Chief Information Officer Job Responsibilities
Work requirements and tasks will be guided by the laid down policies and procedures which are reviewed periodically and fall broadly in the following Key Responsibility Areas (KRAs):
Financial
Approve, coordinate and control all projects related to selection, implementation and maintenance of information systems and installation of major information systems for the affiliate.
Provide advice on evaluation, selection, implementation and maintenance of information systems and ensure appropriate investment in strategic and operational systems.
Review all hardware and software acquisition and maintenance contracts, soliciting involvement and participation of other management team members as appropriate.
Develop and maintain corporate policies and standards aimed at maximizing effectiveness and minimizing costs related to the acquisition, implementation and operation of IT systems.
Develop, when possible, master purchase or lease agreements for hardware, software, maintenance and telecommunication services.
Lead on ICT strategic sourcing, procurement development, co-ordination, implementing the procurement strategy and developing a sustainable fit for purpose service, ensuring that this is supported by a set of cost-effective external service contracts which are managed successfully.
Develop and monitor approved annual operating and capital budgets for information and technology systems.
Maintain contact with IT suppliers and maintain knowledge of current technology, equipment, prices and terms of agreements to minimize the investment required to meet established service levels.
Policy Development
Responsible for the technology vision and planning process that will regularly evaluate existing technology, information systems and staffing, research new solutions and technologies and recommend changes.
Develop and enforce policy and procedures to ensure the protection of the affiliates IT assets and the integrity, security and privacy if information entrusted to or maintained by the affiliate.
Recommend changes to software applications based on analysis of their impact to all users’ requirements.
Systems Administration/Reporting
Develop and maintain system recovery plan.
Oversee the development, maintenance, and communication of systems documentation, policies, and procedures.
Ensure that all information systems and networks operate according to internal standards, external accrediting standards, regulatory and legal requirements.
Training
Supervise the development and maintenance of user documentation, including complete user manuals, FAQs and help files.
Communicate IT plans, policies and technology trends throughout the organization, including management groups and staff.
Develop, implement and maintain comprehensive user training program. Provide directly or arrange new user training and advanced training for existing users.
Qualifications for the Chief Information Officer Job
Master’s degree in Business or Information Technology
Bachelor’s degree in Technology – Information Technology, Business IT, Computer Science or equivalent
Relevant ICT Professional Certification(s)
Membership in an ICT professional body
At least five (5) years’ experience in transforming and managing significant ICT services in a large organization
An understanding of ICT strategy, business technology and its application at all levels
Experience in mobile payment technologies and financial products in East Africa will be a principal advantage
Experience in rolling out financial products to market and sustaining their performance is a requirement
Experience in costing and achieving return on investment in new products/ services
Experience in managing teams is a requirement
Key Competencies
Knowledge of operational characteristics and requirements of computer hardware and peripheral equipment
Knowledge of programming languages, database management systems and applications
Good Networking across the Industry
Experience of working in partnership with others, internal and external to the organization, to deliver an effective ICT function
Resilient and persuasive
