days from the date of contract execution.
Qualifications
The consultant should have expertise in community policing, law enforcement, conflict resolution, or community engagement and provide sample reports of similar consultancies conducted. Consultants with the following key qualifications and competencies are highly encouraged to apply:
Functional Competencies
The applicant(s) in the consultancy firm should possess the following:
Expert knowledge of human rights, legal framework, health, and the law.
Experience in conducting evaluations for human rights, democracy, governance, and policy reforms assignments.
Experience in the legal framework for CPCs and bottlenecks in the implementation of CPCs will be an added advantage
Ability to research and write at a high level
Ability to research and conduct interviews with key informants; and
Experience in the use of mobile data collection, data analysis, and data visualization softwares.

Education
The lead consultant should have a minimum of a master’s degree in law, statistics, gender, or other relevant social sciences.
Minimum of 5 years’ demonstratable experience in research, conducting similar evaluations.
