Responsibilities and Accountabilities
Management and Coordination
Under the auspices of the HECA Regional Director, heads the Program Management Unit (PMU) and is therefore responsible for the supervision and cohesion of the overall Program implementation in a successful, timely and qualitative manner.
Ensures good coordination and communication between the 3-different country – based Program Teams, makes link between the three Program Managers (PM) based in countries, generates energy and feed relationships between the countries, the grant holder (Oxfam Belgium), the OI HECA Regional Platform, OI Global Humanitarian Team (GHT) and the other Oxfam affiliates involved
Together with the Program Teams, is responsible for the definition and implementation of realistic and coherent work plans
Ensures compliance with the requirements of the donor, and ensures that the conditions in the MoUs between Oxfam Belgium and Oxfam in countries are met
Is responsible for the consolidation of interim and final reports as well as the proper monitoring and achievement of agreed outcomes and targets
Ensures narrative and financial progress reports are of good quality and comply with Oxfam’s standards and the donor’s expectations and requirements. He/she will coordinate the production of narrative reports, produce the consolidated version and check the coherence between the narrative and the expenses.
He/she coordinates the required inputs from all parties involved in the Program including the Oxfam Programs in Burundi, Tanzania and the DRC, the Global Humanitarian Team (GHT), local and national actors and other stakeholders;
He/she will coordinate cross – learning between the Oxfam Programs in Burundi, Tanzania and the DRC, the regional platform and GHT and institutionalize harmonized
best practices and produce documentation of evidence and learning;
Thematic Guidance
As the Program focuses on DRR, the Program Coordinator is also expected to steer the three country teams on DRR thematic areas, supported by the DRR Global Adviser based in Brussels. He/she:
Brings thematic support to the Program implementation and supports gathering and sharing of good practice among country Programs integrating Disaster Risk Reduction with the support of the DRR global Adviser
Contributes to provide strategic analysis and guidance on DRR at regional level.
contributes to the development of emergency response strategies that help communities and national governments to be better prepared to natural disasters in the region.
contributes to influencing policies and practices: works with others to influence development and humanitarian policies and practices especially in disaster risk reduction, including our own Program policies, based on and learning from Program experience.
If needed, supports other regional and country DRR Programs in HECA when the project implementation allows
If needed, supports the writing of new projects/Programs proposals in the region
Technical Skills, Experience & Knowledge
Essential
Master degree in a relevant field required;
You can demonstrate 3 years’ experience in managing complex international projects/Programs;
Demonstrated DRR knowledge and at least one year experience in a DRR related position (adviser or Program Manager)
Demonstrated ability to work under pressure, prioritize, meet deadlines, and hold self and others to account;
Proven analytical, strategic planning, project design, project cycle and financial management skills;
Strong communication and influencing skills, with proven ability to build relationships with a diverse range of local, national and global stakeholders;
Proven experience in supporting multi-disciplinary teams, and coaching individuals from diverse cultural and linguistic backgrounds;
Sound understanding of monitoring, evaluation, accountability and learning (MEAL) principles and practice;
Experience in capacity building and capacity development approaches and affinity with promoting local leadership;
Understanding of international humanitarian aid systems and agencies, and the roles and responsibilities of local and national actors in humanitarian response;
Awareness about humanitarian sector quality standards and codes such as the Core Humanitarian Standards, NGO/Red Cross Code of Conduct, SPHERE and Oxfam International polices and best practice;
Willingness to travel regularly to the countries of implementation (and possibly Belgium)
Desirable
Languages:
English (required) both verbal and written.
French (required) both verbal and written.
