Programme Officer

Purpose                                                                                          
The Job holder will support the Head of Programmes in the design, development, implementation and management of all programmes work, support growth of programmes and implement policy research and advocacy in line with AfriCOG’s Strategic Plans and strategic programme priorities. The holder of the position is expected to ensure organizational efficiency and effectiveness through participation in decision making, advising on the policy analysis and research issues, communication and implementation of agreed upon decisions.

RESPONSIBILITIES
Programme development and implementation
Assist in development and implementation of programme activities especially research activities in line with AfriCOG’s Strategic Plans and strategic programme priorities;
Ensure all programme research activities are sensitive to and responsive to changes in the political, social, and economic environments;
Develop project proposals in accordance with the AfriCOG and donor guidelines
Ensure AfriCOG’s programmes are well balanced, well documented and implemented in an effective and efficient manner;
Timely submission of programme reports as agreed with donors and other stakeholders;
Participate in AfriCOG’s Programme periodic strategic planning and review.
Participate in the implementation of AfriCOG’s strategic plan
Participate in programme meetings and institutional development and management activities
Provide line management to direct reports
Support the recruitment and induction of programme staff
Participate in training, supportive supervision, mentoring and coaching of programme staff on  policy research and analysis
Participate in preparations for board meetings and give necessary support and information.
Policy analysis and research
Support in identification of priority research themes and issues in line with AfriCOG’s Strategic Plans and strategic programme priorities;
Support in the design, planning and implementation of AfriCOG’s research  agenda  by undertaking research assignments  from inception  through publication  to dissemination of reports, briefs and other policy documents
Manage and coordinate with consultants in undertaking research, policy advocacy, and campaigns and monitor, review and provide quality assurance to their support to AfriCOG’s work;
Support the development and maintenance of sound relations with policy, research and advocacy resource persons and institutions at national,  regional and international levels;
Represent AfriCOG in policy analysis and research forums and platforms at National, Regional and International levels
Advocacy
Identify priority themes, issues and key collaborators for AfriCOG’s advocacy work;
Develop and implement AfriCOG’s advocacy agenda
Support in the design, planning and implementation of AfriCOG’s evidence based advocacy on various platforms and through relevant channels
Represent AfriCOG in policy advocacy forums, platforms and networks at National, Regional and International levels
Fundraising and donor management
Develop project proposals in accordance with the AfriCOG and donor guidelines
Participate in the development and implementation of AfriCOG’s resource mobilisation plan for organisational sustainability and growth
Identify, develop and manage relevant donor partnerships that support effective implementation of AfriCOG’s strategic plans and programme priorities
Represent AfriCOG in relevant donor forums
Linkages and partnerships
Establish and manage co‐operative relationships with partners and other stakeholders;
Represent AfriCOG in  research and policy alliances and networks both within and outside Kenya;
Assess and support the capacity for collaborating networks members;
Coordinate AfriCOG’s collaboration with research and policy networks, government agencies and other organizations in order to share information, experiences, influence them and/or build capacity.
QUALIFICATIONS
Master’s degree in Economics, Political Science, International Development or equivalent from a recognized university;
Minimum five (5) years working experience in policy research and analysis, advocacy and programme management in the governance sector;
Demonstrable experience in policy analysis and research from inception to publication backed by a decent publication record
Membership to a recognized professional research network
Sound knowledge and in-depth understanding of priority governance and anti-corruption policy and research issues, and advocacy campaigns in Kenya and the region
Demonstrable experience in policy analysis and research, advocacy, anti-corruption campaign, and decentralized governance (devolution).
Demonstrable experience in programme management, monitoring, evaluation, and reporting;

Excellent management, leadership, planning and organisational skills;
High degree of integrity, dependability and confidentiality

Good interpersonal and communication skills coupled with ability to influence, negotiate, advice, mentor and train;
Ability to work independently and be self-motivated
Ability to work in teams and inspire achievement of high quality results
High level of IT proficiency in use of MS Word, Excel, Access, Power‐point, and e‐mail.
