Durable Solutions Expert – Development Response To Displacement Impacts Project (Drdip)

Major duties and responsibilities:
Under the overall guidance of the Senior Programme Coordinator, the Durable Solutions Expert will support implementation of the DRDIP regional strategy of the RSFDMM with special focus on ensuring participation of the Federal Government of Somalia in regional discussions on Forced Displacement and Mixed Migration aimed at addressing the Somali refugee situation in the IGAD Region.
The Durable Solutions Expert will be responsible for the following duties:

Assist the Senior Programme Coordinator in coordinating activities of the RSFDMM with a view to ensuring their successful implementation.
Lead the formulation of relevant policies to ensure a coordinated development response in areas of return.
Coordinate the efforts for sustainable return and reintegration of refugees and offer technical assistance to Government authorities when needed.
Liaise with officials of the Federal Republic of Somalia and partners on implementation of activities related to implementation of the DRDIP.
Support implementation of the Nairobi Action Plan in liaison with the UNHCR, EU, World Bank, IOM, UNDP and other partners as will be designated.
Prepare work plans, budgets and progress reports for initiatives of the RSFDMM when required.
Prepare and present project reports for the RSFDMM for assigned projects and initiatives.
Support continuous knowledge generation, research and learning across the DRDIP countries within the four intervention areas of the regional strategy of the RSFDMM.
Ensure continued engagement with key players on displacement and solutions in Somalia including IGAD Member States, the Federal Government of Somalia, humanitarian and development agencies, the private sector, International Financial Institutions among others.
Document best practices and lesson learned from Durable Solutions efforts at National and Regional level and organize learning events in coordination with key stakeholders in the region.
Manage the deployment of consultants and coordinate technical assistance efforts of the RSFDMM.

Qualifications and experience required:

The incumbent should have an advanced university degree in programme/project management, Development Studies, Social Sciences, Economics or any related field with at least five (5) years of relevant post-graduate work experience.
Demonstrated experience in the area of forced displacement and mixed migration in the IGAD region.
Familiarity with technical cooperation agreements and intergovernmental processes
Understanding of the socio-economic and political dynamics in Somalia and overall geographical experience of the IGAD region

Language requirements:

Proficiency in English Language is required and knowledge of French is an asset.
Fluency in Somali is also required for this position.

Tenure of Appointment:
The appointment is for one year renewable subject to availability of funds and satisfactory performance.
Remuneration & Location:
Negotiable with IGAD salary scale and policy based on applicant’s qualifications and experience.
The position will be based at the IGAD Regional Secretariat on Forced Displacement and Mixed Migration (RSFDMM) in Nairobi, Kenya.
