Purpose of the Job
To plan, organize and direct the maintenance work section of the Sewerage Section; ensures that wastewater facilities are maintained in compliance with all regulations, standards before being released to the rivers, and reporting requirements associated with regulatory agencies.
Main Duties and Responsibilities
Managerial Roles and Responsibilities
Plan, assign, schedule, supervise, and evaluate section supervisors of the wastewater treatment plant.
Provide technical assistance for planning, designing, constructing and maintaining wastewater facilities and collections systems.
Organize and direct staff on the day to day activities;
Prepare and administer budget for assigned sections of the wastewater treatment plant;
Review performance of direct reports;
Identify training needs for direct reports;
Participate in the recruitment of staff within the department;
Mentor and coach staff
Operational Roles and Responsibilities
Ensure that the quality of wastewater effluent satisfies discharge requirements established by regulatory agencies;
Participate in the preparation, review and submittal of periodic reports to the Board and the related agencies regarding wastewater collection, treatment and disposal;
Implement an asset management program to minimize unexplained repair and replacement and ensure reliable operation of wastewater collection systems, treatment facilities and equipment;
Ensure that the coverage of people connected with sewer increases each year and to extend the sewerage coverage every year by carrying out projects through internally generated funds or from the County government or donors;
Ensure compliance with safety regulations required by NEMA;
Coordinate and administer the laboratory, regulatory and environmental compliance and monitoring activities of the section;
Meet with outside agencies and customers to resolve water quality issues
Attend industry committee meetings and hearings related to environmental issues for land and water quality;
Safeguard all equipment’s and assets against loss and damage;
Ensure that waste water is properly treated before being discharged into the river.
Perform any other duties as may be assigned.

Knowledge and Skills Required:
The jobholder must possess:
A Bachelor’s degree in Civil/Water Engineering or any other related field;
A minimum of 8 years’ in related work experience, with 3 years of this in Senior Management;
A Certified member of the Institute of Engineers Kenya.
A Masters degree in related field will be an added advantage
Must have demonstrated ability to handle departmental budgets, resources,
processes, projects and relationships
Should have thorough knowledge of the relevant industry/sector as well as knowledge of regulatory requirements affecting the relevant sector
Must have ability to plan, organize, implement and evaluate departmental goals
Must demonstrate ability to handle multiple and conflicting priorities, and work under strict deadlines.
Should have strong analytical and be result oriented
Must have high standards of integrity and ethical practice
Must be capable of functioning effectively both as a team player and a team leader
Must have management and Leadership skills
Must have ability to accurately plan work assignments, prioritize tasks and deliver deadlines
Should have problem solving and decision making abilities
Should be an effective communicator with the ability to handle both internal and external communication
Should demonstrate ability to identify and respond to risk areas within the department
Should have effective people management and conflict resolution skills
Must have knowledge in use of MS office packages
