SPECIFIC RESPONSIBILITIES:
Develop and lead the implementation of the program’s overall technical vision and strategy for PSS.
Ensure that the project identifies and addresses the technical expectations, needs, and interests of the donor and that the solutions reflect the strategies and design of the project.
Develop and promote performance improvement culture and processes necessary for ongoing improvement of the effectiveness and efficiency of the implementation of the project’s technical approaches and tools at the country level.
Ensure high-quality and timely technical assistance across all technical areas.
Represent the program and its technical strategy externally; establish and maintain collaborative relationships and communication with USAID’s cross-bureau, health elements/programs, and global initiatives.
Facilitate and participate in international events to interact with PSS stakeholders, experts, policymakers, and potential partners.
Facilitate the generation of evidence-based interventions at the global, regional, and country levels.
Write technical reports and publications on the project’s technical interventions and results.
Coordinate with other technical areas leads to ensure coordinated and integrated strategies, approaches, work streams, and high-quality deliverables.
Ensure that project activities are compliant with SOPs and MSH policies.
In collaboration with the management team, ensure that timely remedial actions are taken to mitigate risks.
Participate in business development processes as requested.
QUALIFICATIONS:
A master’s degree in public health, international development or a related field. Pharmacist or Medicine qualification preferred.
At least 10 years of professional experience in the management or implementation of international development activities in/for low and middle-income countries (LMICs).
Of the above 10 years, at least 6 of the years must have pharmaceutical management or systems strengthening activities in more than three (3) LMICs (pharmaceutical services; pharmacovigilance and patient safety; AMR; regulatory systems strengthening; product selection and resource optimization).
Demonstrated senior-level leadership to programs of similar magnitude and complexity is preferred.
Demonstrated understanding of the challenges and opportunities for achieving sustainability and resiliency in LMICs.
Demonstrated competence managing and providing technical assistance in key areas of pharmaceutical management systems; executive-level qualities; strong interpersonal, writing, and oral presentation skills.
Experience in change management through an organizational restructuring process.
Demonstrated experience working in partnership with U.S. Government agencies, counterpart leadership, global health organizations, international donors, multilateral agencies, and other stakeholders.
Fluency in English oral and written communication.
Ability to interact professionally in one or more relevant foreign languages (e.g., French, Spanish) is preferred.
