Responsibilities
HJFMRI seek to hire a PEPFAR Clinical Care Manager to be responsible for effective planning, budgeting, implementation, management, and monitoring of the Care and Treatment program, of the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), of the South Rift Valley (SRV) through the Henry Jackson Foundation Medical Research International, Inc (HJFMRI).
Oversee the planning, implementation, and monitoring performance of care and treatment program in four counties. This includes working closely with program staff, partners and major hospitals, health centers and dispensaries in Kericho, Bomet, Nandi, and Narok counties.
Provide technical assistance and mentorship to improve management and retention of patients in care and treatment through evidence-based and quality TB/HIV/AIDS care and treatment services
Responsible for the strategic design, implementation oversight, and scale up of care and treatment interventions to ensure results are on trajectory to meeting agency and partner-level annual Country Operation Plan (COP) targets.
Ensure all patients in care and treatment are monitored according to the Ministry of Health (MOH) and PEPFAR guidelines and are aligned with relevant Standard Operating Procedures (SOPs).
Ensure that up-to-date ART guidelines and SOPs are implemented across all SRV care and treatment facilities.
Investigate and encourage innovative approaches in program implementation in improving retention and viral suppression rates.
Provide mentorship in care and treatment, review and management of complicated HIV cases.
Liaise with the Strategic Information team for real-time data analysis of care and treatment, MER, EMR, and SIMS to improve program performance.
Provide on-going guidance to care and treatment clinical staff on the utilization of data of electronic medical record (EMR) system for cohort analysis to improve treatment outcomes.
Capacity building of clinical mentorship teams at each of the main partner hospitals to provide on-job training and mentorship to service providers across its satellite facilities.
Coordination of Multi-Disciplinary Teams (MDTs) and collaborate with senior clinicians/ consultants in HIV Treatment Programs.
Clinical reviews and consultation of clinical cases, including Treatment Failure. The incumbent coordinates these interactions and facilitates clinical decisions and referrals.
Coordinate HIV/TB/NCD and Continuous Medical Education (CMEs) sessions to provide updates on HIV care & treatment.
Develop annual work plans and budgets. Review and approve budgets and other reports, as required.
Develop quarterly program narrative reports.
Participate in stakeholders engagement with the County, donors & implementing partners.
Assist in partner contract management, including reporting and performance monitoring and review.
Represent DoD/ PEPFAR in the Inter-Agency Technical Team (ITT), Country Operational Plan (COP) processes, preparation and follow-up of POART calls, as may be required.
Represent DoD/WRP/HJF-SRV in GoK/ MoH/ NASCOP Technical Working Groups (TWGs) at county and national levels as assigned.
Link the program with relevant professional bodies or training opportunities
Develop new SOPs and new policies in program implementation.
Participate in Site Improvement through Monitoring System (SIMS) and quarterly site supervision in line with the PEPFAR Monitoring and Reporting requirements.
Participate in Expenditure Analysis interpretation.
Assist in partner contract management, including reporting and performance monitoring and review.
Participate in PEPFAR research protocols.
Perform any other duties assigned by the supervisor.
Qualifications
Education and Experience
Bachelor’s Degree in Medicine and Surgery (MBChB).
Master’s Degree in Medicine (MMED), or Masters in Public Health (MPH/ MSc)
At least 5 years of experience in HIV Prevention, Care and Treatment programs for large USG funded programs.
Experience and/or Training in Mentorship
Experience and/or Training in Program Management
Up-to-date board certification with the Kenya Medical Practitioners and Dentists Council (KMPDC)
Demonstrated experience in providing HIV care and treatment in clinical settings
Required Knowledge, Skills And Abilities
Strong organizational skills and ability to work in a diverse team as well as independently.
Proficiency with computer application such as Word, MS Excel, and other applications.
Experience and/ or Training in Data Analysis, interpretation for decision-making.
Excellent interpersonal communication skills.
Ability to work under pressure and complete tasks to meet key targets and deliverables
Knowledge in HIV National Policies and guidelines
Advanced training in HIV management will be an added advantage
Excellent leadership skills, with ability to inspire confidence and team work among colleagues
