JOB SUMMARY
The Programmes Manager (PM) will be responsible for the effective operation of IILA programmes, by leading, developing and managing the programme team in realizing IILA objectives, mission and vision. S/He will lead seamless team functioning, coordination and management to ensure effective planning, delivery, quality control and evaluation of IILA programmes. The PM will provide technical support and resource mobilization for IILA programming and work closely with the programme officers and other team members to ensure the effective delivery of the programmes and assigned projects. As part of the Management Team, s/he will support and work closely with the team in overseeing the overall management and operation of organizational policies towards achieving IILA’s vision and strategic plan aspirations. The position reports to the Chief Executive Officer (CEO).
DUTIES AND RESPONSIBILITIES
The specific responsibilities of the PM position include, but are not limited to:
Develop and implement strategies that maximize the synergies among programme areas.
Lead the development of organizational work plans and support the programme team in developing individual programme plans and budgets
Guide the programme team in the effective delivery of their respective programmes and assigned projects to ensure compliance with approved plans
Working closely with the M&E Officer, support the programme team in developing objective performance measurements to ensure coherence in goal setting, monitoring and evaluation across all programmes
Closely monitor all programmes to ensure alignment and contribution to the organizational strategic objectives
Lead the programme team effectively documenting programme and project outputs, results, knowledge and lessons
Coordinate the programme team to ensure timely and quality compilation and submission of all relevant reports, including programme and project reports to relevant stakeholders and partners at the required frequencies.
Support the Management Team in developing and implementing organizational resource mobilization strategies to effectively respond to long and short-term programme and organizational funding needs
Lead the programme team in mapping, identifying and exploring resource mobilization and fundraising opportunities and development of programme ideas into quality grant proposals
Support in mentoring and coaching the Programme Team.
Participate in the review of the programme team, its performance and management.
Collaborate with the human resource personnel and management to identify training needs and development opportunities for the programme team
Support the Management Team in developing and implementing organizational policies in line with governance obligations laid by the Board.
As part of the Management Team, support in overseeing compliance with organizational policies and procedures projects
Support the CEO in developing, strengthening and managing relationships with our strategic partners, stakeholders, networks and alliances across the areas of focus for IILA
Represent IILA in forums, meetings, workshops and conferences as assigned, to stay abreast of emerging trends and best practices and use these opportunities to build partnerships and networks that support programme development
Undertake any other duties as assigned by the CEO.
QUALIFICATIONS AND EXPERIENCE
A master’s degree in public health, public policy/ economics, governance, social sciences, Project Management, Resource Mobilization, or a related degree from a recognized university
At least 7 years of experience in a relevant field within the CSO/NGO sector, with at least 3 of those in a management role
Good knowledge and understanding of policy advocacy and the policy and legislative processes

Excellent communication skills, both verbal and written, including the ability to transmit key messages in many appropriate ways, report writing and presentation abilities

Strong organizational and administrative skills, with the ability to prioritize tasks and meet deadlines
Ability to work effectively in a team, collaborate with diverse stakeholders, and build partnerships
Proficiency in using computer applications, including MS Office suite
Strong attention to detail, analytical thinking, and problem-solving skills
